해외 환경정책 인벤토리 구축 연구 : 환경보건 및 온실가스 감축 부문

Abstract

[환경보건 부문] 본 연구는 국가별 해외 환경보건 우수정책 및 정보제공 체계를 마련하기 위한 기초연구이다. 이는 환경보건정책 분류체계를 작성하고 분류체계에 대응하는 해외 환경보건 우수정책을 DB 카드로 작성하여 정부기관, 연구자, 일반 국민들이 효과적으로 활용하기 위한 체계를 마련하는 것이다. 이를 위해 환경보건정책 분류체계를 작성하고, 해외 환경보건 우수정책을 조사하여 DB 카드로 제시하였다. 우선 환경보건정책 분류체계의 범위는 환경보건 관련 법령을 대상으로 설정하였으며, 환경보건 법령에 따른 국가 종합계획과 기본계획을 참고하여 환경보건정책 분류체계를 작성하였다. 국가 종합계획과 기본계획에 제시된 키워드를 도출하고 그룹핑하여 대분류 8개, 중분류 41개, 소분류 111개로 설정하였다. 환경보건정책 분류체계 중 ‘환경보건 조사·감시체계’의 ‘환경유해인자·노출·건강영향 모니터링’과 ‘생활주변 환경오염’의 ‘실내라돈 관리’에 대한 해외 환경보건정책 우수 사례를 국가별로 조사하였고 이를 선진 우수정책 DB 카드 형태로 제시하였다. [온실가스 감축 부문] 본 연구는 해외 온실가스 감축정책 관련 정보의 제공 및 관리체계인 온실가스 감축정책 인벤토리 구축을 위한 기초연구이다. 이를 위해 온실가스 감축정책에 대한 분류체계(1개 대분류, 5개 중분류, 14개 소분류)를 작성하고, 이를 바탕으로 해외 온실가스 감축정책에 대한 DB 카드를 시범 작성하였다. 향후 온실가스 감축정책 인벤토리의 구축·운영을 통해 정책결정자, 전문가, 이해당사자 및 일반 국민의 온실가스 감축정책에 대한 인식 및 이해 제고, 합리적인 정책 의사결정 및 정책수용성 향상 등에 기여할 수 있을 것으로 기대된다.

This is a preliminary study to develop an environmental policy inventory, which focuses on environmental health and climate change mitigation policies. The study this year is the initial step in developing a web-based inventory that will provide a wealth of information on environmental policies of other countries to Korea’s decision-makers, stakeholders, experts, and the public. In this study, we firstly defined policy categories in order to organize policies systematically, thus, to provide information on polices in a systematic and useful manner. Secondly, we collected information on policies and best practices of other countries in the areas of environmental health and climate change mitigation. Finally, we formulated a so-called “DB card” based on the policy categories in order to demonstrate how the inventory would provide information on overseas environmental policies.
