dc.description.abstract Abstract Sustainability Assessment on Land Development Projects -Developing and pilot testing an assessment system in the view of greenspace volume Measuring the sustainability level of Environmentally Sound and Sustainable Development (ESSD) is required in order to set the goals, directions, and guidelines for ESSD. The indices created to evaluate the sustainability of development planning are usually applied to nations, cities, and regions. However, for macro-scale and higher level planning, the indices do not provide goals and standards regarding the sustainability of smaller developmental plans. This study looks at ways to achieve the sustainability of urban development planning in two cases; an apartment complex and in a medium-sized city. For this sustainability assessment, we coined a sustainability indicator which is expressed by a combination of the environmental pressure (P) and the environmental response (R). The equation used to quantify sustainability is R/(P+R). If P is equal to R, it is calculated at 0.5, which means the required minimum for sustainable development. Using the carbon dioxide cycle, we positioned the amount of carbon dioxide emitted by urban development as P, whereas the amount of carbon dioxide assimilated by the vegetation and soils of a greenspace as R. The indicator used is named the Carbon Greenspace Sustainability Indicator, or ‘CGSI’. This study applied CGSI to 57 apartment complexes. As a result, 30.17% of the total CO2 emissions at the apartment complex developments can be compensated. If the present greenspace at the apartment complexes is kept, it is estimated that at least 18 years is needed to absorb the total amount of CO2 emissions. If the annual growth rate of the vegetation is considered, an average of 44 years is needed to reach CGSI 0.5. Moreover, if we want to reach CGSI 0.5 in only ten years under the same assumption that CO2 emissions are stable but assimilation grows annually, we will have to modify urban planning, including a 31.3% decrease in building capacity or a 65.21% increase in greenspace. Therefore, to improve the sustainability with regard to CGSI, decreasing development density is more practical than increasing the amount of greenspace. In order to find out whether CGSI is effective at the city level, the study also applied CGSI to two cities. The annual CO2 emissions in City A were 549,470 tons and its CO2 assimilation was 2,774,289 tons. Thus CGSI for City A is 0.8346. CO2 emissions from City B were 1,189,356 tons and its CO2 assimilation was 167,689 tons. City B’s CGSI is 0.1236. Considering that, City A (CGSI 0.5) is sustainable but City B (CGSI 0.5) is unsustainable. To make City B sustainable, the CGSI must be changed from 0.1236 to 0.5 by increasing the amount of greenspace and by reducing the use of fossil energy. Apparently, the sustainability indicator proposed in this study is capable of measuring the sustainability of city scale. For prior environmental reviews or environment impact assessments, the CGSI could have been used to suggest the quantity goal. CGSI could provide guidance when setting the amount of green area. It can also be used to contribute to establishing local environmental plans. Because this research lacks various greenspace measurements, including the differences in the CO2 cycle between natural vegetation and urban landscapes, follow-up research needs to be applied to pilot projects in order to increase the applicability of the indicator. Nonetheless, we hope the idea of CGSI will benefit other research and help to design more indicators for sustainable development. -

dc.description.bibliographicalintroduction - 요 약 - 지속가능성(sustainability)의 계량화는 환경적으로 건전하며 지속가능한 개발(ESSD, Environmentally Sound and Sustainable Development)을 위한 목표, 방향설정, 지침제시의 수단을 제공하기 위해 필요하다. 그간에 개발되어왔던 지속가능성 지표나 지수는 국가, 도시, 지역적 거시규모에 적용되는 경향을 가지고 있기 때문에 국토개발사업의 공간규모에서 지속가능한 개발계획의 목표치와 기준을 제공하기 어려웠다. 본 연구는 국토개발사업의 공간규모에서 지속가능성을 계량 평가할 수 있는 방안을 제안하고자 하였다. 아파트 단지와 기성시가지 표본을 대상으로 실험평가를 함으로써 적용가능성을 검토하였다. 연구결과는 다음과 같이 요약된다. 국토개발사업 공간규모에서의 지속가능성 평가체계는 R/(P+R)의 산식으로 설정하였다. ESSD의 세대간 형평성 개념에 따라 미래세대에게도 현세대의 양호한 자연환경을 지속시켜야 하므로 현 세대의 환경부하량(P, pressure)에 해당하는 양 이상을 회복(R, response)하여야 한다는 개념을 표현하고 있다. 녹지를 매체로 대표 지표를 설정하였고, 환경부하량은 개발사업에 의한 CO2발생량, 환경대응량은 개발사업 지역의 녹지가 저장·흡수할 수 있는 CO2대응량으로 설정하였다. 지표는 국토개발사업의 ‘탄소대응 녹지총량 지속가능성 지표(CGSI, Carbon Greenspace Sustainability Indicator)’로 명명하였다. 실험적용 결과, 아파트 단지 전체의 개발 및 운영에 의한 CO2발생량의 최대 약 30.17%를 단지내 녹지가 저장 및 흡수할 수 있음을 나타냈다. 현재의 녹지 수준을 유지할 때, 경년변화를 감안하여 분석하면 평균 44년, 최소 18년 경과 후 아파트단지에 의한 CO2배출량을 모두 저장·흡수할 수 있는 것으로 분석되었다. 녹지는 경년 변화하고 단지의 CO2배출량은 매년 일정하다고 가정하면, CO2배출량을 녹지가 모두 저장·흡수할 수 있는 시점 10년을 목표로 할 때, 현행 용적률 규정을 31.30% 하향 조정하거나 현행 녹지율 기준을 65.21% 상향시켜야 하는 것으로 분석되었다. CGSI의 개념에 따라 도시 전체에서도 본 개념의 지표가 적용될 수 있는지 검토하기 위해 2개 도시에 실험적용한 결과, A도시의 CO2배출량은 549,970톤, CO2대응량은 2,774,289톤으로 CGSI 0.8346(0.5)을 나타냈고, B도시는 CO2배출량 1,189,356톤, CO2대응량 167,689톤으로 CGSI 0.1236(0.5)을 기록하였다. A도시는 ’sustainable’로 B도시는 ’unsustainable’로 판정할 수 있으며, B도시는 도시환경관리목표 CGSI 0.3764를 상향시켜야 ’sustainable’ 상태가 될 수 있고, 이를 위해서는 자연녹지량을 복원 또는 증대시키거나 도시 전반의 화석화 에너지 사용량 저감노력이 필요함을 시사하였다. 따라서 본 연구에서 제시한 지표체계로 도시의 광역공간규모에서도 지속가능성을 계량 측정할 수 있는 가능성을 확인할 수 있었다. 사전환경성검토, 환경영향평가를 시행할 때 본 연구에서 제시한 지속가능성 지표를 활용하여 정량적인 협의 목표치를 제시하는 방법으로 활용할 수 있을 것으로 판단되며, 지역의 녹지총량 산정의 기준으로서도 역할을 기대할 수 있다. 또한 지역환경관리목표를 제공하는데 기여할 수 있을 것이며 지방환경계획 수립을 위한 계획지표로서도 그 역할이 가능할 것으로 판단된다. 앞으로 본 연구에서 제시한 지표체계가 실제 활용되도록 하기 위해 사례적용 표본을 확대적용함으로써 범용성을 검증하고 시범사업 진행이 필요하다. 본 연구에서 제시한 지표체계에 따라 CGSI 외에도 다른 매체로써 지표를 확장 개발하고 사례 적용함으로써 지속가능성 지표항목을 추가개발하고 지속가능성 평가체계를 발전시켜야 한다. 또한 각 지표별 측정방법을 과학화하기 위한 기초연구가 지표개발 및 시범사업과 더불어 병행되어야 할 것이다. -
