Abstract
본 연구는 ?샛강 관리 및 이용 활성화 방안 연구?의 2차년도 과업으로서, 여의도샛강 생태공원의 사례에 집중해 시민이용 현황을 분석하고 시민참여에 기초한 이용 활성화 방안을 제안하였다. 본 연구의 1차년도 과업은 여의도샛강 수환경의 모니터링 결과에 기초해 더 적극적인 형태의 물순환 개선 사업이 필요하다는 결론을 제시한 바 있다. 그러나 여의도샛강의 수질 및 수생태 회복은 단기 사업으로 달성될 수 있는 문제가 아니며, 사후관리의 지속성을 담보할 수 있도록 시민들의 참여가 활발해질 필요가 있다는 점 역시 제언되었다. 이러한 논리를 계승해 2차년도 과업은 여의도샛강 방문자 및 서울시민을 대상으로 설문조사를 수행해 여의도샛강에 대한 시민들의 인식 및 이용 패턴을 분석하였다. 실증 결과에 기초해 기존의 소극적인 생태하천 관리 철학과 대비되는 적극적인 이용 활성화의 비전을 제시하였고, 이를 뒷받침하기 위한 공간계획 개편안 및 시민참여의 방법론을 구상하였다. 주요한 정책 제언은 다음과 같다. ? 이용가치와 보전가치의 선순환을 통한 이용 활성화 비전 여의도샛강은 국내 최초의 생태공원으로 지정된 상징적 장소이며, 그간의 한강기본계획에서도 생태보전의 거점으로서의 위상이 강조되어 왔다. 그러나 법률적으로는 생태공원으로서의 위상이 확실히 정립되지 못했을 뿐만 아니라, 수생태계의 수준 역시 생태공원에 대한 일반 기준에 크게 못 미치는 수준으로 악화되어 있다. 그럼에도 그간에는 샛강의 현 상태를 유지하는 소극적인 관리가 이뤄진 까닭에 샛강의 이용가치 계발이 정체됨은 물론 생태계의 질 역시 하락하는 딜레마에 놓여 있다. 이 같은 답보 상태를 해소하기 위해 본 연구는 수생태계의 적극적인 개선 사업과 친환경적 시민이용 확대를 두 개의 축으로 하는 이용 활성화 비전을 제안하였다. 이러한 구상의 핵심은 이용가치와 보전가치의 선순환이 가능하다는 데에 있다. 즉 초기에는 적극적인 투자를 통해서 수생태계 회복과 장소 매력도 개선에 집중해 생태공원에 대한 시민들의 이용을 활성화할 필요가 있다. 이어서 고취된 시민들의 관심을 샛강을 보전하기 위한 참여의식으로 전환해 시민 주도형 하천 관리가 정착되도록 해야 한다는 것이 본 연구의 제언이다. 전자가 보전가치 회복을 통해 이용가치 재생을 도모한다면, 후자는 이용가치를 통해 확보된 시민동력을 다시금 보전가치의 재생을 위해 투입되게끔 지원하는 접근이라 할 수 있다. 이상의 정책 구상은 1,000명의 여의도샛강 방문자 설문조사에 기초한 현황분석 결과에 기초해 설계되었다. ? 생태공원의 장소 매력도 제고를 위한 공간계획 구상 여의도샛강 생태공원은 조성 초기부터 생태계 보전을 위해 인위적 개입을 최소화한다는 공간계획 철학이 적용되어 왔다. 이 때문에 가로등이 드물어 저녁 이후 방문이 사실상 불가능하고, 수변 갈대가 키 높이로 방치되어 있어 하천 조망을 제한하며 안전문제를 야기한다. 이처럼 공간관리 철학이 전환되지 않는 상태에서 이용 활성화 사업이 추진될 경우 공간과 프로그램의 부조화로 말미암아 사업 전반의 효과성이 저해되기 쉽다. 이러한 상황을 해소하기 위해 본 연구는 방문자 설문조사 결과에 기초해 여의도샛강의 공간계획 구상안을 제언하였다. 생태공원 방문자들이 태블릿PC에 제시된 생태공원 지도에 직접 공간정보를 표시하는 참여형 매핑 기법이 적용되었으며, 그 결과로서 여의도샛강의 각 지점들에 대한 시민들의 인식이 표현된 인식지도가 작성되었다. 현장조사 및 주민의견 수렴의 절차를 거쳐 본 연구는 여의도샛강 생태공원의 공간계획 개편안 및 사업 추진 이후의 변화된 모습을 묘사하는 공간계획 시나리오 결과를 보고하였다. ? 시민참여에 기초한 샛강관리 방법의 전환 개발밀도가 높은 입지적 특성을 고려할 때 여의도샛강의 자족성은 시민들의 적극적인 관심과 참여 없이 유지되기 어렵다. 따라서 본 연구는 서울시의 공유도시 정책 원리에 부응하는 방향으로 단계적인 시민참여 샛강관리 방법론을 구상하였다. 구체적으로 오프라인에서의 시민참여 플랫폼으로서 지역민을 위한 공유 공간 확대와 커뮤니티매핑 워크숍 실시가 제언되었다. 이어서 온라인 공간에서의 시민참여 플랫폼으로서 웹기반 시민협약 시스템 및 크라우드펀딩의 아이디어가 제언되었다.


Throughout the past decade, the Yeouido Saetgang park, also known as the first ecological park in Korea, has experienced the deterioration of environmental qualities, which causes a significant drop in the number of park visitors. Contrary to the Hangang waterfront park, park use in the Yeouido Saetgang has been reporting signs of stagnation or even decline. What is worse, previous studies have shown that visits to the Yeouido Saetgang park have been largely limited to residents living nearby the Yeouido area, suggesting that the Yeouido Saetgang park has not been able to attract a wide range of potential visitors who are interested in ecological sites. To address these problems, this study aims to develop policy-oriented strategies to promote park use in the Yeouido Saetgang stream. The first part of this study involves a series of analysis of place satisfaction, place attachment, and civic participation among visitors in the Yeouido Saetgang park. To that aim, we conducted a field survey of 1,000 visitors in and around the Yeouido Saetgang park. Survey data were collected between July 1 and July 31, 2016. The final full sample for our analyses was 1,000, which is not a small sample given the size of the Saetgang park. The descriptive statistics of survey results shows that the Saetgang park does not appear to have distinct park activity settings compared with the other urban parks located in Seoul; a majority of park visitors comes from nearby neighborhoods; the participation in voluntary activities or environmental programs is largely limited to the first-time visitors. Then, we further estimated a simple form of multiple linear regression in an attempt to delineate which of the aspects of activities are related to which aspects of place perceptions. Results showed that both environmental observation and exercise are positively associated with the degrees of place satisfaction and attachment, but not with the willingness to participate in public environmental activism. We also found creative activities to be associated with both place attachment and willingness to participate. To sum, it seems plausible to assume that the higher the level of activities visitors participate in, the more likely they come to develop a sense of place satisfaction or attachment. The second part of this study analyzes the locational patterns of perceived ‘good’ places and perceived ‘bad’ places. For this reason, we designed a participatory mapping survey that examines where visitors stay in the Saetgang park and how they perceive, and interact with, these places. We asked one thousand visitors aged 18 to 71 to engage in the online-based participatory mapping survey to identify spatial patterns in which people interact with good places and bad places in the Saetgang park. More specifically, our survey was designed to examine ‘dirty’, ‘attractive’, ‘uncomfortable’, ‘dangerous’ places based on analysis of rich data from our survey sample of citizens visiting the Saetgang park. It has been found that attractive places were clustered around waterfront areas, whilst dangerous places were situated along the access roads to the park. In addition, we found attractive places and dirty places to overlap, which means that environmental purification projects could make the park more attractive for those who were not satisfied with environmental qualities of existing ‘attractive’ places. Drawing from these empirical findings, the third part of this study proposes the directions of public policies for promoting park use and civic participation in the Yeouido Saetgang park. We highlight the importance of emerging forms of policy arrangements, such as open forums, community mapping workshops, and web-based crowd funding. The study also suggests that the Yeouido Saetgang should be managed in a way that is grounded in a more participation-based approaches, which derive policy insights and political leverages more from locally-grounded communitarian processes, not from bureaucratic top-down processes.
