dc.description.abstract 본 저자는 IPCC 기후변화 취약성 평가 모형에 근거하여 취약성 지표를 선정하고 실증자료를 구축하여 전국 시군구 행정단위 수준의 기후변화 건강 취약성 지표를 개발하였다. 건강 취약성 지표는 선행연구와 달리 매개체 감염병, 홍수, 폭염, 대기오염/알레르기의 네 가지 건강영향별로 취약성을 평가할 수 있도록 개발하였고, 건강영향별 기후변화 취약성은 다양한 요인에 의해 발생함을 고려하여 특정 건강영향의 취약성을 여섯 가지 하부 지표(기상요소, 기후변화 건강영향(질환), 환경요소, 건강위험 취약계층, 사회여건, 보건의료체계)로 분해하여 위험요인별 기후변화 취약성을 살펴볼 수 있도록 하였다. 취약성 지표는 이론적 모형과 국내외 참고문헌을 바탕으로 가급적 우리나라 실정에 맞게 선정하였다. 지표 산출방식은 복합지표산정의 구체적인 방법에 따라 산출하였고, 이를 위하여 자료의 표준화, 가중치 계산, 산출된 지표의 합산방법 등에 신중을 가하였다. 표준화 방법으로는 자료의 극단값을 이용하는 Min-Max법을, 가중치는 위계적 계층분석법(AHP)에 의한 가중치를, 지표 합산방법은 비보상성 다기준 합산방법을 이용하였으며, 가중치 산정에 있어서 위계적 계층분석법외 예산배분법(BA)에 의한 가중치를 사용하여 가중치의 신뢰도를 고려하였다. 개별 지표는 단순 합산할 경우 지표에 따라서는 특정지표의 영향이 다른 지표에 의해 상쇄되어 버릴 수 있는 개연성을 줄이기 위해 지표의 합산과정에서 나타나는 보상성을 보정하였고, 합산방법을 달리하여 분석결과의 민감도를 평가하였다. 개발된 지표 적용결과, 기후변화 건강 취약성이 낮은 지역은 부산광역시가 10개 구로 가장 많았고 경상남도 4개 시군구, 서울, 인천, 전라남도가 각 3곳, 경기도, 충청남도, 울산이 각각 1곳으로 나타났다. 건강영향별 기후변화 취약성 평가결과, 매개체 감염병은 남부지방을 중심으로 특히 전라도, 경상남도, 충청도 해안가를 중심으로 취약했으며, 홍수로 인한 기후변화 취약성은 남해안과 서해안, 강 주변 지역에서, 폭염으로 인한 기후변화 취약성은 대도시나 그 주변 지역에서 높았다. 대기오염/알레르기로 인한 기후변화 취약성은 다른 건강영향과 달리 강원도, 경상북도 이외에 서울, 부산, 대구, 인천, 대전 등의 대도시와 경기도 일부 지역을 포함하여 70여 개의 시군구에서 취약한 것으로 나타났다. 기 개발된 기후변화 건강 취약성 지표는 시도, 지자체가 기후변화 적응대책 세부 시행계획을 수립해야 하는 현시점에서 건강에 대한 기후변화 취약성 정도를 파악하는 데 유용하게 사용될 것이며, 하부지표 또한 취약성의 중요 원인을 파악하는 데 도움이 될 것을 판단된다. dc.description.abstract The aim of this research was to develop a climate change vulnerability index at the district level (Si, Gun, Gu) with respect to the health care sector in Korea. The climate change vulnerability index was esimated based on the four major causes of climate-related illnesses : vector, flood, heat waves, and air pollution/allergies. The vulnerability assessment framework consists of six layers, all of which are based on the IPCC vulnerability concepts (exposure, sensitivity, and adaptive capacity) and the pathway of direct and indirect impacts of climate change modulators on health. We collected proxy variables based on the conceptual framework of climate change vulnerability. Data were standardized using the min-max normalization method. We applied the analytic hierarchy process (AHP) weight and aggregated the variables using the non-compensatory multi-criteria approach. To verify the index, sensitivity analysis was conducted by using another aggregation method (geometric transformation method, which was applied to the index of multiple deprivation in the UK) and weight, calculated by the Budget Allocation method. The results showed that it would be possible to identify the vulnerable areas by applying the developed climate change vulnerability assessment index. The climate change vulnerability index could then be used as a valuable tool in setting climate change adaptation policies in the health care sector.
