dc.description.abstract This study conducted an analysis on the waste resources circulation flow of end of life vehicles (ELV) and the flow of resources recovered in each step as well as examined the flow of residues to formulate a plan to facilitate ELV recycling Chapters 2 and 3 looked at the status and characteristics of domestic and foreign policies on ELV recycling. The scope of the investigation of ELV policies was limited to the EU, Germany and Japan and their status and characteristics were studied and analyzed. Korea’s ELV recycling policy is regulated and managed by precautionary provisions and follow-up management provisions under the Environmental Guarantee based on the "Act on the resource recycling of electrical and electronic products and automobile." In addition, the importance of ELV recycling is further highlighted as the ELV recycling duty rate is raised from 85% to 95% from 2015. Germany, performed the Extended Producer Responsibility (EPR), imposes recycling targets to contractors in each step of the dismantling and shredding process and its policy is characterized by the recycling target set by assuming that 70% of metal resources in ELVs are recovered. The main feature of Japan’s ELV recycling policy is that car manufacturers and importers are held responsible for the proper disposal of refrigerant gases, air bags and Automobile Shredder Residue (ASR) under the EPR. In addition, attempts are made to clarify the roles and responsibilities of not just the manufacturers and importers but car owners, ELV collectors, dismantling contractors and shredding contractors and the major difference that sets Japan apart from other countries is that during a car purchase, consumers are asked to pay for the recycling costs in advance. In Chapters 4 and 5, waste resources circulation flow of ELVs is analyzed in order to establish a plan to promote ELV recycling in each step of waste resource flow. Also economic aspect of ELVs after disposal was analysed. Although the ELV recycling process is generally distinguished into dismantling, shredding, ASR recycling and treatment of used refrigerant, this analysis was conducted by dividing the entire ELV recycling process into five stages to look into the flow of recovered resources and residues. That is to say, the analysis of waste resources circulation flow of ELVs was carried out by classifying the stages into: (1) discharge, (2) collection/disuse, (3) pre-treatment, (4) resource recovery and (5) sale/export. The vehicles in the discharge stage are no longer used or not used for their general purpose and it was found that an annual average of 70 million ELVs is discharged in Korea. In this stage, the most pressing issue is concerned with the waste left inside the ELVs and the party that pays for waste disposal needs to be determined. The next stage of collection/disposal refers to the collection of the end product including the ELVs and here, the analysis of waste resources flow was conducted by employing the concept of scrapping as this stage includes materials that are no longer utilized due to their insignificant economic value. Whereas the process of turning ELVs over to junkyards and cancelling their car registrations are found to be smoothly being carried out once the final owner expresses his/her wish to scrap the car, measures should be devised to enhance the recycling rate of ELVs by inducing proper treatment of caustic materials such as liquid waste, air bag and used refrigerant that are inappropriately processed at the moment due to their low economic value. In the pre-treatment stage, the ELV recycling industry that performs recycling for the purpose of resource recovery was analyzed. The irrelevant waste inside the ELVs was handed over to the next stage by dismantling, shredding and ASR treatment businesses. It was unable to identify the amount recycled by unauthorized junk shops that are not registered as ELV recycling business and by incineration companies. These above factors impede ELV recycling. As it was found that the dismantling recycling stage represents the biggest portion of the entire ELVs recycling, we analyzed the economic aspect of the different methods of dismantling recycling such as basic dismantling, maximization of dismantling and material recycling as well as the entire ELVs recycling process. The economic analysis of ELV recycling in the dismantling stage found the economic value of recycling to be negative due to rising labor costs and fluctuations in scrap metal even when the items other than primary separation products are recycled to the maximum. While the economics of shredding and ASR recycling businesses are displayed at a high level rather than the dismantling recycling business, the two sectors also seem to require institutional support to ensure stable operation of the ELV recycling industry because of its economic flexibility, which depends on changes in scrap price. In the resource recovery stage, the target products are converted to a form that can be used in production process via pre-treatment and within the ELV recycling process, the stage of recovering resources of value after pre-treatment was studied. Given that only the materials with high value such as high-end scrap metal, reused parts, iron and non-ferrous metals are efficiently recycled in the resource recovery step, suggestions that can induce the recycling of caustic substances such as plastic, glass, rubber, and seat foam should be made. Finally, the sale/export stage where resources recovered from the target product are utilized in other detailed products was found to have a variety of distributors according to application. Collected ELVs are sometimes exported in their original state and according to demand, the scrap metal recovered from dismantling recycling companies are sold to steel companies, reused part to individuals or auto repair shops and batteries, catalysts and waste refrigerants to designated recycling companies. Iron and non-ferrous metal recovered from shredding and ASR treatment are sold to smelting or steel companies and the thermal energy recovered through the ASR treatment process is supplied to nearby industrial facilities. Because the sales of resources recovered through ELV recycling bring profit to companies, the sale/export process is successfully being carried out according to market logic. Finally, the status and characteristics of domestic and overseas policies on ELV recycling, waste resource circulation flow of ELVs and economics of ELV recycling were studied to ultimately produce proposals that can facilitate the recycling of ELVs. First, it seems that financial support is required to maximize the dismantling and recycling of ELVs. It is difficult for dismantling recycling companies to make profit only with parts reuse and material recycling and there is the drawback of high labor cost. Therefore, from the perspective of maximizing the dismantling of ELVs, economic support provided to the companies can be the most important issue. The second suggestion is to find ways to expand ELV recylng after the dismantling stage via diversification of ASR treatment. In Japan, Germany and other nations, the trend is also to look for ways to improve the recycling rate of ELVs after shredding rather than maximizing the dismantling of cars. Expanding the share of the ASR recycling stage can be a measure that can expand the recycling of non-ferrous metal and reduce the burden of ELV dismantling. -
dc.description.abstract 국내의 폐자동차 재활용률은 EU등 선진국과 비교하여 낮은 실정이며, 특히 목적 물질 회수 후 환경에 악영향을 미칠 수 있는 잔재물의 흐름에 대한 선행연구가 없는 실정이다. 폐자원흐름분석은 배출 이후의 흐름으로 배출-수거/폐기-전처리-자원회수-제품생산/수출의 5단계로 구분되며, 자원순환 고도화를 위해서는 제품의 폐기 이후의 물질흐름 및 잔재물 분석이 매우 중요하다. 본 연구의 목적은 폐자동차를 대상으로 폐자원흐름분석을 실시하여, 각 단계별로 회수되는 자원의 흐름뿐 아니라 잔재물의 흐름을 조사하여 폐자동차의 자원순환 고도화방안을 마련하는 것이다. 연구의 주요내용은 국내외 폐자동차 재활용 정책의 특징 파악하여 국내 폐자동차 재활용 정책의 발전 방향을 모색하고 폐자동차의 폐자원흐름분석과 폐자동차 재활용 과정의 경제성 분석을 통해 폐자동차의 자원순환 고도화를 위한 정책대안을 도출하고자 하였다. 이를 위해 제2장과 제3장에서는 국내외 폐자동차 재활용 정책의 현황과 특징에 대해 살펴보았다. 국내 폐자동차 재활용 정책은 ?전기·전자제품 및 자동차의 자원순환에 관한 법률?을 바탕으로 환경성보장제를 통해 사전예방규정과 사후관리규정으로 규제·관리되고 있다. 국내 폐자동차 자원순환체계는 해체재활용, 파쇄재활용, 파쇄잔재물재활용, 폐가스류 처리 4단계로 구성되어 있으며, ?전기·전자제품 및 자동차의 자원순환에 관한 법률? 제25조(폐자동차의 재활용비율의 준수) 제1항에 따라 폐자동차 재활용의무비율의 준수해야 한다. 2015년부터 폐자동차의 재활용의무비율이 85%에서 95%로 향상됨에 따라 폐자동차 사후관리의 중요성이 커지게 되었다. 국외 폐자동차 재활용 정책의 조사범위는 EU, 독일, 일본 등을 대상으로 한정하여 현황 및 특징을 조사·분석하였다. 독일은 생산자책임재활용제도(Extended Producer Responsibility, EPR)를 통해 각 단계별 사업자인 해체업자, 파쇄업자에게 단계별로 재활용 목표를 부과하며, 폐자동차 내 금속자원의 회수율이 70%라고 가정하여 재활용 목표를 부과하는 것이 특징이었다. 그리고 일본은 EPR 제도를 통해 자동차 제조사와 수입업자가 에어컨 냉매류, 에어백류, 파쇄잔재물(Automobile Shredder Residue, ASR)의 적정처리에 대해 책임을 지는 것이 특징이었다. 또한 자동차 제조사나 수입업자뿐만 아니라 소유자, 폐차인수업자, 해체업자, 파쇄업자 등의 역할과 책임을 명확하게 하려고 하고 있으며, 자동차를 구입하는 소비자가 재활용 비용을 선납하고 있다. 제4장과 제5장에서는 폐자동차의 폐자원흐름분석으로 대상제품이 폐기물로 배출된 이후의 물질흐름과 경제성 분석을 통해 폐자원흐름분석 각 단계별 자원순환 고도화 방안을 마련하고자 하였다. 기존의 해체-파쇄-파쇄잔재물-폐가스 처리의 폐자동차 재활용 단계별 흐름이 아닌 폐자동차 재활용과정 전체의 흐름을 5단계로 구분하여 회수되는 자원과 잔재물의 흐름을 분석하였다. 즉 폐자동차의 폐자원흐름분석을 (1) 배출, (2) 수거/폐기, (3) 전처리, (4) 자원회수, (5) 판매/수출단계로 나누어 분석을 수행하였다. 배출단계는 대상제품의 사용종료 또는 일반적인 쓰임 용도로 활용되지 않는 경우를 말하며, 국내에서는 연평균 70만 대의 폐자동차가 배출되고 있는 것으로 나타났다. 배출단계에서는 최종소유자가 폐자동차 내에 폐기물을 포함시키는 문제의 해결이 가장 시급한 사안으로 폐기물 처리비용을 부담할 주체가 필요하다. 수거/폐기단계는 대상제품을 포함한 최종제품의 수집 및 수거단계를 말하며, 폐자동차는 자원회수단계에서 경제적 가치가 없어 활용을 종료하는 물질도 발생하기 때문에 폐기의 개념도 포함하여 폐자원 흐름분석을 수행하였다. 수거/폐기단계에서 최종소유자가 폐차 의사를 표시한 이후에 말소등록 및 해체재활용업체에 폐자동차를 입고시키는 절차는 원활하게 이루어지고 있으나, 폐기 대상으로 경제적 가치가 낮아 부적절하게 처리되고 있는 액상폐기물, 에어백, 폐냉매 등의 비유가성 물질의 적정처리를 유도하여 폐자동차 재활용률을 높이는 방안 마련이 필요하다. 전처리 단계는 자원회수를 목적으로 재활용을 실시하는 업종을 대상으로 분석을 수행하였다. 전처리 단계에서는 해체재활용업체에서 폐자동차와 무관한 폐기물을 포함시켜 후속 단계로 인계시키는 문제와 폐자동차 잔여부분(차피, 파쇄잔재물)을 폐자동차재활용업체가 아닌 비제도권의 고물상, 일반 소각업체에서 재활용되는 양을 파악할 수 없는 것이 폐자동차 재활용률을 저하하는 요인으로 작용하고 있다. 그리고 전체 폐자동차 재활용비율 중 해체재활용이 차지하는 비중이 가장 높은 것으로 나타나 기본분리품 재활용, 해체 최대화, 물질 재활용 등의 해체재활용 방법에 따른 경제성 분석과 전체 폐자동차 재활용단계의 경제성을 분석하였다. 해체재활용업의 경제성은 기본 분리품이외의 물질을 최대한 재활용하여도 인건비 상승, 고철가격의 변동 등의 인해 경제성이 마이너스로 나타났다. 파쇄재활용업과 파쇄잔재물재활용업의 경제성은 해체재활용업보다는 높은 수준으로 나타났지만, 두 업종 또한 고철가격 변동에 따라 경제성이 유동적이므로 폐자동차 재활용업계의 안정적인 운영을 위한 제도적 지원방안 마련이 필요하다. 자원회수 단계는 대상제품이 일정한 처리 과정을 통해 생산단계 투입형태로 변환되는 과정으로 폐자동차 재활용 과정에서 전처리 이후에 유가성이 있는 자원을 회수하는 단계를 대상으로 분석을 수행하였다. 자원회수 단계에서는 유가성이 높은 물질 상고철, 재사용부품, 철·비철금속류 등의 재활용은 비교적 원활하게 이루어지고 있기 때문에 플라스틱, 유리, 고무, 시트폼 등의 비유가성 물질의 재활용을 유도할 수 있는 제안이 필요하다. 마지막으로 판매/수출단계는 대상제품으로부터 회수한 자원을 세부 제품으로 활용하기 위한 과정으로 회수되는 자원은 용도에 따라 판매처가 다양하였다. 수거된 폐자동차의 원형 그대로 중고차로 수출되는 경우도 있었으며, 해체재활용을 통해 회수된 상고철은 제강사, 재사용부품은 개인, 정비업체 등의 수요처에 판매되고 배터리, 촉매, 폐냉매 등은 지정된 재활용업체에서 처리하고 있다. 파쇄재활용이나 파쇄잔재물재활용을 통해 회수되는 철·비철금속류는 제련회사나 제철회사에 판매되고 있으며, 파쇄잔재물재활용을 통해 회수되는 열에너지는 인근 산업시설에 공급되고 있다. 폐자동차 재활용을 통해 회수되는 유가자원의 판매는 업체에서 이윤을 창출하므로 시장논리에 의해 판매/수출이 원활하게 이루어지고 있다. 최종적으로 국내외 폐자동차 재활용 정책의 현황과 특징, 국내 폐자동차의 폐자원 흐름분석, 폐자동차 재활용의 경제성 분석을 통해 최종적으로 폐자동차의 재활용을 활성화시킬 수 있는 제언사항을 도출해내고자 하였다. 첫 번째는 폐자동차의 해체재활용을 최대화할 수 있는 경제적 지원이 필요하다고 판단된다. 현대차 시범사업 및 각종 통계자료를 통해 폐자동차의 재활용률이 97% 이상 가능하다고 조사되었다. 하지만 이 과정에서 얼마나 많은 물질을 자원화할 것인가에 대해서는 의문점을 가지게 된다. 해체재활용을 최대화하는 것은 환경적 부하가 적을 뿐 아니라 추가 투자 없이 현재 시설을 활용 가능하다는 장점이 있다. 하지만 해체재활용업체는 부품재사용이나 물질재활용만으로 이익을 창출하기 어렵고, 인건비가 많이 소요된다는 단점이 존재한다. 따라서 폐자동차를 최대한 해체하자는 입장에서는 업체에 대한 경제적 지원여부가 가장 중요한 문제라고 사료된다. 두 번째는 파쇄잔재물 처리의 다각화로 해체 이후의 단계에서 폐자동차 재활용을 확대할 수 있는 방안을 모색하는 것이다. 자동차의 경량화로 인해 자동차 제작 시에 비철금속, 플라스틱 등의 사용량이 증가하는 추세로 파쇄잔재물(ASR)의 발생량은 지속적으로 증가할 것으로 전망된다. 일본, 독일 등에서도 폐자동차를 최대한 해체하기보다는 파쇄 이후의 재활용단계에서 폐자동차의 재활용률을 향상시키는 방안을 모색하고 있는 추세이다. 파쇄잔재물재활용단계에 대한 비중을 확대하는 것은 폐자동차 해체에 대한 부담 감소와 비철금속의 재활용을 확대시킬 수 있는 방안이 될 수 있다. 하지만 파쇄잔재물 처리 기술개발, 설비구축 등의 초기 투자비용이 필요하기 때문에 제도적 또는 경제적 지원이 필요할 것으로 보인다. 따라서 본 연구의 결과는 폐자동차의 자원순환 고도화를 위해 국제적인 추세와 국내 실정에 부합하는 정책방안 마련에 활용될 수 있을 것으로 기대된다. -
