| dc.description.bibliographicalintroduction | 요 약 문 !990년대 들어 규제가 점차 강화되고 있는 biocide의 관리동향을 OECD, EU 등 국제기구와 선진국 중 가장 엄격히 관리하고 있는 미국을 중심으로 살펴보았다. 또한 국내 관리동향은 biocide의 관련부처인 환경부, 보건복지부, 농림부를 중심으로 정리하였으며, 각 부처별 향후 대응방안을 제시하였다. 우선 OECD는 화학물질 관리정책에서 biocide의 중요도를 인식하고, 1996년 중반 Pesticides Programme 하에 Biocides Programme을 설치하여 다음을 목표로 활동하고 있다; 첫째, 회원국간 자료 요구의 조화, 둘째, 효능시험과 허용한계치 선정, 셋째, 환경상 거동과 영향(인체건강 및 생태계 영향)에 대한 시험지침 개발, 넷째, 노출평가와 위해성 평가지침 개발, 다섯째, 각 회원국간의 biocide 심사 및 평가의 조화, 여섯째, biocide로 인해 발생가능한 위해성의 저감. EU는 EC 시장 내에서 사용되는 biocide에 대한 효율적이고 균형있는 관리를 위하여 관련지침(Biocidal Product Directive 98/8/EC, 이하 BPD)을 1998년 4월 24일에 공표하였고, 이는 2000년 5월 14일부터 EU 회원국내에서 시행되고 있다. 이 지침은 기존의 화학물질 법령(농약법, 의약품관리법 등)에 의해 관리되고 있는 것을 제외한 나머지 모든 biocide에 대한 통합법령으로 일종의 “gap-filling act”라 할 수 있다. BPD 지침은 총 36개 조항과 6개의 부속서로 구성되어 있으며, ① 회원국내에서 biocide 제품의 사용허가 및 시장진입 여부, ② EC공동체내에서 사용권한에 대한 공동허가, ③ biocide 제품에 사용되는 활성물질의 명확한 목록을 위원회 수준에서 설정 등에 관한 세부사항을 포함하고 있다. OECD 및 EU 국가와는 달리 미국의 경우 살충제, 살서제 등 미생물 이외의 생물을 방제하는 모든 화학물질은 비록 비농업용으로 사용할지라도 농약의 범주에 포함시키고 있다. 따라서 미국에서 사용되는 biocide는 따로 독립된 기관 및 규제가 존재하지 않고 기존의 농업용 농약에 포함되어 관리되고 있다. 즉, 전체 농약 중 antimicrobial pesticides(대부분의 biocide 포함)는 농약관리기관인 EPA의 Office of Pesticide Programs(OPP)의 Antimicrobial Division에서 FIFRA(Federal Insecticide, Fungicide and Rodenticide Act) 법령에 의해 관리되고 있으며, 단지 개인용 보건소독제로 사용되는 biocide 제품만이 식품의약청(FDA)에 의해 규제되고 있다. 이에 비해 우리나라에서의 biocide 관리는 아직 초기단계이라, 선진국의 관리수준과 비교해 볼 때 다음과 같은 문제점이 제시되고 있다; 첫째, biocide에 대한 정확한 개념이나 범위의 미설정, 둘째, 물질별 관리부처의 불확실, 셋째, biocide의 물질별 관련법 및 관련정책의 부재, 넷째, biocide의 위해성 평가절차 및 기법 부재, 다섯째, 최종제품의 효능시험 절차 부재. 이상과 같은 biocide의 관리상 문제점으로 인해 biocide는 국내 화학물질 관리의 사각지대로 남아 있다. 따라서 국내에서 사용중인 biocide의 효율적인 관리를 위하여 다음과 같은 관리방향을 제안하고자 한다. 첫째, 환경부, 농림부, 보건복지부, 해양수산부 등 관련부처의 업무분담을 명확히 한다. 둘째, biocide와 관련된 기존의 관련법 제정 및 제도를 정비한다. 셋째, biocide의 국내 사용과 오염에 대한 기초 실태조사를 실시한다. 넷째, 신규 biocide 활성물질과 최종제품 평가를 위한 체계를 구축한다. 다섯째, biocide 제품의 효능성을 평가할 수 있는 조직, 절차 및 기법을 마련한다. | - |
