미세먼지(PM10) 저감 정책의 비판적 검토 : 1차 수도권 대기환경관리 기본계획의 정책 대상, 수단, 효과를 중심으로

Abstract

The main purposes of this study are critical analysis of the PM10 reduction policy and suggest what to be considered for better clean air policy. Based on the 1st Air Quality Management plan in Seoul Metropolitan Area, we analyzed the policy effect and reviewed the logics of policy target selection and policy tools. As a result, it is strongly recommended that the policy maker should set the clear criteria based on the regional unit and composition of residents when choosing the policy target. This study also emphasize that it is important to reflect the regional characteristics and their sensitivity for appropriate policy tool selection. 본 연구는 수도권 대기환경개선을 위해 시행된 정부 정책(1차 수도권 대기환경관리 기본계획)을 비판적으로 검토하고, 이를 바탕으로 관련 정책설계 시 고려사항을 제안하는데 그 목적이 있다. 이를 위해 미세먼지(PM10) 농도 감축을 위한 1차 수도권 대기환경관리 기본계획을 중심으로, 정책 대상 및 정책 수단 선택에서의 논리와 정책 효과 추정을 위한 조건들을 검토하였다. 결과적으로 정책 대상 선정에 있어서 지역 단위, 주민 구성 등을 고려한 기준이 요구되고, 정책 수단 선택에서는 지역별 오염원 특징과 그 민감도를 반영할 필요가 있으며, 정책 효과 추정 과정에서는 적절한 비교와 이를 위한 제3의 영향요인들의 통제가 필수적이라는 점을 재차강조하였다.
