dc.description.abstract Abstract This study analyzed five post-Kyoto climate regimes which are the most frequently discussed in the international community: contraction and convergence (C&C), common but differentiated convergence (CDC), triptych, and multistage and intensity target. CO2 mitigation costs and climate change impacts for various post-Kyoto options to stabilize CO2 concentration at 550ppm were estimated using the PAGE model. Comparison of costs and impacts for various Post-Kyoto options found that the intensity target option has the lowest costs and that the multistage option would be the most expensive globally. Each country and region has different orders in total costs and impacts for various options depending on individual circumstances. This study found that post-Kyoto options to stabilize CO2 concentrations at 550 ppm reduce climate change impacts significantly. However, total cost and damage is lower for the reference scenario. This could be explained by the long-term characteristics of climate change. CO2 has a long life-span. It stays in the atmosphere for about 100 years. Therefore, the benefits, i.e. reducing climate change impacts, of reducing CO2 emission in a certain year is not confined to that particular year. It will reduce climate change impacts for several decades. This study paid particular attention to Korea in analyzing costs and impacts for various options. Emission reduction requirements in Korea are the highest for C&C and the lowest for intensity target options. Now, the international community, including Korea, is trying to find ways to combat climate change. Each county has their own needs and acts to minimize costs and maximize benefits. This study could provide valuable information in negotiating post-Kyoto climate regimes. It has been found that the lowest cost option for Korea would be the intensity target option; and option favored by other rapidly developing countries such as China. However, this study has some limitation. It analyzed costs and impacts for post-Kyoto options based on emission scenarios developed by Hohne (2007) using the PAGE model. The outcome highly depends on the assumptions from the scenarios and inputs of the PAGE model. Follow-up research is required in order to increase the robustness of this study and to support the development of negotiation strategies for post-Kyoto climate regimes in Korea. First, the development of a comprehensive marginal cost curve is essential. Secondly, this study estimates costs and impacts for various post-Kyoto climate regimes against one reference scenario. Analyzing costs and impacts for each option against different future cases would allow for more solid policy implications. Finally, outcomes from this study were strongly affected by the basic assumptions and input data from the PAGE model. Continuous upgrades to the PAGE model that reflect recent findings in science and economics are critical. -

dc.description.bibliographicalintroduction Abstract in Korean Post Kyoto 온실가스 감축 의무 부담방식에 따른 감축비용 및 기후변화의 영향분석 본 연구는 최근 논의되고 있는 포스트 교토 의무 부담 방식 중 contraction and convergence (C&C), common but differentiated convergence (CDC), triptych, multistage, intensity target에 대한 분석을 하였다. 온실가스 농도를 550 ppm으로 안정화시키기 위한 온실가스 저감량을 여러 의무 부담방식별로 각 나라에 배분한 후 PAGE 모델을 이용하여 각 방식별 온실가스 감축 비용 및 기후변화 피해 비용을 산정하였다. 본 연구 결과에 의하면 intensity target option이 전 지구적으로 최소의 총 저감 및 피해비용을 갖는것으로 나타났고 multistage option이 가장 큰 저감 및 피해비용이 소요되는 것으로 분석되었다. 여러 의무 부담방식에 대한 각 나라별 순위는 각국의 사회경제적 특성상 다르게 나타났다. 한국의 경우 C&C의 경우 가장 의무 감축량이 크게 나타났으며 intensity target option이 가장 작은것으로 나타났다. 최근 국제사회는 기후변화에 대응하기 위한 방법을 찾기 위해 노력하고 있다. 각국은 각기 자국의 필요성에 따라 비용은 최소한으로 하고 효과는 최대화하기 위한 행동을 취할 것이다. 본 연구는 이에 중요한 정보를 제공할 수 있다고 사료된다. 한국에 있어 최소의 온실 가스 저감비용과 기후변화 피해 비용을 갖는 의무 부담방식은 intensity target option으로 분석되었다. 이는 중국을 포함한 다른 빠른 경제 성장을 하고 있는 개도국들에도 선호되는 방식으로 나타났다. 온실가스를 550ppm으로 안정화시킨다면 기후변화로 인한 피해 비용은 현저히 줄어들었으나 저감비용과 피해비용의 총합은 아무 저감대책도 실시하지 않은 기준 시나리오가 더 작은것으로 분석되었다. 이는 기후변화의 장기적 특성으로 설명될 수 있다. 이산화탄소는 대기중에서 약 100년 정도의 수명을 갖는다. 따라서 특정년도의 온실 가스 저감에 의한 효과는 그 해에 한정되지 않고 몇 십년에 걸쳐 기후변화의 피해를 감소시킨다. 이것까지 포함시킨다면 각 의무 부담방식에 따른 기후변화 피해 저감 효과는 본 연구에서 산정된 것보다 훨씬 클것이다. 본 연구는 Hohne(2007)에 의해 개발된 여러 의무부담방식에 관한 배출 시나리오를 PAGE 모델을 이용하여 분석한 것으로 연구결과가 시나리오의 가정과 PAGE 모델의 입력변수에 많은 영향을 받는다. 연구의 신뢰도를 향상시켜 협상전략 개발을 지원하기 위해서는 다음과 같은 연구가 필요하다. 첫째, 온실가스 저감 비용에 대한 종합적인 한계 비용 곡선 개발이 필수적이다. 둘째, 본 연구는 한가지 기준 시나리오에 대한 여러 의무부담방식에 대한 분석을 하였다. 미래의 사회 경제적 지표에 대한 다른 가정을 한 여러 기준시나리오에 대한 분석을 한다면 보다 확실한 정책 제언이 가능할 것이다. 마지막으로 본 연구의 결과는 PAGE 모델의 가정과 입력변수에 의해 결정된다. PAGE 모델의 기후변화에 대한 사회, 경제, 과학적 변수들에 대한 지속적인 보완이 요구된다. -
