재난재해 부문 기후변화 적응대책 우선순위 분석 : AHP와 ANP 방법론을 이용하여

Abstract

최근 국제적인 기후변화 적응의 흐름은 물리적인 영향에 따른 대응에서 사회적 영향 및 지역단위의 적응으로 확대 되고 있다. 기후변화 적응과 재난재해 간에는 유의한 인과관계를 형성하여 실제 갑작스러운 재난재해 발생의 주원인은 기후변화로 평가받고 있다. 이에 본 연구의 목적은 재난재해 기후변화 적응대책들의 우선순위를 규명하여 현재 시행중인 기후변화 적응대책의 중요도를 심도 있게 검토하는데 있다. 또한 재난재해 기후변화 적응대책의 우선순위를 도출하기 위해 AHP와 ANP 방법론을 활용하여 비교분석 하여 향후 기후변화 적응능력 향상을 위해 정책적으로 적응대책을 선택함에 있어 대응성을 높이기 위한 이론적 근거를 제시하는데 의의가 있다. 기후변화 적응대책 우선순위 분석결과 방법론에 따라 중요도 및 우선순위는 상이하게 나타났다. 적응대책간 상호관계를 고려하지 않을 경우 현실적 측면이 반영된 사후대책 마련을 요하는 것을 확인하였고, 상호관계를 고려할 경우 사전·사후 대책간 시너지 효과를 줄 수 있는 정책마련이 필요함을 확인하였다. 이에 기후변화 적응대책 수립 시 상호관계를 고려할 경우 재난재해에 대한 사전·사후 대책 마련에 적절할 것이라 판단되며, 본 연구결과가 향후 정책입안자 또는 의사결정자들이 기후변화적응대책 수립시 참고할 만한 유용한 기초자료로 활용될 것으로 기대된다. Efforts toward international climate change adaptation have experienced recent expansion recently expanded, ― from responding to physical stimuli to adapting to social influences and local units. Climate change is the leading cause of unexpected disasters and constitutes the most significant causal relationship between adaptation and disasters. The study aims to conduct an in-depth examination into the importance of adaptation measures currently being implemented by setting priorities for disasters and climate change adaptation measures. This research is also significant because it suggests a theoretical basis for enhancing responsiveness in selecting policy adaptation measures to improve climate change adaptation through comparative analysis, using AHP and ANP methodologies to prioritize disaster and adaptation measures. The analysis of adaptation measures revealed that importance and priority differed between AHP and ANP methodologies. The need to provide a countermeasure was confirmed, reflecting realistic aspects when a mutual relationship is considered. It is also necessary to establish policies to engender a synergistic effect between pre and post-measures when the opposite occurs. Therefore, it would be considered appropriate to prepare pre and post-measures for disasters, bearing in mind the mutual relationship in establishing adaptation measures. The study’s results are expected to be applied as useful, primary data for policy or decision-makers to consult when they establish climate change adaptation measures.
