환경가치 DB 구축 및 원단위 추정 Ⅲ

Abstract

본 연구는 정부부처 및 민간기업의 의사결정자를 비롯하여 학계, 환경 컨설팅, 환경 NGO 등에게 환경 질(environmental quality) 변화에 따른 환경가치 추정치에 대한 기초정보를 제공함으로써 비용편익분석, 환경영향평가, 사업타당성평가를 포함한 다양한 정책분석을 지원하는 것을 일차적인 목표로 하여 기획되었다. 본 연구는 총 3년(2009∼2011)으로 계획되었으며 국내 환경자원/서비스의 분류체계 제시, 국내 환경가치 웹 기반 DB 설계 및 구축, DB 분석을 통한 국내 환경자원 가치추정 선행연구의 종합분석, 메타회귀분석을 포함한 매체별/생태계별 환경가치 원단위(단위가치) 추정, 가치이전 적용지침 마련을 통한 정책적 활용방안 제시 등의 세부목표 아래 진행되었다. 1차연도(2009)는 해외 DB 구축사례를 검토하고 환경서비스의 분류체계에 대한 문헌검토를 통하여 국내 현황에 적합한 분류체계를 마련하는 작업과, 제시된 분류체계를 토대로 웹 기반 환경가치 DB의 틀을 설계하는 것을 중심으로 연구가 추진되었다. 환경자원/서비스는 생활환경과 자연환경으로 구분하고, 생활환경은 현재 운용 중인 환경영향평가 검토항목에 기반하여 세부 구분하였으며, 생태계는 생태계가 제공하는 기능/서비스/편익과 개별 생태계에 기초한 분류체계를 병행하여 활용하였다. 자료검색은 메뉴기능 찾기와 주제어 찾기가 동시에 활용 가능하도록 설계하였고, 검색된 선행연구 목록에서 원하는 연구를 선택하면 연구의 주요 결과를 HTML 또는 엑셀파일 형태로 열어보거나 저장이 가능하도록 하였다. 2차연도와 3차연도(2010∼2011)에는 DB 구축사업과 DB 내 축적된 선행연구 분석을 병행하여 추진하였다. DB 구축사업 측면에서는 1차연도에 마련된 기본 틀에 검색모듈과 입력모듈을 자동화 내지는 표준화하는 작업을 지속적으로 추진하였으며, 동시에 선행연구 요약을 진행하면서 도출된 문제점을 반영하여 입력모듈을 개선하였다. 또한 가치추정에 익숙하지 않은 사용자를 위하여 주 메뉴 창에 가치추정의 개념과 추정기법에 대한 설명을 제공하여 이해를 돕고자 하였다. 환경가치 DB는 환경가치종합정보시스템(Environmental Valuation Information System; EVIS)이라는 이름으로 3개월간의 시범운영(2010.9.1∼12.31)을 거쳐 2011년 1월 한국환경정책·평가연구원 홈페이지를 통해 공식적으로 오픈되었다. 2011년 10월 31일 현재 총 339편의 환경가치추정 선행연구가 요약·정리되어 있다.

The importance of incorporating environmental values in the decision-making process has increased in Korea. Accordingly, the main purpose of this project is to construct an on-line database for environmental valuation studies conducted in Korea and assist related policy assessments by providing comprehensive information on environmental valuation. The specific objectives of this three-year project are to: 1) provide classifications on environmental assets/services, 2) design and construct an on-line environmental valuation database, and 3) apply meta-regression analysis to previous empirical studies with enough accumulated data to derive implications regarding policy assessments. In 2009, a classification system on environmental assets/services in the Korean context was devised and presented, and the basic framework of the on-line database was completed. Subsequently in 2010, input and output modules of the DB were standardized and improved. After a test run, the Environmental Valuation Information System (EVIS) was finally launched in 2011 for a public service through the homepage of Korea Environment Institute (KEI). As of October 31, 2011, a total of 339 valuation studies conducted in Korea were summarized in the EVIS. Preliminary meta-regression analyses were performed on six sectors which had enough observations, namely water quality, wetlands, inland water, recreation, forests, and parks. In considering the results from these analyses, the explanatory powers of independent variables and related statistical significances in general are rather low, except for the water quality sector. Therefore, the results from the analyses are better suited as references for further analysis in the future rather than final estimates. As the DB accumulates data, meta-regression analyses need to be further developed with more observations and improved methodology, providing reliable estimates of unit values for environmental goods and services. In addition, the guideline for value transfer using EVIS is provided. The guideline provides principles and application steps to be taken when the value transfer is considered for policy assessment. Looking forward, the effort to stabilize the DB must continue, and the value transfer guideline needs to be further developed with good practice case studies. For instance, the policy assessment for the water quality sector is promising due to the high quality of data and statistical significance illustrated in this study. A developed database will assist decision-makers in the government and industries, as well as academics, in incorporating environmental values into their cost benefit analyses, environmental impact assessments, project appraisals, and policy assessment of changes in environmental quality.
