나고야의정서 신규 의제인 유전자원의 디지털 염기서열정보에 대한 제언

Abstract

Various emerging issues are being raised for inclusion in the Convention on Biological Diversity (CBD) in line with changing international circumstances, technological development, and so on. Discussion is currently ongoing as to whether digital sequence information on genetic resources should be included in the Nagoya Protocol. Until now, digital sequence information on genetic resources has been registered in public databases and is used freely for research. However, inclusion in the Nagoya Protocol, and the benefit sharing would imply, is expected to have a significant impact on biotechnological research and industries. In Korea, several projects have been carried out to acquire and manage digital sequence information on genetic resources. To minimize potential negative impacts of the expanded scope of the Nagoya Protocol, discussions regarding digital sequence information on genetic resources must be closely monitored. This study provides an overview of the characteristics of sequence information, the discussions on digital sequence information which have taken place to date, and the major considerations in this field, in order to offer constructive countermeasures for the issues faced. 1992년 채택된 생물다양성협약은 국제환경 변화, 과학기술 발전 등에 따라 다양한 신규 의제들이 제기되어 논의되고 있다. 생물다양성협약 부속의정서로 채택된 나고야의정서에서는 디지털 염기서열정보가 적용대상에 포함되어야 하는지 여부에 대해 논의 중이다. 지금까지 디지털 염기서열정보는 공개된 DB에 등록되어 연구자가 자유롭게 이용할 수 있었으나, 나고야의정서가 적용되어 이익공유의 대상이 된다면 생명공학 연구 및 산업에 큰 영향을 미칠 것으로 예상된다. 동물, 식물, 미생물 등 다양한 유전자원의 디지털 염기서열정보의 확보를 위해 노력해온 우리나라는 유전자원의 디지털 염기서열정보가 나고야의정서에 적용되는지 여부에 대해 모니터링하고, 국내 영향을 최소화도록 노력해야한다. 본 연구에서는 유전자원의 디지털염기서열 정보에 대한 논의경과, 주요 고려 사항 등을 검토하여 대응방향을 제시하고자 한다.
