Abstract
In this study, we compare and analyze the front - & back forecasting results to determine the 2050 emission path in Korea. In the backcasting review, we analyzed the 2050 emission target, which is internationally required, considering the temperature of 2 ℃ or lower of the new generation system. In the forward forecast, we analyzed the 2050 emission targets achievable under domestic conditions. According to the results of this study, there is a big difference between front - & backcasting analysis results. According to the backcasting results, emissions in 2050 range from a maximum of 394 million CO2 tons to at least 8 million CO2 tons. On the other hand, forward results are analyzed to be between 54 million CO2 tons and 44 million CO2 tons. Based on these emission target gaps, this study derived three alternatives that could be adopted in Korea. Alternative 1 corresponds to 400 million CO2 tons (404-394), reflecting the introduction of new technologies and the maximum value of backcasting view results. Alternative 2 is 340 million CO2 tons (350-330). It is an alternative that reflects the lag value of the backcasing analysis results, taking into account the possibility of using forest sinks and reducing the number of international reduction activities by 2050. Finally, Alternative 3 is worth 250 million CO2 tons (220 to 270). It is an alternative that reflects the mainstream category at the mid-level of the backcasting review results. Most developed countries in the major submit countries of LEDS present emission targets in 2050 at the level of 150 million CO2 tons, which are representative countries with stable emission trends since 1990, unlike Korea. From the point of view of different emission trends from Korea, Korea's emission target of 150 million CO2 tons is relatively strong emission target compared with LEDS submission countries. On the other hand, Mexico, which has somewhat larger emissions than Korea, is set at 300 million CO2 tons. The alternative 3 (250 million CO2 tons) is a relatively stronger target than Mexico in terms of the country's emission scale. However, the fact that the emission trends with Mexico around 2020 are different developed needs to be examined at the same time. In order to determine the 2050 emission target in Korea, it is important to establish a technological, policy and financial implementation strategy for Achieving 400 million tons of Alternative 1. Both Alternative 1 and 2 require a strong reduction effort by 2050, but are more likely to emit stronger efforts after 2050. The determination of the emission path of Korea is a process of determining the degree of transition to a low carbon society based on sufficient inspection of Alternative 1. In addition to setting the 2050 emission goal, the way the goal setting should be reviewed. Countries that submitted 2050 LEDS generally use a 2050-year reduction compared to the baseline year. As a result of the analysis, the 2010 base year is considered to be most appropriate considering the current domestic emission trend and the improvement of per capita emissions. When setting the 2010 base year, Korea's emission target is 39% reduction (Alternative 1) compared to 2010, 48% reduction (Alternative 2) and 62% reduction (Alternative 3) compared to 2010. The emission targets of Alternatives 1 and 2 are in line with the IPCC recommended 30 to 50% reduction in 2010 levels in Asia. The 2050 emission target alternatives presented in this study were estimated taking into account domestic mitigation measures based on emission estimates under the long-term energy outlook. The reduction measures were analyzed based on the Eighth Basic Plan for Supply and Demand of Power represented by energy transition, the 3020 Renewable Energy Implementation Plan, the 2030 Roadmap Amendment, and the Future Technology Roadmap. Since redundancies are inherent among these mitigation measures, we approach them in a way that minimizes overlap. However, in order to solve the duplication problem, it is necessary to examine more closely, such as the assumption of introduction by technology and the analysis of synergy effect of technology introduction. Technology diffusion rate can also be different depending on the characteristics of each technology. The first and second studies conducted so far focus on the 2050 emission target and pathway perspectives, and analyzed the methodologies and alternatives that our country can take. Ultimately, it is important to resolve persuasive uncertainties and to present the future of the 2050 LEDS implementation strategy. In the future research, it will be necessary to carry out a comprehensive analysis on the future potential of energy, climate, new technology, national productivity, and industrial structure.


본 연구에서는 우리나라의 2050 온실가스 배출경로 결정을 위해 전·후방전망 결과를 비교 분석하였다. 후방전망에서는 신기후체제의 지구평균기온상승폭 2℃ 이하 목표를 고려해 국제적으로 요구받는 2050년 배출목표를 분석하였다. 전방전망에서는 국내 여건하에서 달성 가능한 2050년 배출목표를 분석하였다. 본 연구결과에 따르면 전·후방 분석결과 간에 매우 큰 차이를 보이는 것으로 나타난다. 후방 분석결과에 따르면 2050년 배출량이 최대 3.94억 톤에서 최소 8백만 톤에 이른다. 반면, 전방 분석결과는 5.04억~4.04억 톤 수준으로 분석된다. 이와 같은 배출목표의 차이를 바탕으로 본 연구에서는 우리나라에서 채택 가능한 세 가지 대안을 도출하였다. 대안 1은 4억 톤(4.04억~3.94억 톤)에 해당되며, 전방전망의 신기술 도입이 반영된 추가감축안과 후방전망 결과의 최댓값이 반영되었다. 대안 2는 3.4억 톤(3.5억~3.3억 톤)이다. 2050년까지 산림흡수원 활용 및 국외감축 가능성을 추가 고려하고, 후방전망 결과의 차선 값을 반영한 대안이다. 마지막으로 대안 3은 2.5억 톤(2.2억~2.7억 톤)이다. 후방전망 결과 중 중간수준에서 주류범주에 해당하는 결과가 반영된 대안이다. 본 연구에서 대안 1과 대안 2는 2050년 이후 보다 강화된 감축이 지속 필요하다는 의미에서 ‘후기감축강화경로’, 대안 3은 현재부터 2100년까지 일정한 감축이 유지된다는 의미에서 ‘균등감축경로’로 정의하였다. 그리고 세 가지 대안들 모두 2050년까지 본격적인 저탄소사회 진입은 아니므로, 대안 1과 대안 2는 ‘저탄소사회이행경로’, 대안 3은 ‘저탄소사회이행가속화경로’의 의미를 부여하였다. 한편 LEDS 주요 제출국 중 대부분의 선진국들은 2050년 온실가스 배출목표를 1.5억 톤 수준에서 제시하고 있는데, 이들은 모두 우리나라와는 달리 1990년 이래 안정적인 배출추이를 보이는 대표적인 국가들이다. 우리나라와 다른 배출추이 관점에서 1.5억 톤 수준의 우리나라 배출목표는 LEDS 제출 국가들과 비교할 때 상대적으로 매우 강한 배출목표로 평가된다. 한편, 우리나라보다 다소 배출규모가 큰 멕시코는 3억 톤 수준을 설정하고 있다. 국가의 배출규모 관점에서만 보면 대안 3(2.5억 톤)은 멕시코에 비해 상대적으로 강한 목표로 평가된다. 그러나 2020년경을 전후로 멕시코와는 배출추이가 상이하게 전개되는 점도 동시에 검토할 필요가 있다. 우리나라의 2050년 배출목표 결정을 위해서는 우선 대안 1의 4억 톤 달성에 관한 기술적, 정책적, 재정적 이행전략 마련이 중요하다. 대안 1과 대안 2 모두 2050년까지 지속적으로 강한 감축노력이 요구되지만, 2050년 이후 이보다 더욱 강한 노력 동반이 전제되는 배출경로이다. 우리나라의 배출경로 결정은 대안 1의 충분한 점검을 바탕으로, 저탄소사회로의 이행 정도를 결정하는 과정이라 할 수 있다. 2050년 배출목표 설정과 더불어 목표설정 제시방식도 검토되어야 한다. 2050 저탄소 발전전략 제출 국가들의 경우, 일반적으로 기준연도 대비 2050년 감축률을 사용하고 있다. 우리나라 2030 로드맵수정에서 사실상 감축목표 설정방식이 BAU 변동성과 무관하게 절대량 방식으로 전환된 점을 고려할 때, 2050년 배출목표는 일반적인 저탄소 발전전략 제출 국가들과 마찬가지로 기준연도 대비 감축률로 제시하는 것을 검토할 수 있다. 분석 결과, 현재까지의 국내 배출추이, 인당배출량의 개선을 감안할 때 2010년 기준연도는 가장 적합한 것으로 평가된다. 2010년 기준연도 설정 시 우리나라 배출목표는 2010년 대비 39% 감축(대안 1), 2010년 대비 48% 감축(대안 2), 2010년 대비 62% 감축(대안 3)이다. 대안 1과 대안 2의 배출목표는 IPCC가 권고하는 아시아 지역의 2010년 대비 30~50% 감축 기준에 부합되는 수준이다. 본 연구에서 제시된 2050년 배출목표 대안들은 장기 에너지 전망하의 배출전망을 기준선으로 하여 국내 감축수단들을 고려해 추정되었다. 감축수단은 에너지전환으로 대표되는 『제8차 전력수급기본계획』과 ??3020 재생에너지 이행계획??, 2030 로드맵 수정안, 기후변화 대응기술 확보 로드맵을 기반으로 분석되었다. 이와 같은 감축수단들 간에는 중복성이 내재되어 있기 때문에 중복성을 최소화하는 방식으로 접근하였다. 그러나 중복성 문제를 해결하기 위해서는 기술별 도입가정과 기술도입에 따른 시너지효과 분석 등 좀 더 면밀한 검토가 요구된다. 기술별 특성에 따라 기술확산 속도도 상이할 수 있다. 지금까지 수행된 1, 2차 연도 연구에서는 2050 배출목표 및 경로 관점에 초점을 두어 우리나라가 취할 수 있는 방법론과 대안들을 분석하였다. 궁극적으로는 2050 LEDS 이행전략을 마련함에 있어 불확실성에 대한 설득력 있는 해소와 미래상 제시가 중요하다. 이후 연구에서는 장기 전망의 특성상 에너지·기후 신기술을 비롯해 국가생산성, 산업구조 등 급변할 수 있는 미래상에 관한 광범위한 분석이 수행되어야 할 것이다.
