Abstract
Ⅰ. 서론 1. 과제의 배경과 목적 ㅇ 미세먼지 정책과 이행이 지속되고 있으나 2010년 이후 (초)미세먼지 농도는 눈에 띄게 개선되고 있지 않음 ㅇ 선진국 수준으로 미세먼지 농도를 낮추기 위해서는 과학적 근거에 의한 세밀하고 효과적인 정책수단 도출이 필요하고 이에 대한 정확한 정보 전달과 사회적 이행이 시급한 상황임 ㅇ 본 과제는 이러한 미세먼지의 해결 현안에 대한 근거를 제시하고자 하며, 국가 지속가능성과 환경가치 등 포괄적 개념의 환경정책에 기여할 수 있는 종합적인 연구성과를 도출하여 결과의 활용성을 극대화하고자 함 ㅇ 본 과제의 ‘통합관리’라 함은 연구목적이 미세먼지의 배출과 농도 저감 차원에 머무르지 않고, 미세먼지의 배출원과 지역별 사회적 비용·편익을 고려하여 환경, 보건, 경제, 사회 등 다양한 분야와 가치를 포괄적으로 고려하여 미세먼지 정책의 수립과 이행을 지원하고자 함을 의미함 Ⅱ. 미세먼지 대응 정책 현황 1. 최근 정부 정책 현황 ? 2017년 이후 미세먼지 관련 정부 정책은 보다 세부적이며 구체성 있는 방향으로 부문별로 확대·강화되고 있음 ㅇ 2019년 ?대기환경보전법? 시행규칙을 개정하였으며 미세먼지를 사회적 재난으로 규정하였음 ㅇ 현 정책은 미세먼지 배출 저감뿐 아니라 2차 생성을 고려한 미세먼지 전구물질의 저감 목표를 새롭게 설정하였음. 또한 석탄화력발전, 친환경차 대책 등 기존 정책이 강화된 측면이 있으며 항만 미세먼지 저감, 농촌지역의 배출 저감 및 고농도 시즌에 시행되는 대책 등 범부처 차원의 새로운 대책이 추가되었음 ㅇ 지역 특성에 맞는 권역별 미세먼지 기본계획 수립이 진행되는 등 지역별 배출 현황 및 영향 특성에 맞춘 정부 정책이 추진되고 있음. 이를 위해 지역 특성의 원인 규명과 과학적 기반에 근거한 정책수단 도출이 매우 중요한 사안임 Ⅲ. 미세먼지 관련 최근 연구성과 분석 1. 최근 미세먼지 정책에 기여한 과학적 연구성과 ? 미세먼지의 주요 원인은 계절별로 차이가 있음 ㅇ 겨울철에는 주로 장거리 이동에 의한 영향이 크며 봄, 초여름에는 광화학적 2차 생성 등 국내 배출원의 기여가 상대적으로 큼 - 한미공동조사(KORUS-AQ) 결과 5~6월의 미세먼지 생성의 75% 이상은 2차 생성에 의한 것으로 규명됨 - 그러나 고농도 시기에도 국내의 영향이 뚜렷이 있음을 확인하였음 ? VOC 및 HAPs의 종합적 관리 및 저감이 시급함 ㅇ 또한 최근 연구 결과 수도권의 질산화물(NOx) 배출량이 저평가된 것으로 추정되며 관측 결과 방향족 탄화수소를 포함한 휘발성 유기화합물질(VOC)의 배출량 일부는 실제의 약 1/3로 저평가된 것으로 알려져 이에 대한 정확한 실태 조사와 저감 대책이 시급한 것으로 판단됨 - 추가적으로 고농도 대기 유해화학물질(HAPs)이 관측되어 주요 산업단지 등의 미세먼지 대책과 더불어 환경보건 측면의 대책이 필요함 - 전국 대형사업장의 실시간 모니터링뿐 아니라 전국 국가 산업단지와 중소사업장에 대한 체계적 감시와 관리, 저감시설 설치의 중장기적 지원과 관리가 중요함 ? 미세먼지 및 전구물질의 총량적 저감 필요성에 대한 과학적 근거가 있음 ㅇ 최근 국내외 연구 결과 우리나라를 포함한 동아시아의 미세먼지 및 전구물질 배출이 기상학적으로 혼합고도를 낮추는 등 생활환경의 미세먼지 농도를 악화시키는 결과를 초래하는(aerosol indirect effect) 과학적 증거가 도출됨. 따라서 동아시아에서 미세먼지와 전구물질의 감소는 매우 분명한 목표가 되어야 함


Despite the government’s long-term policies to improve air quality, the concentrations of particulate matter (PM) have not improved in the 2010s. In particular, the highest PM2.5 levels were recorded in March 2019, causing social concerns. In addition, the PM2.5 concentrations in the particularly polluted seasons (fall and winter) are around 30μg/m3. This requires special measures to reduce pollution. This project aimed to suggest a comprehensive national policy through “integrated management” that takes into account not only air quality but also economic, social, and regional factors. Since 2017, the government has strengthened PM policy and has augmented existing policy measures. In particular, a 2019 amendment to the Atmospheric Environment Conservation Act made it mandatory to supply air cleaners to improve indoor air quality in schools, subway stations, and children’s facilities, and to promote the use of LNG vehicles. Additional strengthened measures included the reduced operation of coal power plants during the high concentration seasons and restrictions on the operation of high-emitting vehicles. In cooperation with the Ministry of Agriculture, Food and Rural Affairs and the Ministry of Maritime Affairs and Fisheries, a plan to reduce PM in the agricultural and livestock sectors has recently been established. In addition, the Ministry of Environment is promoting regionally-specified basic PM plans based on regional characteristics in 2020. However, to prepare such regional plans, it is necessary to assess the scientific efforts of the PM monitoring network that comprehensive measures and manages various PM precursors to identify the exact cause of the secondary PM production. To deal with PM pollution at the local level, this study analyzed the causes of pollution in southern Gyeonggi regions (Anseong and Icheon city, etc.), where PM2.5 levels were severe. The investigation over Anseong, Icheon, etc. showed that ammonia is likely to be the main agent of secondary PM production in the southern Gyeonggi area. Precise observations outside the major urban areas (e.g., rural areas, inland industrial areas, coastal industrial areas, etc.) are also essential. Thus, identifying the main contributors of the regional PM pollution and implementing reliable and effective policy measures will be the first step in dealing with the local PM pollution. The government’s PM mitigation policy should be based on scientific facts. Thus this study summarizes recent important scientific findings as follows. - Transboundary transport of PM pollution is a relatively large contributor in the pollution seasons (winter and spring). However, it is necessary to effectively implement strengthened policies in the pollution seasons as there are also various domestic contributions from the agricultural and livestock sectors and from industry and coal power generation. Ultimately, however, more reductions are required regardless of season. - Secondary PM production is higher in May and June. This reveals that the reduction of PM precursors (NOx, SOx, VOCs, etc.) among domestic sources can be relatively effective. - Currently, the government’s countermeasures focus mainly on the reduction of nitrates and sulfur oxides in the coal-fired power sector and transportation sector. It has been found that the planetary boundary layer is lower due to fine dust and precursor emissions. That means PM concentrations can be higher near the surface. Therefore, it is desirable to implement policies to reduce total PM and its precursors emissions nationwide. The study also conducted a calculation of emissions’ contributions (nine emissions categories) to regional PM concentrations in eight regions across the country. We expect that these quantitative results can be applied to research to more accurately discuss the economic costs of the sources of air pollution and the environmental value of PM policy. This interdisciplinary research is meaningful in deriving and utilizing research results that conform to broader environmental concepts (sustainability, comprehensive land and environment planning, etc.). The main results are as follows. - Based on the emission amounts, PM2.5 and its precursors (PM2.5, SOx, NOx, VOC) had the highest contributions in the Yeongnam region, but the estimates of emissions’ contributions to regional PM concentrations showed that the Chungcheong (27%) province and metropolitan areas (26%) recorded the highest contributions (2016). This means that emission inventories alone have limitations in effective policy prioritization. - The main contributors to annual average PM concentrations by sector as follows: industry (25%), manure and fertilizer use (24%), road transportation (20%), non-road transportation (13%), and power generation (7%). These are followed by commercial and domestic combustion (4%), others (4%), and agricultural and livestock activities. - Public trust in government information and policies is gradually increasing. However, our survey showed that the public believes that PM concentration levels and their effects are more severe than the observations. Public still remains highly sensitive to the damage caused by PM pollution. More active communication about government policies must be an important issue. Therefore, the prompt and accurate delivery of information based on scientific facts and the development of appropriate policy measures and sufficient communication among stakeholders including local governments and policy beneficiaries, are very critical. Finally, the reduction of volatile organic compounds (VOCs) is insufficient, given the current state of technology under development. The reduction of VOCs in Korea is critical not only to mitigating secondary PM production but also air quality policies for ozone (O3) reduction.
