Abstract
A Study on the Tradable Permit System for Total Pollution Load Management (II) A Total Pollution Load Management System (TPLMS) has been applied in three major river basins since 2004 and the second stage of its application (2011~) is being prepared. Under TPLMS, the efficient allocation of allowed pollution load to various polluters in the region comes to important policy issue. Tradable pollution permit systems are a market-based mechanism generally thought of as efficient instruments to induce minimization of the cost of complying with the regulations or standards. A tradable permit system is being considered for the efficient implementation of TPLMS. In this study, the efficient applications of tradable permit system are investigated. Firstly, this study i) reviewed the directions of introducing tradable permit system for TPLM, ii) derived the type and design of tradable permit systems applicable, iii) analyzed the characteristics of practical application of tradable permit system under TPLMS, iv) described the proper operating framework of tradable permit system, and v) established the road map for application and operation of tradable permit system. This Study conducted the following research: 1) Reviewed and summarized the directions of introducing tradable permit system 2) Design of tradable permit system Analyzed the main factors of design and application of tradable permit programs - point source - point source permit trade program, point source - nonpoint source permit trade program, etc. Also, studied necessary adjusting factors for guaranteeing the water quality equivalence. For the permit trade programs with high practical applicability - permit trade between public point sources, trade of excess load for development, permit trade between point sources, and permit trade program for nonpoint source reduction - major design factors were analyzed. 3) Analyzed the characteristics of practical application of tradable permit system under TPLMS Analyzed the practical application environment of permit trade programs under TPLMS. Based on the present state of TPLM, the expected characteristics of permit trade program applications were analyzed and the implication for efficient operation of program were derived. 4) Proper operating framework of tradable permit system Discussed about the operating framework of tradable permit system. The establishment of the system for proper role of trade program or trade market (management of trade process, definition of tradable pollution reduction, communication between buyer and seller, trace of trade, and management of trade risks), utilization of data and model for application of permit trade program, institutional framework for program operation, and supporting policies for promoting permit trade program application were discussed. Also, the possible problems those can be raised in the course of trade program application were discussed and the possible responses were presented. 5) Established the road map for application and operation of tradable permit system Established the plans of pilot application of permit trade programs - permit trade program between public point sources, trade of excess load for development, permit trade program between point sources, and permit trade program for nonpoint source reduction. The road map for application and operation of tradable permit system were established.
