환경영향평가 체계 개선 중장기 연구과제 도출

Abstract

Ⅰ. 연구목적 ㅇ급변하는 환경 및 사회 패러다임의 변화에 부응할 수 있는 환경평가제도의 정착이 시급함. 본 연구는 환경평가제도의 기본목표와 원칙에 부합하면서, 기후위기 및 탄소중립 등 새로운 환경현안을 해결할 수 있는 전향적인 전환을 제안하고자 함 ㅇ본 연구에서는 1) 뉴노멀 시대에 적합한 환경평가제도의 미래방향을 설정하고, 목표 지향적 전략을 수립하며, 2) 환경평가제도의 전략에 따른 중장기적 연구과제를 도출하고자 함 Ⅱ. 환경평가제도의 발전전략 ？ 환경평가의 미래방향 ㅇ기후위기 및 생물다양성 손실과 관련된 급속한 환경변화가 발생하고 있으며, 경제체제는 지속가능발전을 위한 의사결정과 여러 면에서 충돌하고 있음. 더불어 4차 산업혁명에 따른 기술혁신에 대한 적응이 미래 환경평가의 중요한 과제로 인식됨 ㅇ지구 규모에서 발생하는 환경문제 해결, 환경평가의 긍정적 발전을 위해 다음의 미래방향을 제안함 1) 지속가능발전에 대한 사회적 이해를 기반으로 SDGs와 환경평가목표의 통합 2) 기후위기 등 핵심문제에 대한 환경평가의 명확한 목표 설정과 제도 정비 3) 평가과정(절차)보다는 성과 중심으로 환경평가의 효과 판단 4) 지역주민에 대한 사회영향평가의 중요성 확대(공동체 중심의 환경평가로 전환) 5)단위사업의 환경평가에서 누적영향평가 체계로의 전환(국가 간 행성자원 인식 및 환경정책의 공유) 6) 환경평가의 디지털 전환 등 4차 산업 기반 이행 기술의 개발 ㅇ기존 환경평가에서는 절차의 공정성 및 결과의 신뢰성 확보를 추구하였는데, 이번 환경평가에서는 이를 토대로 환경평가의 기본원칙에 부합하는 동시에 기후위기 해결, 지속가능발전 목표 추구, 4차 산업에 대한 적용 등을 고려한 전략을 수립 ㅇ‘뉴노멀 시대의 환경평가제도 목표 확대’를 목표(비전)로 제안하며, 이에 따라 다음과 같은 4대 핵심전략과 세부전략(9가지)을 도출함 전략 1) 환경평가제도 역할 고도화: 환경평가의 공정성 및 신뢰성 증대를 위한 전략 전략 2) 기후위기 대응을 위한 탄소중립 이행: 기후부문 환경평가 개선과 녹색갈등 해소 전략 3) 전략환경평가의 전략적 도약: 지속가능발전 목표를 위한 전략환경평가 개선 전략 4) 디지털 환경영향평가로의 전환: 디지털 및 신기술 기반의 거버넌스 체계 구축 Ⅲ. 환경평가제도의 중장기 연구과제 ㅇ 본 연구의 주요 결과로 4대 핵심전략과 9가지 세부전략의 목표를 달성하기 위한 중장기 연구과제를 도출하고, 과제별로 필요성과 추진방안을 요약함. 나아가 전략별로 환경평가의 현안, 중요성, 실현 가능성 등을 고려하여 연구과제 로드맵을 도출함(중장기 연구과제의 목적과 추진계획은 제4장 중장기 로드맵 참조)

Ⅰ. Background and Aims of Research ？The rapid environmental and social paradigm shifts present both an enormous challenge and tremendous opportunities for the environmental assessment system. This study is intended to provide forward-looking transition to solve new environmental issues such as the climate crisis and carbon neutrality, while meeting the principles of the environmental assessment system. ？This study aims to provide the future direction and derive mid-to-long-term research for the environmental assessment system suitable for the New Normal era.
