dc.description.abstract These days, it is apparent that people increasingly consider rivers as, not only as subjects of irrigation and flood control, but as an environment which should be well maintained along with the human beings. One such example is development of technologies for recovering river functions. These technologies focus on rivers' ecological functions including the recovery of the functions, in regard to the consolidation and management of rivers. A part of such movement is the significant stress placed on minimizing the environmental impact during various river and dam projects and on recovery of the already damaged ecosystems. One of the representative projects is installation of the fish ways. In case of Korea, all 216 fish ways - mainly fish ladder or baffled channel types that are mostly located in Gangwon-do (province) - were installed around the country up until 2000. However, no fish ways are installed in some provinces such as Chungcheongbuk-do, and even for those which have been already constructed, only a few are well-installed.  Ever since 2000, more fish ways have been installed as the installation of the fish ways became mandatory at reservoirs in accordance with the revisions made in the Fisheries Resources Protection Decree. The fish ways have never been evaluated after their construction, since there are no experts, design standards, or experiences on fish way installation at this point. Also, fish way installers often modified cases from abroad without understanding the actual principle. Against this backdrop, the objective of this study is to identify the relevant problems and suggest improvement schemes for installation and management of the fish ways. The Chapter 2 deals with general issues for understanding of fish ways: the history on how the concept of fish ways have developed so far; recent studies; purposes for installation; relevant laws and regulations in Korea; design conditions and considerations; and types of fish ways. We have stressed, in particular, the fish way types in regard to the classification, description, selection, and comparison of advantages and disadvantages. The Chapter 3 is focused on the status of fish ways at dams for all four major rivers in Korea (i.e. Hangang, Nakdonggang, Geumgang, and Seomjingang). First, the water systems are classified, key facilities including dams for each system are identified, and each of them are investigated based on existence and type of the fish way(s). The Chapter 4 introduces the data mainly focusing on countries like USA and Japan. For USA, the investigation focused on the two river systems adjacent to the northwest coast and the east coast respectively. The last chapter summarizes the problems with the existing fish ways and introduces some of the general measures to solve them for formulating schemes for improving fish ways in Korea. Then, different schemes are reviewed for efficient installation and management of the fish ways. Types of fish ways most widely constructed in Korea are fish ladders, ice-harbors, modified vertical slots, and baffled channels. Analyzing their current status proved that the fish ways are used not only by profitable fishes (e.g. salmon, sweetfish), but also by all other living organism in the river, such as Chinese mitten crabs, oriental river shrimps, melanian snails, and dragonfly larvae. It was found that the users move through the fish ways from the early March, when the water temperature rises to approx. 10℃, to late November, when it falls below 10℃. The investigation, furthermore, revealed that the fish ways are often used when fry spread away from their mothers and when fish come back upstream after being swept away by floods, as well as when they move upstream for spawning. Ice-harbor fish ways with slope below 1/20, in particular, were used, regardless of their power in jumping and swimming, by all fishes living in the rivers, including very small ones such as common minnows 17 mm and Coreoperca kawamebari (scientific name) 20 mm in length. Full-face fish ways made of stones, however, were found difficult for fish to use due to their lack of water flow. Also the current status of fish ways in other countries were surveyed. In Japan, they have installed fish-ladders, vertical-slots, ice-harbors, full-faces, and artificial-channel fish ways, mainly for profitable fishes such as sweetfish, trouts, and eels. Recently, however, they are constructing fish ways for preservation of ecological environment. In USA, they have also installed fish-ladders, vertical-slots, ice-harbors, and artificial channel fish ways, mainly for salmons. They are now also constructing fish ways for preservation of ecological environment. Those installed in Canada (45% of the Denil type) are mostly for salmons and large migratory fish. In case of Europe, although the fish ways were often not fully functional due to wrong design and location, after establishing the fish way design principles, they have constructed fish ways mostly of the natural channel type. In regard to the fish ways installed in Korea, there are problems in managing the downstream scour, drifting logs (or wastes), fishing, and keeping them closed. Such problems often block the fish ways with deposits and wastes, and thus disturb the fish passing through or moving upstream. For technological problems, on the other hand, the locations are not well selected. Fish ways, for example, are sometimes installed at the center, although they should be installed at the left and/or right of the reservoirs. Even if a fish way type should be selected according to the characteristics of the river or reservoir, the existing one is often maintained without any change. Fish ways are frequently constructed, without any expert's advice, on the basis of the engineer's imagination. The slope is often ruled below 1/10, furthermore, although it should be below 1/20 at most. It is necessary for improvement of such problems, to establish and implement management methods and frequencies. Also, fishing village cooperatives, local authorities, and civil organizations should be designated as main bodies in managing fish ways and restricting fishing, and to perform regular training for designers, constructors, and managers in order to enhance the efficiency and continuity of management. It is also necessary to prevent installation of unclear or uncertain fish ways by preparing standard drawings by fish types and distributing them to every local authority and national organization. Relevant design and construction, in addition, should be properly conducted to the appropriate roles, through revision of fish way design standards and instructions included in the river and dam design standards. After installation, furthermore, fish ways should be verified by continued monitoring, and thereby calibrated and corrected. Such efforts will significantly facilitate the development of fish ways which conforms to local characteristics of each area. -

dc.description.bibliographicalintroduction 최근에 들어와 하천을 이수와 치수의 대상으로 보는 시각에서 벗어나 인간과 더불 어 생태적으로 건전하게 관리해야 할 대상으로 인식하는 경향이 뚜렷하게 나타나고 있다. 이를 반영하는 것이 최근 활발히 논의되고 있는 하천기능 복원기술의 개발이다. 이는 하천정비나 관리에 있어서 하천의 생태적 기능에 초점을 맞추는 것으로 하천의 생태환경기능의 회복을 포함하고 있다. 이러한 움직임 속에 각종 하천 및 댐관련 사 업시 환경에 미치는 영향의 최소화 및 기존에 훼손된 생태계의 복구가 크게 부각되고 있으며 대표적인 사업이 어도설치 사업이다. 우리나라 어도의 경우, 2000년 까지는 전 국적으로 총216개가 설치되어 있으며, 계단식과 도벽식이 가장 많고 강원도에 주로 설치되어 있다. 그러나 충청북도와 같이 어도가 아예 시공되지 않은 곳도 있고 제대 로 된 어도도 그리 많지 않다. 2000년 이후,수산자원 보호령의 개정 이후 보에 어도 설치가 의무화되어 어도를 시공하는 사례가 많아지기는 하였으나, 어도 전문가가 없 고 어도 설계지침이 없으며 또한, 설계경험이 전무하여 어도 시공 후 평가를 할 기회 가 없었으며, 원리를 이해하지 못하고 외국의 사례를 변형하는 사례가 많았다. 본 연구에서는 국내외 어도 설치 사례분석을 통해 문제점을 도출하고 설치 및 관리 개선방안을 제안하는데 있다. 연구내용으로 2장에서는『어도에 관한 일반고찰』부터 다루기로 한다. 어도라는 개념이 어떻게 발전되어 왔는지에 관한 역사 및 근래의 연 구사례와 더불어 어도의 필요성과 설치목적, 어도 관련 국내 법률, 어도 설계 조건 및 고려사항, 어도의 형식 등 비교적 일반적인 어도에 대한 이해를 돕고자 하였다. 특히 어도 형식에 관한 부분을 그 분류 및 설명에서부터, 형식의 선정, 장단점 비교 등으로 중점을 두었다. 제3장 『국내 어도시설물 실태』에서는 국내 하천댐의 어도시 설 현황을 한강, 낙동강, 금강, 섬진강을 포함하는 4대강 전반에 걸쳐서 전반적으로 다룬다. 여기서는 각 수계를 분류하고 해당 수계에 대한 주요 시설물의 위치를 확인 한 후 댐을 포함한 각 시설물의 현황을 어도의 유무와 그 종류를 중심으로 살펴보았 다. 제4장 『외국의 어도시설물 사례』에서는 미국과 일본을 위주로 자료를 정리하여 소개한다. 미국의 경우 서북부지역 해안에 인접한 하천수계와 동부지역 해안 인접 하 천수계를 중심으로 조사하였으며 일본의 경우는 주요 댐을 대상으로 설치한 어도를 소개하므로 물선진국가의 어도 현황과 관련, 그 시사점을 도출해 보고자 하였다. 마지 막 장에서는 국내 어도는 어떻게 개선해야 하는지 그 방안을 모색하기 위해 먼저, 기 존어도의 문제점 및 이를 극복할 수 있는 일반적인 대책을 정리해보았고, 다음으로 효율적 어도설치 및 관리개선 방안을 검토 하였다. 우리나라에 가장 많이 시공되고 있는 어도는 계단식 어도와 아이스하버(Ice -harbor)식 어도, 변형버티칼슬롯(Vertical slot)식 어도, 도벽식 어도들이며 이들 어도 의 이용현황을 분석하여 보면, 지금까지 알려진 것과는 달리 연어나 은어 같은 경제 성 어종외에도 하천에 서식하는 모든 어종이 어도를 이용하는 것으로 조사되었다. 또 한 물고기 외에 참게, 징거미새우, 다슬기, 잠자리 유충 같은 수서곤충들도 어도를 이 용하는 것으로 나타났다. 어도의 이용 시기도 3월초 수온이 섭씨 10도 정도로 상승하 기 시작할 때부터 11월말 수온이 섭씨 10도 이하로 내려갈 때까지 물고기가 이동하는 것으로 나타났고, 물고기가 산란을 위하여 주로 이용하는 것이 아니라 치어들이 어미 곁을 떠나 분산할 때, 홍수로 떠내려간 어류가 상류로 돌아갈 때도 많이 이용하는 것 으로 조사되었다. 특히 경사도 1:20의 아이스하버식 어도는 하천에 서식하는 모든 어 종이 어도를 이용하고, 도약력과 유영력에 관계없이 모든 어종이 이용하는 것으로 조 사되었으며, 17mm의 작은 피라미와 20mm의 꺽저기 등 아주 작은 물고기도 어도를 잘 이용하였다. 그러나 돌로 시공된 전면어도는 유량이 부족하여 물고기가 이용하기 어려운 것으로 나타났다. 외국의 어도 현황을 살펴보면 일본의 경우, 계단식 버티칼슬롯식, 아이스하버식, 전 면식, 인공하도식 어도가 있으며, 은어, 송어, 뱀장어 등 경제성 어종을 중심으로 설치 하였으나 현재에는 생태환경보전 어도로 건설 중이다. 미국은 계단식, 버티칼슬롯식, 아이스하버식, 인공하도식 등이 설치되어 있으며, 연어를 대상으로 하는 어도가 대부 분이었으나 일본과 같이 경제성 우선어도에서 현재는 생태환경보전어도로 설치 중이 다. 캐나다에 설치된 어도는 대부분 대형 회유어인 연어를 대상으로 하고 있으며 데 닐식이 약45%로 가장 많이 설치되어 있다. 유럽의 경우는, 예전에는 어도설계 및 위 치 선정에서 제 기능을 충분히 발휘하지 못하는 경우가 많았으나, 어도설계 원칙 들 을 만든 후에는 자연형 수로식 어도 등이 주류를 이루고 있다. 국내 하천에 설치되어 있는 어도의 관리적인 문제점은 하류세굴, 유목(쓰레기),어 로행위 및 설치한 어도를 열지 않는 등의 시공 후 관리가 제대로 되지 않고 있다는 점이다. 따라서 하구 둑에서는 물고기가 소상을 못하여 산란을 하지 못하며 하천의 어도는 퇴적물과 쓰레기로 인하여 막혀 어류의 소통이 원활하게 이루어지지 못하는 경우가 발생한다. 기술적인 문제점의 경우, 어도의 위치는 유속을 고려하여 보의 좌, 우에 설치하여야 함에도 불구하고 중간에 설치하는 등 어도 위치가 좋지 않은 점을 들 수 있었다. 어도 형식은 하천 및 보 특성에 맞게 설치하여야 하나 기존에 어도가 설치되어 있는 것을 그대로 따라서 설치하는 경우가 다반사이며 전문가의 자문 없이 기술자의 상상에 의하여 건설되는 경우도 상당히 발생하고 있다. 뿐만 아니라 어도의 경사도는 경사를 적어도 1/20으로 시공해야 적정함에도 불구하고 1/10이하로 설치하 는 경우도 허다하였다. 이러한 어도의 관리적, 기술적인 문제점을 개선하기 위해서는 어촌계, 지자체, 시민 단체 등으로 어로제한과 관리주체를 선정하고, 관리방법 및 관리주기 등 관리방안을 수립하고 실시하여야 하며, 관리의 효율성 및 영속성을 위하여 설계자 및 시공자와 관리자에 대한 정기적인 교육도 병행하는 것이 필수적일 것이다. 또한 어도 형식별 표준도면 등을 작성하여 각 지자체 및 국가기관 등에 보급하여서 불명확하고 불확실 한 어도가 설치되는 일이 없도록 해야 할 필요가 있다. 그리고 하천 설계기준 및 댐 설계기준에 포함되어 어도 설계 기준과 지침 등을 개정하여 어도설계 및 시공을 적절 하게 수행하도록 하는 역할에 부합되도록 할 필요도 있다. 또한 어도가 설치된 이후 에도 지속적인 모니터링을 통하여 어도를 검증하며, 이런 검증을 통하여 어도를 보정 하는 노력을 기울여 각 지역특성에 맞는 어도 개발을 하여야 할 것이다. -
