누적영향평가 적용의 사례분석 및 시사점 연구

Abstract

Consideration of cumulative effects (CE) has not been successful due not only to the nature of complexity and uncertainty of cumulative effects, but also to the lack of understanding about well defined facilitating factors and barriers for addressing cumulative effects. With an aim to understand how addressing CE is facilitated or obstructed in environmental impact assessment process, the study conducted a review of three case studies: Middle Humber in UK, Transboundary Crown of the Continent, and Great Sand Hills in Canada as well as a focus group discussion involving 8 experts in environmental impact assessment. As a result, it was found that CE approaches are facilitated under cooperative consulting among key stakeholders, but are obstructed when fails to secure support from political sectors. Addressing CE is promoted when modeling allows flexible use of scenario sets for analyzing trade-offs to arrive at a satisfactory option, but is weakened when modeling fails to coordinate different formats of data, scale, and local interests across various administrative jurisdictions. CE is also addressed well by early involvement of stakeholders in scenario development with ongoing communication through a variety of media, but is threatened when affected stakeholders are not fully considered and regulatory authorities are less involved.

본 연구는 북미와 유럽을 중심으로 활발하게 연구되고 있는 누적영향평가의 효과적 적용을 궁극적 목표로, 사례연구를 통해 누적영향평가의 현실적 적용에 있어 긍정적·부정적 영향을 미치는 촉진요소(Facilitating Factors)와 장해요소(Barriers)를 도출하고 포커스 그룹(Focus Group) 토론을 통해 우리나라에서의 적용상 문제점과 향후 과제 등을 제시하고자 한다. 사례연구는 국내에서 계획대상지 전체에 대한 누적영향평가 사례 및 관련 자료가 거의 없는 관계로 자료와 관련 문헌이 비교적 풍부한 3개의 해외 누적영향평가 사례를 선정하여 분석하였다. 해외사례 분석을 위해 영국의 Middle Humber, 캐나다의 Great Sand Hills, 그리고 미국·캐나다의 국경지대에 위치한 Transboundary Crown of the Continent를 선정하였으며 이들 지역의 누적영향평가를 모니터링한 다양한 문헌을 조사하여 누적영향의 예측과 평가를 용이하게 하는 촉진요소와 이를 어렵게 만드는 장해요소들을 도출해내고자 하였다. 해외사례에 대한 분석 결과 공통적으로 도출된 촉진요소로는 1) 개별 사업 혹은 항목에 대한 평가로 발견하기 어려운 복합적 영향을 이해하고 적절한 저감대책을 마련하기 위한 통합적인 정보의 생산과 효과적 공간분석 모델의 적용, 2) 효과적 누적영향평가를 위해 개발자와 협의기관 등이 참여하는 공동의 추진 노력 등이 발견되었다. 이에 반해, 누적영향평가의 성공적 수행을 어렵게 만드는 장해요소로는 1) 공간분석 모델 및 데이터의 한계와 이해당사자들의 이해 부족, 2) 누적영향에 대한 인식 부족으로 초래되는 중요 이해당사자 및 일반 대중의 지지 부족 문제 등이 도출되었다.
