Abstract
Ⅰ. Background and Aims of Research 1. Background ? Social issues ㅇ Concerns about urban noise pollution associated with collective energy supply - Noise complaints related to turbine operation and capacity expansion of combined heat and power equipment ㅇ Noise damage due to expansion of installation promotion of combined heat and power facilities near demand areas ? Necessity of the research ㅇ Setting a policy agenda: solving the problem of residential noise near cogeneration facilities ㅇ Concerns about underestimation when assessing the noise environmental impact of the surrounding residential area ㅇ Necessary to strengthen management measures for the noise effect during the operation of a cogeneration facility 2. Research objectives ? To improve the prediction and evaluation method for the noise effect in the surrounding quiet area ㅇ Used when predicting and evaluating the noise impact of energy power generation facilities subject to environmental impact assessment ? To present a draft noise management policy for the operation of a combined heat and power facility ㅇ Used for post-environmental impact assessment and noise monitoring 3. Research target and content ? Research target ㅇ Newly constructed and pre-existing urban combined heat and power plants ? Main research content ㅇ Survey on the current state of noise management policies for domestic and overseas cogeneration facilities (Chapter 2) ㅇ Noise survey and the diagnosis of the problems (Chapter 3) ㅇ Solving the noise problem associated with the urban combined heat and power plants and proposing feasible policy measures (Chapter 4) Ⅱ. Survey on the Current State of Noise Management Policies for Combined Heat and Power Facilities in Korea and Other Countries 1. Domestic status (in Korea) ? (Environmental Impact Assessment Act, Article 22) Environmental impact assessment of energy source development projects ㅇForecasting the noise effects associated with the operation of the cogeneration facility and evaluating the reduction plan ㅇ Necessary to set the target standards for noise management in the quiet area during operation - Standards for the control of living noise (other business establishments) under the Noise and Vibration Control Act -Environmental (Noise) standards under the Framework Act on Environmental Policy ?(Environmental Impact Assessment Act, Article 36) Post-construction environmental impact survey ㅇ Survey of noise impacts on the adjacent quiet area and implementation status of reduction measures, etc. 2. Australia, Noise Policy for Industry (NSW EPA, 2017) ㅇ Project intrusiveness noise level - The level of noise from source, measured over a 15-minute period, should not exceed the background noise level by more than 5 dB ? Background noise (Rating Background Level) + 5dB or less - Seeks to limit the degree of the change a new noise source introduces to the existing environment ㅇ Amenity noise level - Maintaining the appropriate noise level for each city ? Regulation of the acceptable noise level for each land use area Ⅲ.?Survey of the Noise Effects and the Diagnosis of the Problems 1. Current status of environmental noise impact assessment for combined heat and power plants and the diagnosis of the major problems ?
