Abstract
Ⅰ. 연구의 배경 및 목적 1. 연구 배경 ? 1급 발암물질로 분류되는 미세먼지 관리를 위하여 중앙정부 및 지자체 차원에서의 다양한 정책이 마련되고 있음 ㅇ 이와 관련하여 중앙정부 차원에서는 2019년 11월 미세먼지특별대책위원회, 국가기후환경회의에서 미세먼지 고농도 계절(12~3월) 동안 국내 미세먼지 20% 감축을 목표로, 석탄발전소 최대 27기의 가동을 중단하고 5등급 차량의 운행제한 등 미세먼지 계절관리제라는 고강도 대책을 발표함 ? 우리나라 미세먼지 요인이 되는 국내 주요 배출원은 전국 또는 지자체별로 다르게 나타남 ㅇ 전국의 경우 사업장이 38%를 차지하여 가장 큰 1순위 배출원이고, 뒤를 이어 건설기계, 선박 등이 16%, 발전소가 15%를 차지하는 것으로 나타남 ㅇ 부산, 울산과 같은 항만도시의 경우는 선박 기인 미세먼지의 영향이, 충청남도의 경우는 석탄발전소 기인 미세먼지의 영향이 크게 나타나는 등 지역별 배출특성에 따른 미세먼지 기여도가 다르게 나타남 ? 이처럼 지자체별로 미세먼지 요인이 되는 배출원의 성격이 다르나 정부 차원에서 추진해온 미세먼지 관리를 위한 정책은 석탄발전소와 경유 차량의 관리에 치우쳐 지자체별 배출 특성을 고려한 대기오염관리 방안이 부족한 실정임 ㅇ 이와 관련하여 2019년 6월 해양수산부는 상대적으로 미세먼지 관리 대책이 부족한 항만·선박 분야에 관한 미세먼지 저감 강화 방안을 마련하기도 하였음 2. 연구 목적 ? 본 연구에서는 주요 미세먼지 요인이 되는 배출원별(중분류 수준) 미세먼지 기여도 평가를 통하여 지역별 배출원의 특성을 고려할 수 있는 미세먼지 전환율 자료를 제공하고자 함 ㅇ 당해 연도는 선박 및 석탄, LNG 발전시설의 미세먼지 기여도 평가 및 미세먼지 전환율(배출물질 1톤이 생성하는 PM2.5 농도) 자료를 제공 ㅇ 해당 배출원의 관리가 필요한 지자체, 관계기관 등에서 배출량 저감을 통해 변화되는 미세먼지 농도를 정량적으로 산정할 수 있을 뿐만 아니라 미세먼지 관리대책 수립 시 유용하게 활용할 수 있도록 하고자 함 Ⅱ. 선박의 미세먼지 기여도 산정 ? 전국 선박의 미세먼지 기여도를 산정하고, 선박 주요 배출물질별(NOx, SOx, PM2.5) 미세먼지 기여도를 산정 ? 국내 선박으로 인한 미세먼지 기여농도는 연평균 0.57㎍/㎥로 나타남 ㅇ 선박의 미세먼지 기여농도는 국내 미세먼지 연평균 농도 26㎍/㎥의 약 2%에 해당 ㅇ 전국 석탄발전소 연평균 기여농도 0.51㎍/㎥과 유사한 영향으로 해상 배출원인 선박 외에 화물 취급 장비, 철도기관차, 화물자동차 등 육상 배출원까지 포함하여 항만의 영향을 고려한다면 미세먼지 기여도는 이보다 크게 나타날 것으로 예상됨 ? 국내 제1의 항구도시 부산의 경우 부산지역 선박 배출량의 지자체별 미세먼지 기여도를 살펴본 결과 부산 자체에 미치는 기여농도가 연평균 0.97㎍/㎥로 나타남 ㅇ 이는 전국 선박으로 인해 부산지역이 받는 영향 1.39㎍/㎥의 약 65%로, 자체 영향이 절반 이상으로 매우 크게 나타남을 확인할 수 있음


Ⅰ. Background and Aims of Research 1. Background ? In order to manage fine particulate matter, a class 1 carcinogen, various policies are being prepared by the governments. ㅇ The Special Committee for Fine Dust Reduction and the National Council on Climate & Air Quality announced a set of policy measures to confront pollution issues in November 2019. Diesel cars classified as grade 5 will be banned and a maximum of 27 coal-fueled power plants would be deactivated from December to March when fine particulate matter usually worsens in order to curtail air pollution by more than 20%. ? The main sources of fine particulate matter in Korea vary at a national or regional level. ㅇ In the case of national air pollutant emissions, industrial facilities account for 38% of the national emissions, the largest number, followed by construction machinery and shipping at 16%, and power plants 15%. ㅇ In the case of port cities such as Busan and Ulsan, the impact of fine particulate matter caused by shipping is large. In the case of Chungcheongnam-do, the effect of fine particulate matter from the operation of coal power plants is relatively large. ? As such, the characteristics of the emission sources that cause fine particulate matter are different for each municipality. However, the fine particulate matter management policy promoted by the government is focused on the management of coal power plants and diesel vehicles. ㅇ In June 2019, the Ministry of Oceans and Fisheries prepared measures to strengthen fine particulate matter reduction in the port and shipping sectors, which are relatively lacking in fine particulate matter management. 2. Aims ? The purpose of this study is to evaluate the contribution of each major source to PM2.5 concentrations (medium classification level). Through this, we will continue to provide PM2.5 conversion rate data that can take into consideration the characteristics of regional sources. ㅇ Throughout the year, we will evaluate contribution of shipping, coal and LNG power plants to PM2.5 concentrations, and calculate the conversion rates of PM2.5(PM2.5 concentrations generated by a ton of air pollutants). ㅇ In addition, local governments and related institutions that need to manage the emission sources can quantitatively estimate the change in the PM2.5 concentrations due to emission reduction, and this will be useful for establishing PM2.5 management measures. Ⅱ. Estimating Contributions of Ship Emissions to the PM2.5 Concentrations ?The contributions of domestic shipping emission sources to PM2.5 concentrations were calculated, and the contributions of each major ship-source pollutant were also calculated (NOx, SOx, PM2.5). ?The annual contributions of domestic shipping emissions to PM2.5 concentrations were was 0.57㎍/㎥. ㅇ Contributions of ship sources to PM2.5 concentrations account for about 2% of Korea's annual mean PM2.5 concentrations (26㎍/㎥). ㅇ This is similar to the contributions of emissions from coal power plants to annual mean PM2.5 (0.51㎍/㎥). In addition to ships, contributions are expected to be even greater if we consider land emission sources such as cargo handling equipment, railroad locomotives, and lorries. ? In this study, we investigated the contributions of ship emissions to PM2.5 concentrations in Busan, a major port city in Korea, and the self-concentrations of the city to the annual mean PM2.5 concentrations were 0.97㎍/㎥. ㅇ This is about 65% of the ship emissions of the entire nation (1.39㎍/㎥), showing self-contributions account for more than half the total.
