KEI 환경정보체계 발전방안

Abstract

ICT는 다양한 기술개발의 발달을 통해 발전하고 있으며 이에 따라 빅데이터 시대가 도래되었고 정부 또한 정부3.0을 발표하면서 정보공유의 중요성이 강조되고 있다. 본 연구에서는 환경과 정보에 관한 정의와 범주를 검토하고 KEI내부에서 수행된 52개 과제에 활용된 환경정보를 검토하였다. 검토결과 KEI에서 활용되고 있는 환경정보는 환경의 범주와 분야를 가리지 않고 다양한 환경정보를 수집하여 활용하고 있다. 활용된 환경정보는 문헌정보와 통계정보가 주를 이루고 있으며 공간정보는 상대적으로 활용이 미비한 현황이다. 이는 정보 양의 부족, 활용을 위해 필요로 하는 기술 및 기능적인 부문의 부족 그리고 정보유통의 제한 등의 이유로 사료되며 이로 인해 빅데이터 시대에 속도(Velocity)의 발전이 상대적으로 더딘 것으로 판단된다. KEI는 환경영향평가정보지원시스템, 국토환경정보센터시스템, 기후변화적응시스템, 국토환경성평가지도서비스시스템 등 다양한 시스템이 구축되어 활용되고 있으며 그중 국토환경정보센터시스템은 앞에서 검토한 것과 같은 문제점을 해결하기 위해 구축되어 운영되고 있는 시스템이다. 시스템은 운영조직, 예산, 역할 등을 기반으로 체계화 되어 운영될 때 그 기능을 발휘할 수 있으나 국토환경정보센터는 운영조직이 없는 현황이여서 그 기능을 구현하지 못하고 있는 실정이다. 이에 본 연구에서는 KEI에 구축되어있는 환경정보 관련 시스템을 하나의 조직에서 관리할 수 있도록 하여 운영 효율성을 높이고 국토환경정보센터가 본 기능을 구현할 수 있도록 조직에 역할을 부여하는 것을 제안하였다. KEI 환경정보체계는 첫째, KEI내부에 운영되고 있는 환경정보 관련 시스템의 통합적 운영조직을 구축하고 둘째, 국토환경정보센터가 본 기능을 구현할 수 있도록 역할을 부여하며 셋째, 조직이 본 기능을 구현할 수 있도록 조직구성, 예산, 역할 등을 설정하였다.

The environment information for the study has characteristic of big data. Through balanced development of 3V (Volume, Variety, Velocity), the big data applicability will be maximized. The Land, Infrastructure and Environmental Information Center, was established to provide information timely respond to the needs of the times. In reality, due to lack of exclusive management organization, the center is not able to perform the role effectively. Therefore, the study suggested the exclusive operating organization, dedicated role, a development scheme to explore the balanced development with the big data era and the study will review and utilize the KEI information. We expect that the suggested environmental information system development plan in the study will lead the research in the environment field andwellrespondtotherapidlyevolvinginformationage.
