폐기물처분부담금 부과가 산업별 생산과 고용에 미치는 일반균형효과 : ORANI CGE모형을 통한 시나리오 분석

Abstract

현행 처분부담금 부과의 목표는 높은 재활용율을 포함하는 사회적으로 바람직한 매립체계를 달성하는 것이다. 부담금부과는 사회적으로 이득이지만 기업에는 재무적 부담이 된다. 본 연구는 ORANI CGE(Computable General Equilibrium) 모형을 이용하여 처분부담금이 산업별 생산 및 고용에 미치는 일반균형효과를 분석한다. 시나리오 분석을 통해 1차금속 산업, 용수 및 폐수처리 산업 및 재활용 산업이 부담금에 의해 가장 크게 영향을 받는다는 것을 알 수 있었다. 그러나 경제전체의 전반적인 효과는 재활용 산업이 생산 및 고용에 미치는 긍정적인 효과 때문에 제한적이라는 것을 알 수 있었다. The objective of the present practice of charging for final waste disposal is to attain a socio-economically desirable landfill system that incorporates a high recycling rate. Imposing the charge brings forth environmental benefits to society, but at the same time it entails a financial cost to firms. This research analyses the general equilibrium effect of the final waste disposal charge on the production and employment by industries using the ORANI CGE (Computable General Equilibrium) model. A scenario analysis showed that thprimary metal industry, the service industries for water and waste-water, recycled goods are most influenced by the charge, but that the economy-wide overall effect is minimal because of positive effects on the recycling industry in terms of production and employment.
