자연경관 관리정책에 관한 연구

Abstract

Korea is famous for its' beautiful scenary and natural resources for hundreds of years. However, destruction of the natural landscape such as mountains, river, forest, topography has been occurred in the name of development since 1960's, and it became one of the most serious problem in natural environment conservation. Recently, the interest of the amenity in human living became big issue and the people realized the importance of the natural landscape. The primary purpose of this study is to investigate the major reasons of the natural landscape destruction and search the possibility of natural landscape management system by taking an on-site approach and review of the regulations and act in various fields as well as the literature study. The study has revealed that it is important that the definition of the natural landscape and beautiful landscape must be defined at first, because current regulations concerned with natural landscape are usually focused on the natural ecosystem and beauty concept is weaker than that. With the definition of the natural landscape, we divided the natural landscape pattern into four types and different approach should be required. Several policy alternatives can be presented from the results of this study. At first, Ministry of Environment and Ministry of Construction , regional government must perform the important role according to the gravity of natural landscape resources. And also, natural landscape conservation area and management area must be separately designated for effective management. Each area has different guidelines and also must be prepared some specially arranged guidelines regarding to the regional peculiarity.
