기후변화협상에서 일본의 원자력 저탄소화 전략 : 레짐 복합체 이론을 중심으로

Abstract

2011년 3월에 발생했던 후쿠시마 원전 사고 이후로도 일본 정부는 원자력이 저탄소 에너지이기 때문에 바람직하다는 입장을 여전히 유지하고 있다. 심지어 같은 해 11월 기후변화협약 당사국 총회에서 원전 수출을 지구온난화 대책으로 인정해 달라고 주장해서 국제사회의 반감을 일으켰을 정도였다. 이에 본 논문은 일본 정부가 국내·외적으로 어려운 상황에 직면했음에도 불구하고 원자력을 저탄소 에너지로 편입시키려고 노력했던 일련의 행태를 레짐 이론의 관점에서 분석하고자 한다. 구체적으로는 ‘레짐 복합체’라는 이론적 자원을 활용해서, 일본이 제안하고 한국이 참여했던 원자력 저탄소화 전략의 메커니즘을 분석하고 있다. 연구 결과 일본 정부가 주도했던 원자력 레짐은 1997년에 채택된 교토 메커니즘의 혜택을 받기 위해, ‘아시아 원자력 협력포럼’을 구성하는 방식으로 세력을 강화하려고 시도했던 것으로 밝혀졌다. 그렇지만 후쿠시마 사고로 인해 기후변화 레짐과 원자력 레짐은 최종적으로 분리되고 말았다. 물론 일본 정부가 원자력 저탄소화 전략을 다시 추진할 생각을 갖고 있기는 하지만, 이익 배분, 불확실성, 결합이라는 측면에서 가능성은 낮을 것으로 판단된다. Even after the Fukushima accident in March 2011, the government of Japan still considers nuclear energy as a desirable low carbon energy source. At the 17th Conference of the Parties in November that same year, it asked that nuclear power plants should be included in measures to tackle global warming, provoking severe criticism from environmental activists and other governments. In this context, this paper aims to analyze the factors surrounding the Japanese government’s pursuit of nuclear energy as a low carbon strategy. Using the theoretical resource of ‘regime complex theory,’ the paper analyzes the mechanisms of low carbon strategy for nuclear energy, which is proposed by Japan and participated in by Korea. The results of the analysis show that this nuclear energy regime led by the Japanese government was an attempt to strengthen its influence by establishing the ‘Forum for Nuclear Cooperation in Asia’ and benefit from Clean Development Mechanism of the Kyoto protocol. However, the Fukushima accident served to separate the climate change regime and the nuclear energy regime. In spite of this result, the Japanese government still hopes to propel its low carbon strategy for nuclear energy again in the future. However, from the viewpoint of regime complex theory, the possibility of this happening is very low.
