Abstract
Abstract This research examines the relationship between natural hazard damage (like flood damages) and urban development in environmentally sensitive areas (like floodplains). Current structural approaches such as dams and levees to reduce hazard damages are criticized because of their threats to environmental sustainability. Through an empirical study, this research proposes an environmentally sustainable approach, that is, ’hazard mitigation policy.’ The hazard mitigation policy employs land use planning and management whose "non-structural approaches" are important tools to reduce natural hazard damages. The hazard mitigation policy through land use planning and management is a long term policy that aims at sustainable development by both removing sprawls in environmentally sensitive areas and preserving the environmentally sensitive areas such as parks and open spaces.
