Abstract
Abstract Measures for the Nonpoint Source Management of Disused Mines in Multipurpose Dam Watersheds In Korea, 15 multipurpose dams have been constructed and operated. The dams supply 17.7 billion m3 of water, or 52.5% of annual domestic water resource use in Korea. The purpose of this study was to investigate pollution caused by rested and disused mines located upstream of multipurpose dams that play a key role in Korea's domestic water system and to draw up measures to manage them. More specifically, this study intended to investigate the effects of rested and disused mines and refineries located upstream of the Andong dam on the water quality and ecosystem of the reservoir and river, and to identify effects from mineral injury and measures to reduce them. From the results of this study, it was suggested that water pollution in the rivers and reservoirs downstream from rested and disused mines was not serious. However, managing the source pollution is an urgent task considering that in some areas, the effects of released water on the water quality and ecosystems of adjacent rivers is large and the effects downstream may appear in broader areas over a long-term period. Furthermore, current management is insufficient because each authority of the government that has established measures for mineral injury has not enforced their measures adequately. In particular, river and soil pollution from mine tailings and waste stone requires immediate and systemic measures due to high levels of heavy metal pollution accumulation along the Nakdong and Kyeongbuk Rivers. Accordingly, the enforcement of continuous surveys of the effects on water quality and the aquatic ecosystem of mine tailings is required. Moreover, a close investigation of deposit soil where large amounts of pollutants were released by abandoned and disused mines should be carried out, methods to test the deposit process should be created, and standards to manage pollution degree should be established. Separately, the Polluter Pays Principle(PPP), the basis of Environmental Law, should be observed by eliminating the provision within the Mining Safety Act that exempts management of responsibility once the mining right has expired. Active and sustained management and measures are required to reduce mineral injury and long-term damage. While problems associated with upstream rested and disused mines were revealed in this study, further studies are required in order to draw up concrete management measures and methods to reduce water pollution.
