Abstract

Abstract Development and Evaluation of Indicators for Low Carbon Ecotourism Like other industries tourism has the potential to leverage climate change into an opportunity for low carbon green growth. Nevertheless, conceptual frameworks for low carbon “ecotourism” have thus far been inadequate and unsatisfactory, while no agreed upon indicators exist that can be used to evaluate low carbon ecotourism on its own merits. Moreover, relatively little data, including information on policy priorities, is available for use in policy making for the development of this industry. Accordingly, the purpose of this study was to present policy directions for invigorating low carbon ecotourism. To this end, Chapter 2 establishes concepts in low carbon ecotourism, and then analyzes foreign and domestic case studies in consideration of the relevant laws and regulations. Chapter 3 devises a conceptual framework for low carbon ecotourism and examines ecotourism, potential ecotourists, and ecotourist attractions and localities, while going over theories on climate changes. The study then designates evaluation indicators for low carbon ecotourism based on the foregoing results. Chapters 4 and 5 present policy directions for encouragement of low carbon ecotourism through conjoint analysis and importance-performance analysis. The results of research indicated that 1) policy directions should prioritize adaption to climate change above all for the purpose of invigorating low carbon ecotourism. 2) on a more detailed level, ① participation from tourists and visitors can be induced through an explanation and experience program that focuses on climate change, ② management plans need to be established to minimize damages to ecotourism resources from global warming, ③ support should be provided to enable installation of low carbon tourism facilities that leverage green technologies, ④ separate biking and walking paths for trekking tours should be expanded, ⑤ changes in people？s attitudes and behavior can be induced through the provision of information on climate change to tourists and workers within the tourist area ⑥ travel agencies need to develop low carbon ecotourism tour packages ⑦ proposals will be needed to convert the existing tourism industry to a low carbon tourism industry. This study provides clear definitions of the conceptual framework of low carbon ecotourism, and by developing evaluation indicators for low carbon ecotourism in Korea, is significant in presenting directions for activation of low carbon ecotourism in the future. The results of this research can be applied in the preparation of guidelines for low carbon ecotourism and management in Korea and the establishment of low carbon ecotourism evaluation systems.
