dc.description.abstract The Kyoto Protocol and the Marrakech Accords to the United Nations Framework Convention on Climate Change (UNFCCC) recognize Land Use, Land-Use Change, and Forestry (LULUCF) activities as a potential means to reduce greenhouse gases (GHGs) in the atmosphere. In recent years, LULUCF activity has received a great deal of attention internationally, and many researches have been conducted in this area. Among the related research efforts, some economists have taken economic approaches to analyze the carbon sequestration policy. There are three different categories of economic studies for carbon sequestration: bottom-up engineering cost studies, sectoral optimization studies that account for behavioral responses in the forest and agricultural sectors, and econometric studies of the revealed preferences of landowners (Richard and Stoke, 2004). Despite the increasing attention toward carbon-sink management under the climate change negotiation process and research arena, little consideration is given to carbon sequestration in Korea. The major efforts so far have been concentrated on the construction of necessary statistics on GHGs emissions and removals by LULUCF activities for National Communication under the Convention. In particular, the carbon sequestration through afforestation program as a mitigation policy has been largely ignored in establishing the national strategies to reduce GHGs in Korea. This may be due to the fact that the energy sector is a major contributor to GHG emissions, and, thus, the mitigation policy has centered on the energy sector. Another reason could be the fact that the competition among land uses has been substantially high in Korea, and, therefore, the large-scale afforestation is often not feasible. Lately, however, the circumstances are being changing. Due to the significant increase in agricultural productivity and other factors, the area of marginal and/or idle cropland has continuously increased. In 2001, about 206,000 hectare of marginal cropland is estimated nationwide, which corresponds to 11% of total cropland (Ministry of Agriculture and Forestry, 2001). The increasing trend of marginal cropland is anticipated to continue, and the preparation of appropriate policy in response becomes an urgent issue. Furthermore, although development pressures on agricultural and forestland still exist, they are relatively low compared to the past due to stabilized population growth. Lastly, the public is becoming more interested in the various environmental services provided by forest including clean air, clean water, carbon sequestration, and recreation etc. In particular, the demand for forest-based recreational activity is notably increasing in Korea lately due to the increase of leisure time. With these changing circumstances, the carbon sequestration program as an alternative policy to reduce CO2 in the atmosphere becomes more attractive to decision-makers. However, the carbon sequestration program to be a practical policy in Korea, the feasibility and cost-effectiveness of the program should be examined compared to other CO2 mitigation strategies beforehand. The purpose of this study is to use an econometric land use model to estimate the costs of carbon sequestration programs in Korea. In the literature, most of the economic studies of carbon-sink management evaluate government policies that are designed to encourage the conversion of agricultural and/or marginal land to forest. A similar approach is employed in this study. Econometric land use model is capable of depicting the behavioral aspects of land-use choices based on the revealed preferences of landowners and hence yields more accurate estimates of costs of carbon sequestration. The specific objectives of the study are: ? to give an overview of the negotiation process of Kyoto Protocol in relation to LULUCF and provide GHGs inventory in Korea with reference to National Communication under the Convention. ? to describe the aggregated econometric land use share model and to estimate the model with panel data. ? to design the carbon sequestration programs and operating scenarios and simulate carbon sequestration costs based on the parameter estimates from the econometric land use model given the scenarios. ? to provide policy implications of the simulation results on the costs of carbon sequestration in Korea. The basic framework of carbon sequestration program adopted in this application is to pay landowners to retire their land for a period of time. Land is supposed to enroll for a ten-year period of time, and landowners are required to convert their land to forest. After ten years, landowners decide whether they continue to enroll their land or leave the program. Our program begins in 2003 and operates for eighty years. Only marginal or idle cropland is eligible for the program. Landowners enroll their land at the start of each decade and receive fixed annual payments plus the cost of establishing trees at the beginning of the period. The ten-year stream of payments increases the rents received from forestland, and landowners allocate more land to forest. The payments to the landowner represent the opportunity cost of enrollment. The basis of forestland area projection associated with the payment level is the parameter estimates of econometric land use share model. For a range of payments, we simulate increases in forest area and calculate the total carbon sequestration costs as the present value of establishment costs and payments over the eighty-year program period. With the basic frame of the program described above, we consider four scenarios in order to examine the various assumptions on the features of carbon sequestration programs. Scenario 1 assumes that Larix leptolepis is established on the enrolled agricultural land, and the plantation stands permanently without harvest. Scenario 2 duplicates scenario 1 except that stands are harvested at the rotation age, and the same species is replanted after harvest. Scenario 3 replicates scenario 1 except Pinus koraiensis is planted. Scenario 4 simulates the effects of mixture of Larix leptolepis and Pinus koraiensis. Scenario 1 and 2 are designed to compare the effects of harvest on the carbon sequestration. Scenarios 1, 3, and 4 are designed to examine the differences in capability of carbon sequestration resulting from establishing different tree species. Larix leptolepis and Pinus koraiensis are selected because they are most widely planted species in Korea lately. The cost of carbon sequestration of this study is represented as the unit cost per ton of carbon stored and is calculated as: Unit Cost = ,where is the program time horizon, is a social discount rate, and “won (\)” is Korean currency . To compute the “won(\)/ha” in the numerator of the equation above, we first estimate a standard land use share model, which explains the landowner’s problem of allocating a fixed amount of land to competing uses given the profit maximization with panel data (refer to chapter 3 for the details). Next, for a range of payment levels, we project the effects of forest subsidies on forestland area by increasing the forest rents given the parameter estimates of the land use model (refer to the section 3 of chapter 4 for the details). Finally, we compute the total costs, which include fixed payments and establishment costs over the course of the simulation period for each payment level and, then, the resulting terms are discounted and divided by the total enrolled land to produce “\/ha” values. To calculate the “ton C/ha” in the denominator in the equation, we discount annual increments in ton C back to present values for each scenario using the same discount rate, and, then sum up over the simulation period (refer to the section 4 of chapter 4 for the details). The required data to compute carbon stored per unit area are mostly obtained from the Korea Forest Research Institute (KFRI). The resulting unit cost for each payment level is summarized in the Table below. We find that the unit cost (\/ton C) varies from \66,021 to \504,578 depending on the scenarios and payment levels. Scenario 1 provides the least unit cost followed by scenario 2, scenario 4, and scenario 3. Note that there is not much difference in unit cost between scenario 1 and 2 (e.g. \108,483 vs. \109,565 given \100,000 payment level), implying that well managed timberland with harvest can play an important role as a carbon sink as well as a source for timber revenue. This result, however, may be partly due to the fact that Larix leptolepis is an early carbon taker so that the carbon loss from harvest is restored faster than other species. Therefore, a careful interpretation is required. In comparing unit costs by scenario 1 and 3, establishing Larix leptolepis stand is more desirable than planting Pinus koraiensis for the purpose of carbon sequestration in Korea. When we compare our estimates of unit costs ($/ton C) to other similar studies conducted abroad, our estimates are higher than those in US studies (Plantinga (1999); Stavins (1999)) and on a global scale study (Sohngen and Mendelshon (2001)), yet lower than that in the study of Netherlands (Slangen and van Kooten (1996)). This result is entirely plausible because the competitions among land uses are relatively low in US and high in Europe, respectively, compared to Korea. When we compare our estimates of unit costs to other GHGs mitigation policies in Korea, we find that carbon sequestration can be a cost-effective mitigation option to reduce CO2 emission, yet not the least-cost option. For example, improvement in feeding for agricultural animal to reduce the methane emission (unit cost is \71,020) is an option that may be cheaper than carbon sequestration to store ton of carbon in Korea according to Ministry of Commerce, Industry, and Energy (1998). Notice, however, that this comparison considers the cost side of mitigation policy only. Once we incorporate the benefit side of the policy into analysis, the whole story can be changed because the negative unit costs are possible with carbon sequestration program due to the environmental services provided by forests. The benefits of afforestation program, in addition to carbon sequestration, include supplying clean-air and clean-water, protecting soil erosion, providing wildlife habitat and recreation opportunities etc. In fact, the negative unit cost for carbon sequestration program is reported in case of China (Xu, 1995). In this regard, once we include the benefits associated with the program in the analysis, afforestation program becomes a more attractive mitigation policy to decision makers. Future research is warranted for a benefit-cost analysis of carbon sequestration program. Another finding from this study is that the unit cost measurement can be largely subject to the capability of land in storing carbon per unit area. Because annual payment level is fixed for our simulation, the total cost of implementing carbon sequestration program is not likely to differ significantly unless the land area leaving and entering the program is repeatedly large in scale. This realization draws the attention to an alternative to reduce the unit cost, which is to increase the carbon uptake per hectare (i.e. increase in denominator in the equation). This may have an important policy implication that enhancing forest management leading to increase of carbon stored per unit area is just as important as expanding afforestation. There are some caveats in interpreting the results of this study and related future research topics to be mentioned. Our unit cost measurements of carbon sequestration programs are subject to uncertainty. The uncertainty mainly originates from the assumptions made in carbon flow computation such as the amount of carbon stored in soils. Although many related researches are recently being conducted, they are still in early stages and it is likely to take some time to accumulate the reliable data. Needless to say, establishing the reliable data on carbon accounting is a pre-requisite for credible studies on the costs of carbon sequestration. In terms of the econometric land use modeling, it is recognized that the model used in this study is more suited for explaining the overall historical trends of land uses than to describe the spatial heterogeneity across the regions. Because explaining the changes of land uses in spatial context is becoming important, there is a need to improve the model accordingly by, for instance, exploring the fixed and random effect models with the panel data. -

dc.description.bibliographicalintroduction 2005년 2월 16일 발효된 교토의정서는 선진국의 비용효과적인 온실가스 저감의무 달성을 돕기위해 교토 메커니즘이라는 신축성 있는 이행체계의 도입뿐만 아니라 추가?보조적인 저감수단도 명시하고 있는 데 그 중 대표적인 것이 산림을 비롯한 탄소흡수원(carbon sink)의 활용이다. 즉, 산림은 광합성을 통해 이산화탄소를 탄소로 전환하여 토양이나 바이오매스에 저장하는 능력이 농작물보다 우수하기 때문에 농지의 산지로의 용도변경이나 또는 신규조림이나 재조림을 통한 산지조성을 모두 온실가스 저감대책으로 활용할 수 있다는 것이다. 이와 같은 배경아래 국제사회에서는 기후변화협약상의 토지이용?토지이용변화?임업(Land Use, Land-Use Change, and Forestry: LULUCF) 관련활동에 대한 관심과 연구가 활발히 진행되었다. 그 구체적인 예로서는 탄소고정을 목표로 한 정책의 시뮬레이션 연구나 또는 계량경제학적 토지이용모델을 활용한 탄소고정 비용추정에 관한 연구 등을 들 수 있다. 그러나 국내의 LULUCF 관련연구는 기후변화협약에 명시된 국가보고서 작성을 위한 기술적인 통계구축에 치중되어 온 경향이 있으며, 산림을 이용한 탄소고정에 대한 인식의 부족은 물론 온실가스 저감을 위한 토지이용모델 활용에 관한 연구 또한 매우 미흡한 실정이다. 이러한 LULUCF 관련연구의 부족은 우리나라의 온실가스 저감정책이 에너지와 산업부문에 집중되어 왔기 때문이며, 또한 토지경합이 심한 우리나라의 경우 대규모 신규 조림사업이 물리적으로 어려웠기 때문이기도 하다. 그러나 최근 국내?외 여건이 달라지고 있다. 먼저 농업환경의 변화로 국내의 한계농지 또는 유휴지의 면적이 꾸준히 늘어나고 있는 실정이다. 농림부에 의하면 2001년 현재 한계농지의 면적은 약 20만6천헥터로 집계되고 있으며, 그 증가추세가 당분간 지속될 것으로 예상되고 있다. 이러한 배경아래 일각에서는 한계농지 활용방안의 하나로써 산림전환을 제안하고 있다. 또한 사회적으로는 산림이 제공하는 다양한 공익적 기능에 대한 국민의 수요가 높아져, 산림확대를 통한 탄소흡수원 정책은 정책입안자에게 긍정적으로 인식되고 있다. 왜냐하면 탄소흡수원 확대를 통해 한계농지의 효율적 대응, 온실가스 저감정책의 대안, 그리고 산림의 환경서비스 확대라는 3가지 정책목표를 달성할 수 있기 때문이다. 한편 한계농지의 산지전용을 현실적인 정책대안으로 고려할 경우 우선적으로 검토되어야 할 부분이 탄소흡수원 정책의 이행 시 수반되는 비용의 산출을 포함한 경제성 분석이다. 본 연구의 목적은 계량경제학적 토지이용모델의 실증분석을 통한 탄소고정 프로그램의 비용추정에 있다. 즉, 그 동안 국내에 축적되어온 LULUCF 관련 데이터를 이용하여 기후변화, 토지이용변화와 탄소고정, 계량경제학적 토지이용모델, 탄소고정을 위한 프로그램 디자인과 비용추정 시뮬레이션을 연계함으로써 연구의 영역을 확대하고 정책적 활용방안을 제시하는 데 그 의의가 있다. 본 연구의 세부 목표를 열거하면 다음과 같다. 1) 교토의정서 하의 LULUCF 관련 협상동향 정리와 우리나라 제2차 국가보고서를 중심으로 한 LULUCF 통계검토 (제2장 참조) 2) 토지소유자의 이윤극대화를 가정으로 한 토지이용배분 모델의 소개와 패널데이터를 활용한 모델추정 (제3장 참조) 3) 탄소고정 프로그램의 설계와 구체적인 시나리오를 작성하고, 작성된 각 시나리오에 대해 토지이용모델 추정치를 기본으로 탄소고정 비용추정 시뮬레이션 실시 (제4장 참조) 4) 시뮬레이션 결과를 토대로 정책적 시사점 및 활용방안을 제시하고 향후 연구방향을 제안 (제5장 참조) 본 연구에 사용된 토지이용모델은 지대이론을 기본으로 발전된 모델로써, 이윤극대화의 가정 하에 토지경영자 개개인이 소유하고 있는 토지의 최적배분 문제를 설명한다. 일반적으로 토지이용모델 추정에는 패널데이터(panel data)가 활용되는 데, 패널데이터가 시계열 및 횡단면자료를 포함하여 토지이용변화의 시간적, 공간적 변화를 반영할 수 있는 장점이 있기 때문이다. 본 연구에서도 연도별 시계열자료(1993-2003)와 도(행정구역 8도)별 횡단면자료로 구성되는 패널데이터를 구축하여 모델을 추정하였다. 모델의 종속변수는 각 토지이용구분(산지, 농지, 개발지 및 기타지)이 도의 전체 토지면적에 차지하는 비율로 설정 하였으며, 독립변수로는 산지지대, 농지지대, 인구밀도, 토지의 완만도 지수를 사용하였다. 모델 추정결과 대부분의 독립변수가 예상했던 부호와 통계적 유의성을 나타냈으며, 모델 설명력도 양호한 것으로 분석되었다. 토지이용모델 실증분석의 추정치는 다음 단계인 시뮬레이션에서 산지면적 예측에 연계된다. 탄소고정 프로그램은 2003년에 시작하여 80년 동안 지속되는 것으로 설계되었으며, 토지소유자에게 경제적 인센티브(보조금)를 제공하여 자발적으로 프로그램에 등록, 소유하고 있는 토지를 10년 동안 산림으로 전환하도록 하는 것을 기본골격으로 한다. 프로그램 등록 시 토지소유자에게는 조림비용과 고정액수의 보조금이 10년 동안 매년 지급되며, 토지소유자는 10년 후에 프로그램에 계속 참여할 것인지의 여부를 결정한다. 10년 동안의 보조금 지급으로 인한 수익흐름의 발생은 산지지대를 농지지대보다 상대적으로 커지게 하며, 그 결과는 산지면적의 증가로 나타나게 된다. 산지면적의 증가는 토지이용모델 실증분석의 추정치를 토대로 예측된다. 단위면적당 탄소고정비용은 프로그램 이행시의 총비용을 산지 증가면적으로 나누어 산출되며, 여기서 총비용에는 프로그램 등록 시 일회적으로 지급되는 조림비용과 매년 지급되는 고정보조금을 모두 포함한 값이다. 최종적인 탄소고정비용은 단위면적당 총비용을 단위면적당 탄소저장량으로 나누어 산출되고, 탄소1톤을 저장하는 데 수반되는 단위비용(\/ton C)의 형태로 측정된다. 이와 같은 시뮬레이션 과정은 다양한 보조금 수준에서 반복되어 진행된다. 본 연구에서는 탄소고정 프로그램의 구체적 설계변수의 설정에 따라 4개의 시나리오를 작성하여 시뮬레이션을 진행한다. 시나리오 1은 프로그램에 등록된 토지에 낙엽송을 조림하고 성숙 후 벌채 없이 지속하는 것으로 가정한다. 시나리오 2는 시나리오 1과 같이 낙엽송을 조림하나 차이점은 법적 벌기령인 40년에 벌채한다는 것이며 벌채 후 다시 낙엽송을 식재하는 것으로 가정한다. 시나리오 3은 벌채 없이 잣나무를, 시나리오 4는 벌채 없이 낙엽송과 잣나무를 50 대 50의 비율로 조성하는 것으로 가정한다. 시나리오 1과 2는 벌채 유무가 탄소고정에 미치는 영향을 비교하기 위한 것이며, 시나리오 1, 3, 4는 수종변화에 따른 영향을 분석하기 위하여 설계되었다. 시나리오별 단위면적당 탄소저장량은 국립산림과학원의 자료협조를 통하여 산출되었다. 시나리오별 단위면적당 탄소저장량과 시뮬레이션 결과로 나타난 각 보조금 수준에 해당하는 단위비용은 아래의 표와 같다. 보조금 수준, 단위비용, 탄소저장량은 모두 5%의 할인율을 적용하여 계산된 현재가(2003년 기준)이다. 단위비용 추정치에서 알 수 있듯이, 우리나라의 경우 시나리오 1이 탄소1톤 저장 시 수반되는 비용이 가장 낮은 프로그램으로 분석되었고, 다음으로 시나리오 2, 시나리오 4의 순서로 나타났으며, 시나리오 3이 가장 높은 단위비용이 소요되는 프로그램으로 분석되었다. 이러한 결과는 잣나무의 단위면적당 탄소고정능력이 낙엽송 보다 낮기 때문인 것으로 생각된다. 전체적으로 단위비용은 \66,021~\504,578의 범위에 분포하는 것으로 나타났다. 시뮬레이션 결과 시나리오 1과 시나리오 2간의 단위비용 추정치에 큰 차이가 없는 것으로 나타났는데, 이점은 우리나라 산림정책에 시사하는 바가 크다. 왜냐하면 벌채를 수반하는 산림경영도 탄소저장고로서의 역할을 충실히 수행할 수 있다는 것을 실증분석을 통해 보여주었기 때문이다. 따라서 산림부문의 탄소흡수원 정책은 신규조림 사업뿐만 아니라 숲 가꾸기를 통한 산림경영을 병행하여 추진하여야 할 것이다. 본 연구의 단위비용 추정치는 미국의 사례연구(Plantinga,1999; Stavins, 1999) 보다는 높고 유럽의 사례연구(Slangen and van Kooten, 1996) 보다는 낮은 것으로 나타났다. 물론 각 연구마다 사용된 가정들과 모델이 다르기 때문에 직접적인 비교는 어렵다고 볼 수 있으나, 사례지역의 토지경합 정도를 고려할 때, 이와 같은 결과는 어느 정도 타당성을 갖는다고 볼 수 있다. 한편, 본 연구의 탄소고정 프로그램과 국내의 다른 온실가스 저감정책간의 단위비용 추정치를 비교해 보면, 탄소고정 프로그램은 충분히 비용효과적이긴 하나 최저 단위비용을 수반하는 저감정책은 아닌 것으로 판단된다. 산업자원부(1998)에 의하면 가축의 사료개선을 통한 온실가스 저감비용은 탄소톤당 \71,020으로, 경차보급으로 인한 저감비용은 \41,922으로 보고된 반면, 태양열 에너지를 이용한 온수공급은 \2,066,006으로 보고되었다. 본 연구의 결과는 정책적 활용방안 측면에서 다음과 같은 효과를 기대해 볼 수 있다. 첫째, 온실가스 저감대책에 관한 연구의 영역확대를 통한 기후변화 협상의 기초자료 제공을 들 수 있다. 최근 협약상 산림부문의 청정개발체제를 통한 크레딧 인정에 대한 논의가 국내외적으로 활발히 진행되고 있고, 해외조림 특히 북한을 대상으로 한 조림사업을 청정개발체제와 연계하는 방안에 대한 검토도 이루어지고 있는 상황이어서, 본 연구를 통해 국제적으로 이슈화되고 있는 탄소흡수원을 이용한 온실가스 저감대책에 대한 관심과 관련연구의 활성화를 기대해 볼 수 있다. 둘째, 최근 증가추세에 있는 한계농지에 대한 시기적절한 대응방안을 들 수 있다. 우리나라에서는 지속적인 농업생산성의 증가로 인한 쌀 재배면적의 감소와 농산물 무역자유화에 대한 압력으로 인해 농지이용형태의 변화가 예상되고 있는 상황이어서 적절한 대책 마련이 필요한 시점이다. 따라서 본 연구는 효율적인 한계농지/휴?폐경지 대응방안으로서의 효과도 기대할 수 있다. 물론 우리나라와 같이 토지경합이 심한 곳에서 과연 얼마만큼의 한계농지가 산림으로 전환이 가능 할 것이며 또한 그 결과로 얼마만큼의 추가적인 탄소고정이 가능할 것인지에 대해서는 한계가 있을 수 있다. 그러나, 정부가 한계농지에 대한 대응책을 마련할 때, 산림으로의 전환이 한 가지 긍정적인 정책적 옵션이 될 수 있다는 점을 고려할 때, 본 연구가 관련 기초정보를 제공할 수 있을 것이다. 또한 본 연구는 프로그램 이행에 수반되는 단위비용을 제시하고 있어 다른 한계농지 활용방안과의 비용측면의 비교분석을 가능하게 해준다. 셋째, 탄소고정 프로그램을 통한 산림증가는 탄소고정의 효과뿐만 아니라 부수적으로 산림의 공익적 기능증대를 가져올 수 있다. 탄소고정 프로그램의 주목적은 산림면적의 증가를 통해 대기 중의 탄소를 산림에 저장함으로써 온실가스 저감에 기여한다는 것인데, 동시에 산림의 공익적 기능증대라는 부차적인 이익도 가져온다. 이러한 점에서 탄소고정 프로그램은 부가적인 정책적 기대효과가 크다 할 수 있다. 본 연구의 최종결과물인 탄소고정 프로그램의 비용 추정치는 토지소유자의 토지이용배분 의사결정을 반영한 실제 관측치에 기본을 둔 실증분석으로부터 도출되었기 때문에 정확도가 상대적으로 높다 하겠으나 다음과 같은 한계점도 갖고 있다. 우선 짚고 넘어갈 부분은 본 연구가 탄소고정 프로그램의 비용추정에 중점을 둔 연구로써, 프로그램으로 인한 편익은 분석에 포함되지 않았다는 점이다. 만약 탄소고정 프로그램으로 파생되는 환경 서비스를 분석에 포함한다면, 프로그램으로 인한 편익이 비용을 초과할 수도 있다. 이러한 맥락에서, 우리나라에서는 비록 탄소고정 프로그램이 최저의 단위비용을 수반하는 저감정책은 아니라 할지라도 정책 결정자에게는 다른 저감정책보다 매력적일 수 있다. 실제로 중국의 사례연구(Xu, 1995)에서는 음(-)의 단위비용이 보고 되기도 하였다. 편익추정은 비용추정보다 상대적으로 어려운 것이 현실이나, 프로그램의 타당성 분석에는 비용부분과 편익부분이 함께 고려되어야 하는 것이 옳다. 따라서 향후에는 탄소고정 프로그램의 비용과 편익을 모두 고려한 비용편익분석 연구가 필요하다. 또한 본 연구에서는 관련통계의 부족으로 단위면적당 탄소저장량이 여러가지 가정에 기반하여 산출되었다. 단위면적당 정확한 탄소저장량 계산을 위해서는 수종에 따라 바이오매스, 토양, 낙엽층, 하층식생으로 구분지어 시간에 따른 탄소저장량 데이터가 구축되어야 하나 우리나라의 경우 수종별 바이오매스 탄소저장량을 제외하고는 관련연구와 자료가 매우 부족한 것이 현실이다. 바이오매스에 저장가능한 탄소량 역시 수종별 재적표에 IPCC에서 권고하는 전환계수를 사용하여 산출한 값이어서, 우리나라의 고유값이라고 보기는 어렵다. 따라서 연령별 수종별 바이오매스의 탄소저장량에 대한 지속적 연구와 우리나라 고유의 전환계수에 대한 연구가 요청된다. 토양, 낙엽층, 하층식생에 저장되는 탄소에 관한 연구 역시 시급하다. 이러한 점에서 최근 국립산림과학원을 중심으로 한 관련연구 및 통계 구축사업과 산림청의 “탄소흡수원 10개년 계획(2005)” 수립은 반가운 일이다. 마지막으로 본 연구에서 사용된 토지이용모델은 패널데이터를 사용하여 토지이용변화의 시간적, 공간적 변화를 반영하고 있으나, 기존의 실증분석 사례연구 결과를 종합해 보면, 토지이용패턴의 공간적 변화보다는 시간적 변화를 더 효과적으로 설명하는 것으로 알려져 있다. 이러한 결과는 토지이용패턴에 있어서 토지의 질(質)과 같이 공간적 이질성(heterogeneity)을 설명할 수 있는 변수구축이 현실적으로 어렵다는 데 그 원인을 찾을 수 있다. 그러나 공간적 토지이용변화를 설명하는 것은 매우 중요하며, 이를 해결하기 위한 모델의 보완?개선노력이 필요하다 하겠다. -
