dc.description.abstract 본 연구는 연안지역별 주민의 위험인식 차이를 분석하는데 목적을 둔다. 자연재해 분야의 연구 및 정책에서는 연안지역의 위험을 평가하기 위하여 과거 피해통계를 활용하고 있다. 평가결과는 자연재해 관리 및 기후변화에 대응 정책 근거로 사용되며, 연안지역별 위험 정도의 차이에 따라 정책이 개발되어 왔다. 그러나 정책의 대상이 되는 지역사회의 주민이 인지하는 위험인식과 정도에는 연구의 관심이 부족하였다. 위험지역에서의 정책이 효과적으로 실행되기 위해서는 주민 인식 이해가 필요하다. 이에 본 연구는 국내 연안지역 주민 900명에 대한 전화설문조사를 실시하고, 위험인식(관심, 방재정책이해, 예상피해)에 대한 연안별 차이를 밝히고자 하였다. 이를 위하여 본 연구는 설문조사 결과에 대한 분산분석 및 회귀분석을 수행하였다. 분산분석 결과는 연안별로 위험에 대한 관심과 예상 피해에 대한 인식 차이를 보여주었다. 회귀분석모형의 자료는 등분산성에 대한 가정이 위배되어, 본 연구는 로버스트 표준오차를 활용한 회귀분석을 수행하였다. 회귀분석 결과에서는 연안지역의 차이가 위험 인식(위험 관심 및 예상 피해)에 영향을 미치는 것으로 나타났다. 서해 지역의 주민이 다른 지역 주민들보다 낮은 위험 인식 수준을 갖는 것으로 나타났다. 본 연구의 정책적 함의는 다음과 같다. 정책결정권자는 향후 피해가 증가할 것으로 예상되는 서해지역 주민의 위험 인식 수준이 낮게 나타난 점에 대하여 관심을 기울여야 한다. 연안별로 위험 인식이 다른 점을 반영하여 향후 기후변화 적응 및 자연재해 완화대책이 수립되어야 한다. dc.description.abstract This study analyzes the differences in risk perception among residents of coastal areas. Research and policy-making regarding natural disasters often use damage statistics from past events to assess hazards in coastal areas. The results of such assessments are used as a policy basis for natural disaster management and responding to climate change. Policies are then developed differently by coastal region according to the degree of risk. However, attention has not been paid to the types and degrees of risks perceived by the community residents who are the targets of these policies. For the policies to be implemented effectively in hazardous areas it is necessary to understand how residents perceive the risks. To identify the differences in risk perception (i.e. interest, understanding of disaster prevention policies, and expected damages) of people in coastal areas, this study undertook a telephone survey of 900 coastal residents in South Korea. Analysis of variance (ANOVA) and regression analyses were performed on the survey results. The ANOVA results showed differences in the residents" interest in the risks and their perception about the expected damages according to coastal area. Robust standard errors were computed because the model significantly violated homoscedasticity. The regression analysis results showed that differences in coastal areas affect residents" risk perception (i.e. interest in risks and expected damage). Residents of West Sea regions showed lower levels of risk perception than those in other regions. Policy decision makers should pay attention to the fact that risk perception levels are lower among residents in West Sea regions, where damage levels are expected to increase in the future. Climate change adaptation and natural hazard mitigation measures should be established with respect to the risk perception levels in coastal regions.
