dc.description.abstract Assessing Vulnerability to Climate Change of the Physical Infrastructure in Korea and Developing Adaptation Strategies I Climate change has impacts on not only the average temperature rise but also the intensity and frequency of extreme events such as typhoons and intensive rains. It is reported that the frequency and intensity of floods and other natural hazards in Korea are steadily increasing. In its fourth climate change assessment report published in 2007, the IPCC(Intergovernmental Panel on Climate Change) expressed their concern about the impact of climate changes and stated that climate change adaptation is as important as climate change mitigation. To strengthen the climate change adaptation capacity, it is necessary to develop appropriate adaptation strategies with infrastructure management because generally facilities related to human settlements are vulnerable to climate changes. Therefore, this study assessed the vulnerabilities of Korea's physical infrastructures to provide basic data for developing strategies to strengthen its capacity to adapt to climate changes. This study also conducted a spatial analysis of the climate change exposure of infrastructures along with a vulnerability assessment through a survey of professionals. The spatial analysis, which was conducted to figure out how much infrastructures are exposed to climate changes, used the temperature and precipitation data from A1B climate change scenario. It is projected that not only average temperature but also the severity of extreme cold and heat waves will increase, and the amount of precipitation is also projected to rise in the future. It is necessary to prepare for these extreme events in advance because even the rain fall intensity and droughts are also going to be severe in the future. The degree of infrastructures' exposure to climate changes was spatially analyzed focusing on the 2045s (2030-2060) climate change projection by categorizing 5 levels of each climate event over the country. Most infrastructures were found to be exposed to all levels of change (from level 1 to level 5), and the degree of exposure to the severe cold and heat waves, and to droughts was relatively high. This is due to the facts that the characteristics of climate changes differ from event to event and from region to region, and that infrastructures are distributed all over the country. However, since the climate change risk is different by each climate event and each infrastructure, it does not necessarily mean that the degree of exposure reported in the present study does correlate with the degree of risk. Since the results show that the severe climate changes are certain to occur, it is necessary for the overall infrastructures of the country to prepare for the climate changes. In the future, studies should be conducted on risk potentials by each climate event on infrastructures. Additional detailed vulnerability assessments should be done to develop strategies to adapt to climate changes. The vulnerability assessment was conducted to diagnose the infrastructures' vulnerability and to point to a direction for policy making regarding risk management for future climate changes. It was implemented by surveying professionals in the fields of infrastructure and climate change science. The questionnaire asked respondents questions with respect to the consequences of each climate change event, the urgency of adaptation to climate changes, and the scale of investment to the adaptation to each climate change event. The seven climate change events included 'the average temperature rise', 'the sea level rise', 'the typhoons and storm surges', 'the floods and the heavy rain', 'droughts', 'severe cold', and 'heat waves'. The results showed that the respondents expected the possibilities of 'average temperature rise' and 'floods and heavy rain' to be relatively higher than others. The general vulnerability of the whole infrastructures is the highest to 'the typhoons and storm surges' and 'the floods and the heavy rain'. The respondents indicated that river facilities and irrigation, and housing are generally vulnerable to climate changes. As for the facility-to-event vulnerability levels, the highest risk was expected in river-related facilities exposed to 'the floods and heavy rain', followed by the ports exposed to 'the typhoons and storm surges', by the ports to 'the sea level rise', and by the roads exposed to 'the floods and heavy rain'. This study also examined the sensitivity, the adaptive capacity and the risk level of each facility to each climate change event, and found that river facilities, housing, and sea ports are most vulnerable. The results found in this study were consistent with the history of natural disasters in Korea. Therefore, it is necessary to develop appropriate infrastructure management strategies. To prepare for the risk situations caused by climate change, it is necessary to strengthen the nation's adaptive capacity. Infrastructures are influenced by climate changes, but they can be tools to adapt to the climate changes at the same time. The following directions are suggested for policy making. First, it is suggested to invest into and manage the vulnerable infrastructures based on the priority found by this study. Also, it is a good strategy to invest first into the vulnerable infrastructures that are high in risks and need urgent adaptations. Investing in vulnerable ones that are small in terms of the investment size can be another good strategy. Secondly, environment impact assessment should be intensified for the infrastructures which have great influences on the society when negative effects of climate changes occur. It is necessary to raise the standards of the infrastructures as well as establishing special standards, to develop engineering technologies in order to reduce the damages, and to develop measures in order to upgrade the safety of the infrastructures. Thirdly, climate change vulnerability should be continuously monitored with more accurate information such as detailed climate change scenario etc. Fourthly, it is necessary to establish a social system for the efficient natural hazard management to cope with the severe climate changes of the future. The vulnerability assessment implemented in this study was not a structural assessment with field visits, but an assessment based on surveying professionals. Therefore, there were limitations to extract detailed information of vulnerability for particular infrastructures. The results could be different if different vulnerability methods were applied. The results do not mean the absolute vulnerability since this study assessed the general vulnerability to find out the priority in infrastructure management. Further studies should be conducted focusing on assessing the vulnerability of individual infrastructures, spatial analysis using more detailed climate change data, and economic analysis of infrastructures and climate changes in the future. -

dc.description.bibliographicalintroduction 기후변화는 온도상승뿐 아니라 태풍과 집중호우 같은 사상의 강도 또한 증가시키고 있다고 보고되고 있으며 우리나라에서도 홍수뿐 아니라 여러 재해가 그 빈도와 강도 면에서 점차 심각해지고 있다. 일반적으로 인간정주와 관련된 시설은 기후변화에 취약한 것으로 알려져 있으므로 기후변화 적응 역량강화를 위한 사회기반시설 관리에 대해 구체적인 정책을 마련할 필요가 있다. 이에 본 연구는 우리나라의 주요 사회기반시설에 대해 관련 전문가 대상 설문조사를 통해 기후변화에 대한 취약성 평가를 실시하였고, 이와 병행하여 기반시설의 기후변화 사상에 대한 노출정도를 파악하여 기후변화에 대응한 정책을 수립하는 데 필요한 기초 자료를 제공하고자 하였다. 주요 사회기반시설이 기후변화 사상에 얼마나 노출되는지를 알아보기 위한 공간분석은 A1B 기후 시나리오를 바탕으로 수행하였다. 온도와 강우량에 해당하는 변수를 중심으로 1970년대부터 2000년대까지를 reference로 하여 미래의 기후 전망에 대해 2015년대, 2045년대 그리고 2075년대로 나누어 살펴보았다. 그 결과 앞으로 평균기온뿐 아니라 혹한 및 혹서와 관련된 연중 최저온도와 최고온도도 상승할 것으로 전망되며 강우량도 전반적으로 상승할 것으로 나타났다. 또, 강우강도와 가뭄도 증가할 것으로 전망되어 이에 대한 대비가 필요하다. 각 사회기반시설의 기후변화 노출 정도는 2045년대(2030년~2060년)의 기후사상별 전망을 5단계로 나누어 사회기반시설과 중첩 분석하여 살펴보았다. 주요 사회기반시설의 기후변화 사상에 대한 노출은 대부분의 기반시설이 전체 기후사상에 대해 1단계에서 5단계에 걸쳐 전반적으로 노출되어 있는 것으로 나타났으며 혹한과 혹서 및 가뭄에 대한 노출치가 상대적으로 높았다. 이것은 기후변화가 우리나라 전체에 동일하게 영향을 미치는 것이 아니라 각 기후사상별로 지역에 따라 다르게 나타나며, 기반시설 또한 전국적으로 분포해 있기 때문인 것으로 사료된다. 그러나 기후사상으로 인한 위험성은 개별 사상 및 기반시설에 따라 다르므로 본 연구에서 나타난 노출 정도가 반드시 위험성을 의미한다고는 할 수 없다. 본 연구 결과에 따르면 기후변화의 발생은 확실해 보이므로 우리나라 사회기반시설 전반적으로 모든 기후사상에 대비할 필요가 있다는 것을 알 수 있다. 향후 개별 기후사상의 심화가 기반시설에 미치는 위험성에 대한 연구가 수행되어야 할 것이며, 또 추가적인 취약성 평가를 통해 취약한 개별 기반시설을 조사하여 기후변화 적응 강화 방안을 구축해야 할 것이다. 전문가 설문조사는 우리나라 사회기반시설의 기후변화에 대한 취약성을 진단하고 미래 예측되는 기후변화에 따른 위기관리의 정책 추진방향을 설정하기 위해 우선 조치 사회기반시설의 순위를 제시하는 것을 목적으로 하였다. 설문조사는 사회기반시설과 기후변화 분야의 전문가들을 대상으로 하였고, 사회기반시설은 4개의 대분류 아래 전체 19개의 세분류에 해당하는 시설을 선정하여 기후변화와 관련한 대표적인 사상에 대해 개별적으로 조사하였다. 본 연구의 설문지는 ‘평균기온 상승’, ‘해수면 상승’, ‘태풍 및 폭풍’, ‘홍수 및 집중호우’, ‘가뭄’, 혹한’, ‘혹서’의 7가지 주요 사상을 각 기후사상의 발생 가능성과 발생 결과(피해수준), 적응의 긴급한 정도, 적응의 투자규모에 관한 질문들로 구성하였다. 그 결과 각 기후사상별 발생 가능성은 ‘평균기온 상승’과 ‘홍수 및 집중호우’가 상대적으로 높게 나타났고, ‘혹한’이 낮게 나타났으며, 사회기반시설 군 전체적으로 ‘홍수 및 집중호우’와 ‘태풍 및 폭풍’에 대해 기후변화 취약성이 높았다. 기반시설별로는 하천시설, 주거, 관개시설이 기후변화에 전반적으로 취약한 것으로 나타났고, 개별 기후사상별 기반시설의 취약성은 ‘홍수 및 집중호우’에서의 하천시설, ‘태풍 및 폭풍’에서의 항만, ‘해수면 상승’의 항만, ‘홍수 및 집중호우’에서의 도로 등의 순서로 취약한 것으로 나타났다. 또 각 기후사상별로 기후변화에 대한 민감도, 적응능력, 위험수준이 모두 높게 나타난 기반시설도 알아보았는데 그 결과, 하천시설과 주거 그리고 항만이 각각 5개, 4개 및 3개의 기후사상에 대해 모두 높게 나타나 기후변화에 특히 취약한 것으로 나타났는데 이는 과거의 자연재해 이력과도 일치하는 것으로 드러났다. 이렇게 기후변화에 취약한 기반시설에 대해서는 적절한 대응책을 마련할 필요가 있다. 기후변화로 인해 발생할 수 있는 위기상황에 대비하기 위해서는 국가의 기후변화 적응역량을 강화해야 한다. 사회기반시설은 기후변화에 영향을 받기도 하지만 그 자체가 기후변화에 적응할 수 있는 도구가 될 수 있기 때문에 사회기반시설을 강화하는 것은 기후변화에 적응할 수 있는 좋은 접근방법이 될 수 있다. 본 연구에서 제시하는 적응 방향은 다음과 같다. 첫째, 본 연구에서 수행한 사회기반시설의 기후변화 취약성 분석 결과를 바탕으로 우선 조치 사회기반시설을 중심으로 관리 및 투자를 해야 한다. 투자는 피해수준과 적응시급성이 높은 시설물을 우선시해야 할 것이나, 투자 규모가 상대적으로 작은 기반시설을 중심으로 조치를 취하는 것도 한 방안이 될 수 있을 것이다. 둘째, 기후변화로 인한 부정적 효과가 발생했을 때 사회적 파급성이 큰 사회기반시설에 대해서는 영향평가제도를 강화해야 할 것이며, 그러한 기반시설물에 대해 시설기준의 상향조정 및 특별기준을 제정하고 피해 저감공법을 개발하여 시설물의 안전성을 제고하는 방안을 마련해야 한다. 셋째, 지속적으로 기후변화 취약성을 평가하고 모니터링하면서 기존 사회기반시설물을 보강하여 관리해야 할 것이다. 넷째, 기후변화로 인해 잦아질 자연재해 관리체계의 효율화를 위해 기후 및 재해 관련 연구와 관련 정보관리 및 지원을 수행하는 재해에 대한 종합적 대응기구를 구축하는 것도 필요할 것이다. 본 연구에서 실시한 사회기반시설의 기후변화 취약성 평가는 개별 시설물에 대한 구조적인 평가가 아니라 전문가 설문에 기반을 둔 평가였기 때문에 세부 기반시설의 상세한 취약 정보를 파악하는 데는 한계가 있었다. 본 연구의 취약성 평가 결과는 다른 방법론을 적용할 경우에는 결과와 다르게 나올 수 있음을 밝혀두는 바이다. 또한 본 연구는 우선 조치 사회기반시설을 제시하기 위한 전반적인 평가이므로 본 연구에서 상대적으로 취약하다고 평가한 기반시설이 절대적으로 위험하거나, 덜 취약하다고 평가한 기반시설이 절대적으로 안전하다고 판단해서는 곤란하다는 것도 밝혀 둔다. 향후 주요 개별 사회기반시설물을 중심으로 구조적인 취약성 평가와 좀 더 상세한 기후 시나리오를 사용한 공간분석 그리고 기후변화로 인해 야기될 수 있는 사회기반시설의 피해 예측과 경제성 평가 등에 대한 연구도 활발히 이루어져야 할 것이다. -
