Abstract

Abstract A Study on the Improvement and Analysis of Environment-related Sections of the Urban Plan In this study, we made some suggestions to strengthen environment-related sections of the urban plan. To achieve this objective, we deduced assessment factors from the environment-related sections of the guidelines for urban planning the chief opinions collected during the review process of both the Korea Environment Institute and the Ministry of Environment and the assessment criteria of previous research. In addition, we conducted case studies on existing urban plans. On the basis of analyses for the deduced assessment factors, we concluded that some improvements need to be achieved in the following five sections: In the section regarding the characteristics and current status of the corresponding area, it is necessary to describe, in detail, ecological conditions (e.g., vegetation and animals) and to take into account the area's unique characteristics. Furthermore, in the section on high-level or related plans, environment-related policies within those plans need to be included. In the section on the establishment of the planning objective and indicators, the objective and action plans should take into account the area's own characteristics. Action plans should consider the integrity and coherence ofeach sectional plan. Various environmental indicators should be developed to achieve quality (not quantitatively) evaluations and to meet urban and environmental objectives. In the section pertaining to urban spatial structure, it is necessary to propose alternatives to the conservation axis as well as the development axis. Also, environmentally-friendly urban spatial structures should be planned after analyzing, in detail, the merits, and demerits of each alternative. In the section on land use planning, it is necessary to designate conservation areas; taking into account natural resources. Furthermore, areas thatconserve or reserve development in development-possible areas need to be designated as conservation areas. In the section regarding environmental conservation and management, it is necessary to systematically plan thenatural and ecological environment. In addition, environmental conservation and management plansshould be coherent with other plans related to landscape, parks, and greenspace.
