Abstract
This study attempts to introduce various benefit transfer methods and to examine the applicability and validity of benefit transfer for outdoor recreation values in Korea. The broad definition of benefit transfer is the use of existing information designed for one specific context (i.e. study site) to address policy questions in another context (i.e. policy site). Benefit transfer has been evolved as an alternative to primary research because, in practice, conducting original research is often infeasible due to the limited budget and time constraints. Throughout the extensive literature review, a total of 86 studies of outdoor recreation valuation are identified. Among them, 204 value estimates from 49 studies are used for the analysis. Single point estimate transfer, average value transfer, demand (benefit) function transfer, and meta-regression analysis function transfer are applied to forecast unit recreation values (constant in 2000 won/visit?person; 1$ corresponds to about 950 won) for the policy sites. Five policy sites selected include YoungRangHo, JungDongJin, KumOSan, SunWoonSan, and WooMeonSan. From the results of our analysis, we conclude that meta-regression analysis function transfer method holds relative advantages over other methods in that it minimizes the involvement of subjective judgment of researcher in the process. In addition, the meta-regression analysis is considered to be a valid and applicable tool for synthesizing and summarizing available information from the previous literature as well as for transferring the information to the new policy context. As far as we are concerned, this study is one of the first efforts exercising benefit transfer methods in Korea and, thus, it may be premature to provide the guidelines for field users based on the results derived from this research. There would be more case studies need to be done, especially the studies to improve validity and reliability of meta-regression analysis.
