Abstract
1. Title Research on establishment of criteria for noise induced by military airplane 2. Research Period 2002. 4. 1~2002. 9. 30 3. Purpose and importance The number of public resentment due to noise induced by military installation as awareness of the peaceful life-style's importance han improved. The airplane noise around military air base is especially the subject that major public resentment. Therefore it is necessary to establish the reasonable criteria or standards to manage the noise around the air base. As we urgently needed to legislate ?noise regulation act? to keep good relationship between citizen and military, but the legislation has not been set up because of particular and special nature in diverse military activities. The purpose of the research is to provide fundamental materials to legislate regulation or law for noise management and to set up protection plan for citizen in mid and long term. 4. Airplane noise management situation - Domestic and Foreign case 4.1 Domestic situation According to Korea ?Airplane noise act?, noise-control measure areas for private airplane consist of 3 classes-class 1 area , class 2 area and class 3 area -based on the degree of noise. The class 3 area is divided into 2 subclasses. - KA(가) area and NA(나) area - The criteria(or standard) for noise-control measure areas based on the level of WECPNL as follow; ? class 1 area : ≥ 95 ? class 2 area : 90 ≤ WECPNL〈 95 ? class 3 area : KA(가) 85 ≤ WECPNL 〈 90 : NA(나) 80 ≤ WECPNL 〈 85 Noise-control measures are different depending on class level. Among people who live in class 1 area, counterplan for migration is provided if they want to move out. The measures for the class 2 and 3 is to install sound proof facilities. In addition, counter measure for TV-receiving problem and public aid facilities should be provided in all areas where the noise-control measures are planned or conducted. It is also required that the air-conditioning facilities should be supported to schools that have soundproof facilities installed. 4.2 Foreign situation The criteria of airplane noise evaluation in developed countries are different. According to the level of WECPNL(using the equation of ), most developed countries's criteria are much more restrict than that of Korea. The level of WECPNL in criteria are shown as follow ; ? Australia : 64 ≤ WECPNL 〈 69 ? Canada : 70 ≤ WECPNL 〈 81 ? Denmark : 64 ≤ WECPNL 〈 69 ? France : 68 ≤ WECPNL 〈 80 ? Japan : 70 ≤ WECPNL 〈 85 ? Norway : 68 ≤ WECPNL 〈 78 ? USA : 75 ≤ WECPNL 〈 85 5. Establishment of criteria for military airplane noise 5.1 Direction Although the identical application of the regulation for the private airplane criteria to military airplane would be the most idle, if may have problems in its efficiency because of other issues such as agreement among stations and budget scale. Because present Korea regulation private plane is also more strict than those in developed countries, application of relaxed criteria than private plane's noise regulation may cause another argument. Considering Korea's economic and social situation, two tentative criteria propositions, A & B, are proposed. 5.2 Tentative criteria propositions Proposition A is based on the private airplane regulation. The level of WECPNL in proposition A has been increased 5 degree compared with the criteria in private airplane noise. Each criteria for areas is presented as follow: ? class 1 area : WECPNL ≥ 100 ? class 2 area : 95 ≤ WECPNL 〈 100 ? class 3 area : 85 ≤ WECPNL 〈 95 Proposition B is the one that equals to the all regulation in the private airplane's noise criteria. Counterplans for noise induced by military airplanes are same in both proposition A and B. The counterplan for class 1 area include the migration of th local residence. The counterplans for class 2 area include followings : ① Prohibit the additional constructions for houses, hospital nursing and health-care facilities, schools and other architectures needed to be protected. ② Install of soundproof facilities for architectures being present when those are planned to improve and/or conduct additional constructions. ③ Provide all possible facilities and supports to improve the quality of resident's life such a TV-receiving aid plan. The counterplans for class 3 area include following : ① Install of soundproof facilities for all architectures. ② Provide all possible facilities and supports to improve the quality of resident's life such a TV-receiving aid plan. 5.3 Conprehensive review of the propositions As we consider the view point of the residents around airbases, proposition B is seems to be better than proposition A. However, proposition B has revalidate problems in the size of budget(finance/expense), legal effectiveness and slow progress in implementation. While proposition B has some shortcoming, proposition A is regarded the plan that considers and solves the problems in practical way. The goal of proposition A is much more realistic by reflecting the problems mentioned earlier. Although proposition A is better one, it may confront other problem caused by disagreement of residents who object to application of relaxed criteria on noise induced by military airplanes. Therefore the final decision should be drew by Ministry of Defense according to process to review the results of 'survey on Airbase/fire range noise', budget plan, public hearing for the merits and defects of proposition A and B presented by this study, and adequate discussion among related government stations. The most important step is to reveal the priority in decision-making to establish the criteria.
