Abstract
[ 연구개발의 목적 및 필요성 ] ○ 산업혁명 이후의 급격한 산업화는 다양한 원료와 제품의 생산과정에서 발생되는 유해화학물질의 종류와 양을 증가시켰으며, 이들 유해화학물질은 직?간접적인 경로에 의해 환경으로 배출되어 심각한 오염을 유발하는 등 인체 및 환경에 부정적 영향을 발생시키는 원인이 되고 있다. 산업여건의 변화로 인한 기존 환경관리 방법의 한계점이 문제점으로 지적되고 있으며, 다양한 원인이 결합하여 복합적인 문제점을 나타내고 있는 환경문제를 해결하기 위한 새로운 환경관리 패러다임 도입이 필요한 상황이다. ○ 화학물질은 현재의 산업화를 가능하게 한 매우 중요한 요소이지만 화학물질이 가지고 있는 유해성에 대한 충분한 연구 없이 무분별하게 사용되면서 오존층 파괴, 온난화 현상 등과 같은 지구환경 변화와 화학물질 피해 사례가 끊임없이 제기되면서 안전한 화학물질 사용에 대한 중요성이 부각되어 왔다. ○ 국제사회를 비롯한 주요 선진국들은 화학물질의 안전한 사용과 관리를 위해 1972년 개최된 유엔인간환경회의(UNCHE)에서 지구환경문제를 다루기 위한 유엔 산하의 전문기구의 필요성에 합의하여 유엔환경계획(UNEP)을 창설하였다. ○ 1990년대 초 미국 EPA의 Paul T. Anastas는 체계적으로 유해화학물질의 사용을 줄이고 보다 안전한 화학물질의 사용 및 관리를 위한 ‘녹색화학’ 이론을 제시하여 현재까지 주요 선진국을 중심으로 자국의 녹색화학 기반 구축을 위한 실질적인 대안으로 인식하여 화학물질에 대한 위해성 평가, 유해화학물질을 대체할 수 있는 화학물질 개발 등 다양한 연구가 활발하게 진행되고 있다. ○ 국내에서도 "녹색성장" 정책이 크게 대두되고 있는 상황에서 “녹색화학”은 특정한 기술을 지칭하는 용어는 아니지만, 화학 산업에 종사하는 산업체, 기술자, 연구자 등이 오염물질 배출 저감 및 사전오염예방을 위한 자발적인 노력을 요구하는 새로운 위해저감 및 능동적 대응을 위한 방법으로 도입이 필요한 상황이다. 따라서 대체물질을 비롯한 녹색화학 기술목록을 확보하고, 이를 산업계에 적용하여 활용할 수 있는 기반을 구축하고 체계화가 이루어져야 한다. ○ 국제적인 화학물질 규제 강화로 인한 사용이 금지되는 화학물질이 증가하는 추세이며, 2015년 제정된 화평법 및 화관법 시행으로 국내 화학물질과 관련된 규제가 강화되고 있다. ○ 이에 따라 본 연구에서는 글로벌 규제에 대한 능동적 대응 체계 및 화학물질로 인한 위해 저감 기반을 구축하기 위하여 녹색화학 기술 목록을 확보하고 수은 및 나노물질에 대한 관리방안 마련을 마련하고자 한다. [ 연구개발의 내용 및 범위 ] 대체물질을 중심으로 녹색화학 기술 목록을 확보하고 국외 선진사례 벤치마킹을 통하여 대체물질 검색/DB 구축을 통해 산업계의 녹색화학 확산 기반을 마련한다. 인위적인 배출원별 수은 생성 및 배출 Inventory를 구축하고, 배출시설의 배출계수 개발 우선순위 결정 및 수은 배출특성 조사를 통하여 배출원별 전과정에서 배출되는 수은에 대한 통합적인 최적 관리방안을 제시한다. 그리고 나노물질에 대한 전과정평가 수행 방법론의 개발을 통해 주요 나노물질에 대한 전과정평가를 수행하고 환경성 DB 구축 및 나노물질에 대한 전과정 관리 방안과 이에 대한 법적/제도적 관리정책을 제시한다. [ 연구개발 결과 ] ○ 국외사례 현황 조사결과 1. 미국 EPA: 녹색화학 확산을 위해 중앙정부 차원에서 유해화학물질에 대한 환경평가, 관련연구 및 교육, 오염 방지 프로그램 및 에너지 절약 등의 환경관련 산업지원과 녹색화학 대통령상 프로그램, 유해물질 사용 및 발생 저감을 위한 다양한 녹색화학정책을 지속적으로 시행해 오고 있으며, 이에 대한 결과를 GCES(Green Chemistry Expert System), GCA(Green Chemistry Assistant) 등 녹색화학 관련 정보를 쉽게 제공하기 위한 tool을 개발하여 배포하고 있다. TURI: 매사추세츠주에서는 산업체와 정부기관이 협력하여 유해화학물질 사용을 저감하기 위한 연구와 홍보를 위해 TURI(Toxics Use Reduction Institute)를 설립하여 운영하고 있으며, 유해화학물질에 대한 대체물질 평가 연구 등 다양한 환경보건 프로그램을 운영하고 관련 정보를 제공하고 있다. 또한, 화학물질에 대한 독성정보를 토대로 유해성 점수를 산정할 수 있는 엑셀 기반의 P2OASys 프로그램을 개발하여 객관적으로 이해하기 용이하고 비교 평가가 가능하도록 지원하고 있다. MIT: 녹색화학과 관련된 연구기관, 학교, 연구소 등의 네트워크를 구성하여 주요 학술지의 자료를 중심으로 DB를 구축하여 유해화학물질에 대한 정보를 제공하는 Green Alternative Purchasing Wizard를 운영하고 있다. CPA: 지속 가능한 친환경 제품 설계 및 생산을 위한 녹색화학 솔루션과 제품 및 원료의 안전성과 신속하고 효과적인 유해성 평가방법을 제공하기 위해 환경거동, 생태독성, 인체건강, 물리화학적 특성 등 4개로 구성된 Green Screen을 제공하고 있다. 2. 덴마크 CATSUB: 유해화학물질에 대해 대체 가능한 화학물질에 대한 정보와 적용 사례 등을 조사한 CATSUB라는 사례집을 바탕으로 유해화학물질 및 대체 화학물질을 검색할 수 있는 web 기반의 프로그램을 개발하여 제공하고 있다. ○ 대체물질 데이터베이스 구축 결과 1. 국내·외 학술자료, 특허, 연구보고서를 통한 444건의 대체물질 정보 구축 학술자료의 경우, 국내 17종, 국외 210종 등의 저널을 1차 선별하였으며, 이 중 화학, 환경 등 유관정보를 제공할 것으로 판단되는 국내 9종, 국외 114종 등 약 123개 저널을 확보하였으며, 이 중 ‘친환경’, ‘대체’ 등과 같은 연관 검색어를 통해 약 16,700건의 대체물질 정보와 관련이 있다고 판단된 자료를 수집하였다. 특허자료의 경우, 특허정보검색서비스에서 2000년 이후 등록된 특허자료 중 등록 및 공개된 특허를 대상으로 연관 검색어를 통해 약 1,360건의 자료를 수집하였다. 연구보고서의 경우, 한국환경산업기술원의 ‘오염물질 제거 효율향상 소재·제품 개발’ 연구과제 중 보고서를 제공하는 48건의 자료를 수집하였다. 또한, 환경부의 화학물질 배출저감 홍보자료 중 대체물질을 이용한 유해화학물질 배출저감사례 5건의 자료를 수집하였다. 상기 대체물질 자료 조사를 통해 수집한 약 18,000개 자료를 대상으로 세부 내용 확인 및 검토를 통해 총 444건에 대한 도입효과, 장점, 단점, 요약 등의 형식으로 보고서를 구성하여 데이터베이스화 하였다. 또한, 구축된 자료의 신뢰도 제고를 위해 화학물질 관련 전문가를 통한 검증과정을 수행하였다. 2. 기업 적용사례 106건 조사 및 데이터베이스화 실제 사업장에서 제품 제조 시 대체 화학물질을 적용하여 제품을 생산하고 있는 기업을 대상으로 사례 조사를 시행하였다. 총 154개 사업장이 선정되었으며, 유관담당자와 유·무선 및 방문 인터뷰를 통해 적용사례 대상여부를 판단하였다. 이를 통해 총 71개 업체를 선정하였으며, 담당자와의 검토과정을 거쳐 대체물질 기업사례 정보 106건을 구축하여 데이터베이스화 하였다. ○ 규제 데이터베이스 구축 대상/대체물질에 대하여, 대체물질 평가를 위한 기초 자료로 활용될 수 있는 규제 및 유해성 정보를 국립환경과학원의 화학물질정보시스템(NCIS), 유독물 GHS 지원시스템 등의 자료를 이용하여 데이터베이스로 구축하였다. 또한, 화학물질과 관련된 국내 화평법 등 10개 규제 및 국외 EU-REACH등 법에 대한 약 40개의 세부규제에 대한 물질 목록을 데이터베이스화 하였다. ○ 규제동향 뉴스 데이터베이스 구축 국외 주요 국가 및 국내 화학물질 관련 동향 자료를 수집 및 분석하여 주기적인 업데이트를 진행하였으며, 약 660여건의 정보를 데이터베이스화 하였다. ○ 대체물질 정보 검색 프로그램 개발 본 연구를 통해 구축한 데이터베이스를 사용자들이 쉽게 이용할 수 있도록 대체물질 정보 검색 프로그램을 개발하였다. 대체물질 검색프로그램의 ‘대체정보’ 메뉴에서는 대체가 가능한 화학물질에 대한 검색이 가능하고 확인할 수 있도록 구성하였으며, 대체전·후를 한눈에 확인할 수 있도록 좌우로 결과 화면을 배열하여 규제정보, 유해성정보 등을 비교할 수 있다. 또한, 대체물질 적용에 성공한 업체의 자세한 정보를 확인할 수 있으며, ‘규제검색’ 메뉴에서는 국내 화학물질과 유관된 법률에서 고시하고 있는 규제대상 화학물질과 국외 EU REACH, RoHS 등에서 규제하고 있는 화학물질에 대하여 검색이 가능하다. ‘규제동향’ 메뉴에서는 국내·외 화학물질 규제뉴스에 대하여 확인할 수 있으며, ‘마이페이지’를 통해 사업장에서 취급하고 있는 화학물질에 대한 간단한 컨설팅을 무료로 이용할 수 있도록 ‘1:1 문의’를 제공하도록 구성하였다. ○ Web 기반 녹색도 산정프로그램 개발 한국환경정책평가연구원에서 개발한 엑셀 형태의 녹색도 산정프로그램을 호환성 확인 등의 안정화 작업을 통해 Web 기반 프로그램으로 개발하였다. [ 연구개발결과의 활용계획 ] 1.화평법상 제25조(허가물질의 지정), 제27조(제한물질 또는 금지물질의 지정 등)에 따라 해당물질 지정을 위한 기초자료로 활용할 수 있다. 2.화학물질정보처리시스템의 ‘화학물질 검색’ 메뉴와 연계하여 물질/용도별 대체물질에 따라 관련된 자료를 제공하며 기업적용 사례정보를 제공할 수 있다. 3.배너운영을 통하여 규제 현황 및 대체물질 정보를 쉽게 접할 수 없는 중소기업을 대상으로 정보 제공을 통해 중소기업의 녹색화학 구축체계를 마련에 활용할 수 있다.


Ⅰ. Title ○ Total Project Name : Substitute chemical DB and search program construction for green chemistry Ⅱ. The Objective & Necessity of the Research ○ Rapid industrialization after the Industrial Revolution has increased the kind and quantity of harmful chemical substances which are made in the production process of various raw materials and products. These harmful chemical substances are discharged through direct and indirect ways into environment and cause serious pollution. And it is also becoming a cause of generating negative impact on a human body and environment. As industrial condition have been changing, previous environmental methods have almost reached to limitation, so now it needs to introduce new paradigm for environmental management to resolve compounded environmental issues combined with various factors. ○ Chemical materials are one of the most important factors that made the modern industrialization possible, but they have been used irrationally without sufficient studies, causing environmental changes on Earth such as the destruction of the ozone layer and global warming. The cases of damage by chemical materials have been keeping raised and, thus the importantness of safe use of chemical materials are clearly brought into relief. ○ Thus, main developed countries including global society built UNEP coming to an agreement about the needs of a professional organization under UN in order to deal with global environmental issues in UNCHE, 1972, for safe use and management of chemical materials. ○ The early 1990s, Paul T.Anastas from EPA department, USA, suggested 'Green Chemical Theory' for safe use and management for chemical materials and systematically reduce toxic chemical materials, so that various researches, such as alternative chemical material instead of previous toxic material, have actively been progressing and evaluating on chemical materials as practical alternatives for the domestic infrastructure of 'Green Chemical', centrally focused on main developed countries till now. ○ As the 'Green Growth' policies have drastically been emerging in domestic industries, 'Green Chemical' is not stand for specific technology, but the interested party, such as industries, technician, and researcher should voluntarily make efforts to prevent polluted materials in advance or reduce them with introducing the new way to actively respond with them and to reduce pollution level. ○ Therefore, securing green-chemistry tech lists including alternate material, and building foundation to apply this to industry areas is needed along with organizing. Also, the number of chemistry banned of use is in trend of increasing and by establishment of 'Act on the registration and evaluation, etc. of chemical substances’ and 'Chemicals control act' in 2015, regulation among domestic chemical material is strengthening. ○ Therefore, this research aims to secure green chemical tech lists and establish management plan on mercury and nano material in order to arrange organized preparation for global regulation and build foundation to reduce damage of chemicals. Ⅲ. Contents and Scope A basis of spreading green chemistry into the industry can be established by securing a list of green chemistry technology regarding substitute materials and developing selection methodology of substitute materials with reference to advanced cases. Optimally integrated control of mercury emitted from all processes of outlets is to be suggested through establishing artificial generation of mercury at each outlet and emission inventory, determining the priority for developing emission coefficient of emission facility, and researching emission characteristics of mercury. Also through developing a performing methodology on life cycle assessments of nanomaterials, we perform actual tests on the materials and create a database on environmental issues. In addition, life cycle management plans and legal/institutional policies are proposed. Ⅳ. Results ○ Result of case study on foreign countries. 1. United State EPA: EPA has promoted sustainable chemical products and practices, primarily through its Green Chemistry Program. Throughgrants, education, partnerships, research, and the notable Presidential Green Chemistry Challenge Awards, EPA supports the development and use of innovative chemical technologies that prevent or reduce pollution in academia and industry. TURI: The Commonwealth of Massachusrtts has requested that the Toxics Use Reduction Institute conduct an assessment of reduction harmful chemical substances. A variety of environmental protection program operates and provides relevant information such as alternative chemical of harmful chemical substances. Also, The P2OASys surveys were conducted at each facility assess both worker health and safety and environmental health parameters of the current technology or process compared with the alternative technology or process that was implemented. MIT: The Green Chemical Alternatives Purchasing Wizard is intended as a tool to reduce the hazardous waste profile in research labs, an effort that ultimately saves MIT, and Its researchers, money while reducing hazard potentials and the burden to our environment. CPA: A sustainable for support product design and development, materials procurement, and as part of alternatives assessment to meet regulatory requirements. The Green screen include environmental fate, ecotoxicity, human health, physical and chemical properties that provide risk assessment methods. 2. Denmark CATSUB: CATSub web site is a catalogue of examples of substitution of hazardous chemicals case stories describing successful substitutions with less hazardous chemicals. The case stories primarily come from companies, occupational health services and the Danish Working environment Authority. ○ Result of construct an alternative chemical database 1. Establish of 444 alternatives information by journals, patents, research paper. According to scholarly papers, patents and research reports in order to collect information about alternate materials, it is confirmed that scholarly papers provide related information upon the alternate materials through 17 domestic journals and 210 foreign journals. And among the journals serviced, we have collected 16,700 data which are related to the alternate materials through related search words like "eco-friendly", "alternate". in about 123 channels of 9 domestic journals and 114 foreign journals after eliminating less-related journals. For the patent data, about 1,360 data searched by related words on the Intellectual Property Information Service have been collected from patents which have been registered and opened to the public since 2000 and for the research reports, we have obtained 48 cases which provide reports from the research project for "Improve the efficiency of pollutant removal" of the Korea Environmental Industry & Technology Institute. In addition, 5 cases of the hazardous chemical reduction using alternate materials have been collected from promotional materials for the chemical substances reduction of the Ministry of Environment. Regarding approximately 18,000 cases obtained by data search, we checked abstracts, main contents and summaries through complete enumeration survey and total 444 cases of the alternate materials information that are confirmed as the alternate material cases are made into a database consisting of introduction effect, advantages, disadvantages and summaries. Furthermore, for improving the reliability of the database, we requested data verification by chemical experts and the results are applied to the database for modification accordingly. 2. Establish of 106 business cases and database. A total of 154 places of business were chosen, and whether to be an application instance or not was evaluated through wire-wireless and door-to-door interviews with the person in charge. Through this process, a total of 71 businesses have been chosen, and after review with the person in charge, 106 company examples of alternative materials were compiled into a database. ○ Establish of regulation database. Regarding materials or alternatives, the database for information on material safety and regulation available to be used as criteria for evaluation of alternative materials was constructed based on the national chemical information system (NCIS), hazardous chemical substance classification and labelling system from National Institute of Environmental Research (NIER).Moreover, the database for the materials regulated by individual legislation was further constructed in terms of about forty specific regulations involved in ten domestic and two foreign regulations. ○ Establish of regulation trend news database. Associated with chemical regulation trends in advanced country and domestic for collected or analyzed regulations and the global news are regularly updated. Finally The 600 cases of information was in a database. ○ Development for substitute chemical search program. The database constructed that throughout this study development for substitute chemical search program which is people who are not familiar using PC. In the “Substitute information” section, there are list of chemicals (toxic chemicals, etc) that need to be substituted. When you click “see Substitute Chemicals” substitutable chemicals are demonstrated and detailed information are provided on a separate page with physiochemical information, regulatory information and other detailed information. On the bottom of other detail information, there are some case stories of substitute chemical that are used from the company and detailed information are provided by pop-up window. “Regulatory information” provides legislation information for K-REACH and REACH. There are full lists of authorized, restricted and toxic chemicals that are linked to the substitute information. The “Regulation Trends” provides domestic and international news for revised or legislated regulations and the global news are regularly updated. “My page”, “Substitute information” can be assigned as “chemicals of concern” and detailed information can be looked up as well. ○ Development of Web based calculation program for green index. By substituting the green index calculation program- developed by Korea Environment Institute (KEI) - It is possible to quantitatively evaluate green-chemistry technology, and was developed to allow the users to use alternate material in a selective way by index analysis. Ⅴ. Business Application Based the Outcomes 1. Can be applied to appoint to substance of Article 25(designation of substance subject to authorization) and Article 27(designation, etc. of restricted substance or prohibited substance) on K-REACH. 2. If linked to chemical search menus of Information processing system for chemical substances. According to alternative of chemical/using method it can be providing information of business case. 3. Using method of banner is provided regulations and alternative substances information to SMEs(small and medium enterprises) that they have difficulty securing information of substitute material.
