국문요약 (Abstract in Korean)
셀렝가강은 몽골의 항가인산맥에서 발원하여 러시아연방 부랴티아공화국의 바이칼호수로 유입되는 월경성 국제하천으로, 이 강의 상류에 위치한 몽골의 수자원이용 및 수질관리가 하류에 있는 부랴티아공화국의 물환경에 직접적인 영향을 미치게 된다. 몽골은 오래 전부터 강수량 부족으로 물공급에 제한을 받고 있으며, 광산업의 성장과 급속한 경제개발로 인한 수질오염도 점차 심각해지고 있다. 한편 부랴티아공화국은 몽골과는 달리 풍부한 수자원을 보유하고 있지만, 대부분의 물공급 및 수처리 시설들이 낙후되고 비효율적이어서 물관리에 어려움을 겪고 있다. 이처럼 월경성 국제하천은 자연적으로는 단일하천과 단일유역이지만, 이를 공유하고 있는 국가들의 현황과 요구 등이 상이하게 나타난다. 따라서 이를 효율적이고 체계적인 관리를 위해서는 국가들의 이해관계를 통합할 수 있는 관리방안이 필요하다. 본 연구는 국제연합환경계획(UNEP)의 제안에 따라 깨끗하고 안전한 물을 적절히 공급하는 것이 지속가능한 주거환경 및 빈곤퇴치의 필수요건임을 인지하고, 셀렝가강 유역 내 원할한 물공급과 체계적인 물환경 관리를 위해 통합물환경관리모델을 개발하고 관련 정책대안을 제시하고자 한다. 동 연구에는 몽골, 부랴티아공화국, 한국의 5개 연구기관에 소속된 물관리 및 경제사회 전문가 60여명이 참여하고 있다. 이는 선행연구, 현황조사(1단계), 유역평가 및 통합분석(2단계), 모델개발 및 응용(3단계)로 구성되어 있으며, 총 연구기간 3.5년 동안 진행되고 있다. 본 보고서는 기존의 연구 문헌 및 자료를 조사ㆍ분석한 선행연구와 현지조사 및 담당자 면담 등을 통해 경제사회현황, 수자원 및 수질현황을 조사한 1단계 연구내용을 담고 있다. 우선 경제사회적인 면을 살펴보면 몽골과 부랴티아공화국은 유사한 정치 및 경제체제를 지니고 있으며, 1990년대 초 계획경제에서 시장경제로 변환되는 경제체제 전환기도 함께 겪었다. 경제체제의 변화는 양 국가 모두에 심각한 경제난을 초래하였으나, 이에 대한 대책과 결과는 전혀 다른 양상으로 나타났다. 몽골은 전 세계에서 바다에 접하지 않은 국가 중 두 번째로 넓은 면적을 지니고 있는 반면, 인구밀도가 낮고 외국인투자에 의존도가 높은 저소득 국가로 분류되고 있다. 또한 경제체제의 변화가 실업과 가난을 초래하면서, 교육, 의료 등의 사회보장제도가 발달된 도시나 외국으로의 인구이동이 뚜렷하게 나타나고 있다. 그러나 이러한 침체기는 1995년에 이르러 회복세를 보이기 시작하였고, 1999년부터는 국내총생산(GDP)의 급속한 증가세도 나타나고 있다. 특히 광공업분야의 경우, 구리, 몰리브덴, 금 등을 개발하고자 하는 외국계 기업들의 관심이 증대되면서 성장세를 주도하는 산업으로 주목받고 있다. 그러나 이와 같은 광산개발의 활성화는 셀렝가강 유역 내 수질을 위협하는 요인이 되고 있다. 몽골의 북쪽에 위치해 있는 부랴티아공화국은 러시아연방의 시베리아지역에 속해있다. 이 지역도 몽골과 함께 경제체제의 변화를 겪으면서 전반적인 경제 침체기에 들어서게 되었다. 그러나 1990년대 중반부터 회복기 및 성장기를 보이고 있는 몽골과는 달리, 현재까지도 성장둔화, 인구감소, 실업률 증가 등의 경제난을 겪고 있어 러시아 연방 중에서도 저소득 지역으로 분류되고 있다. 주요 경제활동은 농업이며, 1995년부터 관광산업이 차세대 핵심분야로 각광받기 시작하였다. 셀렝가강 유역에는 몽골의 3대 주요도시-울란바토르, 다르한, 에르데넷-들이 위치해 있어 비교적 용수의 수요가 많은 편임에도 불구하고, 이 유역의 연간 강수량은 약 250~400mm 정도에 불과하여 실제로 공급할 수 있는 수자원량은 매우 제한적이다. 더구나 이 중 대부분이 여름에 집중되어 있어, 하절기에는 홍수 피해가 다른 계절에는 극심한 물부족현상이 나타나게 된다. 또한 용수공급의 상당량을 셀렝가강에서 취수하게 되는데, 사용 후 발생하는 폐수는 약 10~70 % 정도가 처리되며 나머지 미처리된 폐수는 다시 셀렝가강으로 배출되고 있다. 몽골에서는 1975년부터 지하수와 지표수를 포함한 모든 수자원에 대한 전반적인 조사를 실시하는 '국가 물환경 기본 계획' 이 시행되고 있다. 대부분 하천 및 지류들의 연중 수위 변동폭은 상당히 큰 것으로 알려져 있다. 즉 우기에는 수위가 상승하여 홍수를 야기하지만, 건기에는 일부 하천구간의 일시적인 소멸현상이 나타나기도 한다. 예를 들면 툴강의 경우, 지난 2002년에 한 달가량 약 20km 정도의 구간에서 하천의 유량은 모두 소실되고 울란바토르시의 수처리시설로 부터 공급된 처리수만 하천을 따라 흐르기도 하였다. 한편 몽골은 근래 들어 급속한 경제성장에 따라 증가하는 물수요를 충당하기 위해 새로운 관정들이 개발되고 있는데, 이는 지하수위를 강하시키는 위협요인이 되고 있다. 부랴티아공화국의 경우, 1967년부터 '연방수문기상및환경감시단'에서 지표수의 수량 및 수질을 지속적으로 관측해왔으며, 지하수 역시 연방과 주차원에서 관측을 실시하고 있다. 그런데 몽골에서는 근래 들어 물수요량이 증가한 반면, 이 지역에서는 2004년의 물 소비량이 1982년 대비 약 1.9배 감소한 것으로 나타나, 양 국가간의 상반된 양상을 보여주고 있다. 셀렝가강 유역에는 수질을 악화시키고 인간건강 및 생태계를 위협하는 다양한 오염원들이 분포하고 있다. 본 연구에서는 셀렝가강의 수질을 파악하기 위해, 지난 2007년 7월 셀렝가강 본류 및 지류의 총 28개 측정지점에서 수질을 측정하고 시료를 채취하였다. 현장에서는 8개 항목들-온도, 전도도, pH, DO, 전기전도도, 총용존고형물, 부유물질, 탁도-에 대한 측정이 이루어졌으며, 크롬(Cr), 철(Fe), 니켈(Ni), 코발트(Co), 구리(Cu), 납(Pb), 망간(Mn), 비소(As), 카드뮴(Cd), 아연(Zn) 등의 중금속에 대한 분석은 명지대학교, IGMAS, BINM SB RAS의 실험실에서 실시하였다. 현장측정 및 시료분석 결과에 따르면, 몽골의 북서지역에서 중금속으로 인한 오염가능성이 나타나고 있다. 또한 일부 측정지점에서는 상대적으로 높은 탁도를 보이는데, 이는 토양유실에서 기인한 것으로 추정된다. 폐수처리시설 인근지역의 측정지점에서는 알카리성이 높게 측정되고 광산지역 주변에서는 전기전도도가 높게 측정되어, 지역특성에 따라 수질의 경향이 다르게 나타남을 알 수 있다. 2단계연구에서는 1단계연구에서 시행된 현황조사에 대한 추가조사를 실시하고, 이 조사결과들을 근거로 셀렝가강 유역 전반에 대한 현황을 파악하고 주요 문제점을 분석할 계획이다. 또한 1단계 및 2단계 연구결과들을 토대로 3단계에서는 셀렝가강 유역의 통합물환경관리모델을 개발하고 이를 적용함으로써, 본 연구의 결과를 통해 바이칼호 및 셀렝가강 유역의 지속가능한 물환경관리에 기여하고자 한다.

Abstract
Selenge River is a transboundary water system, which rises in the Khanghai Mountains in Mongolia and flows into the Lake Baikal in the Republic of Buryatia. The water use and management of Mongolia should affect the water supply and quality of the Republic of Buryatia. In Mongolia, low precipitation and excessive minerals in water are the foremost causes of severe water shortages. Recently, rapid economic growth and hasty mining development have also threatened its upstream quality. On the other hand, the Republic of Buryatia has the limitation of water supply due to outdated water supply systems and their inefficient operation, notwithstanding the plentiful amount of water. Thus there are different status, needs, and problems in one transboundary water system. Therefore the integrated water management system is required that considers their status, matches their needs, and settles their problems. The overall objective of this project is to provide policymakers and stakeholders with an integrated water management system for the Selenge River Basin. About 60 scientists and economists with widely varying backgrounds particpate in this project for a period of 3.5 years (2006-2010). It consists of three phases: 1. Status Survey, 2. Basin Assessment and Integrated Analysis, and 3. Model Development and Application. The preliminary study was performed to collect data and information of existing studies, before the first phase was launched containing socio-economic study, water resources study, and water quality study. This report includes the preliminary study and the first phase. Mongolia and the Republic of Buryatia have shown the similarity in socio-economic and political conditions as well as have experienced the same economic transition from a planned economy to a market economy. This transition resulted in a dramatic economic decline in both countries, but their measures and consequences were dissimilar. Mongolia is the second-largest landlocked country, which is the least densely populated. It is also regarded as a low-income country, which is significantly influenced by inflow of foreign funds. It has experienced noteworthy human migration that people have moved to urban area or other countries by the lack of employment, education, health care, and public services, as it showed severe poverty and unemployment during economic transition period. However, economic indicators displayed a recovery since 1995 and the rapid growth of GDP since 1999. Its major economic activities include agriculture, mining, and light industry. Especially its mining industry has radically grown in recent years, as foreign concerns have arisen with abundant natural resources such as copper, molybdenum, and gold. These mining and light industries have threatened the water quality of the Selenge River and adjacent ground water. The Republic of Buryatia, which is located north of Mongolia, is part of Siberian Federal Districts of Russia. It also experienced a severe decline during the economic transition period and major cities still suffer from severe depopulation and high rates of unemployment, so it is regarded as a low-income republic within the Russian Federation. Its major economic activity has been agriculture and tourism has also risen as one of the key industries since 1995. In the Selenge River Basin, three major cities of Mongolia - Ulaanbaatar, Darkhan, Erdenet - are placed and about 86% of the total population of the Republic of Buryatia inhabit. Nevertheless water resource is very limited in this basin, as annual precipitation is only 250~400 mm. Moreover, 90% of annual precipitation occurs in summer, which brings out frequent floods causing lots of damage in summer and severe shortage of water during the rest of the year. This river provides one of major water supply in this basin. 10~70% of wastewater is treated and untreated wastewater is returned to this river. In Mongolia, the 'National Water Master Plan' performed a comprehensive water resources evaluation for both surface water and ground water since 1975. Most tributaries show considerable water level fluctuation and they have occasionally disappeared. For example, a 20 km stretch of Tuul River dried up for one month in 2002, so it should be filled with treated water from the treatment facilities of Ulaanbaatar. Water demand has also increased by rapid economic growth, so new production wells are still in progress or installation causing ground water level declines. In the Republic of Buryatia, the flow and quality of surface water has been constantly monitored by the Federal Hydrometeorology and Environmental Monitoring Service since 1967. Its water consumption in 2004 decreased by 1.9 times compared to that in 1982, as opposed to the increasing water demand in Mongolia. There are diverse pollution sources in the Selenge River Basin, which have threatened public health and the ecosystem as well as deteriorated the quality of the Selenge River and adjacent ground water. This study performed a field study of water quality during field excursion in July 2007. Samples were taken from 28 stations along the Selenge River and its tributaries. Eight water quality parameters were measured on site: temperature, conductivity, pH, DO, electro conductivity, total dissolved solids, suspended solids, and turbidity. Heavy metals such as Chromium (Cr), Iron (Fe), Nickel (Ni), Cobalt (Co), Copper (Cu), Lead (Pb), Manganese (Mn), Arsenic (As), Cadmium (Cd), and Zinc (Zn) were analyzed in the laboratories of Myongji University, IGMAS and BINM SB RAS. The results of analysis showed the possibility of pollution with heavy metals especially in the north-west of Mongolia. Some sampling points indicate high turbidity, which might be caused by soil erosion. If sampling point is connected with a waste water treatment plant, its measured alkalinity is lower than others. High electroconductivity was measured in mining areas. It shows that the water quality depends on regional characteristics. Additional status studies and basin assessment will be performed in phase 2. Integrated Water Management Model on the Selenge River Basin will be developed and applied in phase 3, based on results from phase 1 and 2, which will contribute to preserve the Lake Baikal and ensure the sustainability of the Selenge River basin.
