dc.description.abstract 본 연구의 대상인 해안은 모래사장, 습지, 산호초, 암반 등 보전가치가 높은 자연생태계와 더불어 주거, 관광, 항만, 산업단지, 발전소 등 인간시스템 또한 집중되어 있는 지역이다. 해안은 해양으로부터의 외력과 육지로부터의 외력이 중첩되는 곳으로, 해안의 사회?경제적 활동들은 전통적으로 높은 기준의 해양기후빈도를 요구하여 왔다. 본 연구는 전통적인 기준들에 의하여 형성된 우리나라 해안의 사회?경제적 활동들이 향후 예상되는 기후변화 및 해수면 상승으로 발생 가능한 취약성을 평가하여 기후변화 시대의 새로운 해안 이용 및 관리 방향을 제시함을 목적으로 하고 있다. 본 연구의 주제는 21세기 지구의 온난화가 최근 IPCC가 예측한 온실가스 배출 시나리오인 RCP(Representative Concentration Pathway) 시나리오로 진행된다는 가정 하에 예상되는 해수면 상승에 대하여 1) 연안역의 다양한 사회?경제적 활동들이 취약 여부, 2) 사회?경제 부분별, 지역별 정량적인 취약성 정도, 3) 적응 방안 및 향후 과제를 도출하는 것이다. 위의 3가지 질문에 대한 해답을 통하여 21세기 해수면 상승에 대한 우리나라 연안역의 사회?경제적 활동들의 총체적인 취약성 정도를 평가하고 적응 방향을 제시하고자 한다. 본 연구의 취약성 평가 대상으로 선정한 주요 사회?경제시스템은 범람 면적, 인구, 토지피복, 주거, 공공시설 등(1차년도: 2011년), 항만, 연안방조제, 산업단지, 관광시설 등(2차년도: 2012년), 도로, 발전소, 배수시설 등(3차년도: 2013년)을 포함한다. 이를 위하여 1차년도(2011년)는 우리나라 해안의 자연 및 사회?경제 현황을 조사하였으며 이를 토대로 주요 부분에 대하여 물리적 및 경제적 영향평가를 실시하였다. -
dc.description.abstract The purpose of this study is to assess the vulnerabilities caused by rising sea levels, which would result due to climate change, on Korea's socioeconomics activities based on traditional criteria to propose new coast utilization and management directions for the climate change era. Taking into account rising sea levels caused by global warming in the 21st century, which IPCC's RCP(Representative Concentration Pathway) scenario predicted based on greenhouse gas emissions scenario, the theme of this study aims to identify: 1) vulnerabilities of various coastal socioeconomic activities, 2) degree of socioeconomic vulnerability based on type and region, 3) measures for adaptation and projects for the future. The primary socioeconomic systems selected for vulnerability assessments of this study include: flood areas, population, land coverage, housing, and public facilities among others for the first year(2011); harbors, coastal embankment, industrial complexes, and tourist facilities among others in the second year(2012); and roads, power plants, and drainage facilities among others in the third year(2013). To accomplish its objectives, the study investigated the current state of nature and socioeconomic activities around Korean coastal areas, and these results were used to conduct the majority of physical and economical impact assessments. Korea’s coastal zones have developed a variety of beautiful terrains as a result of sedimentation and erosion, and it possesses sand beaches, sand dunes, tidelands, gravel beaches, lagoons, coastal terrace, coastal cliffs, marine plateaus and sea caves, sea stacks, and sea arches, which have high conservation value. Korean coastal regions demonstrate contrasting terrain depending on the conditions of land and sea. 86 coastal regions of Korea were used to examine the conditions of the following: population, population density, land coverage, public facilities, and societal infrastructures. Based on 2011 statistics, the total area of 86 coastal regions is approximately 42,000㎢(42% of Korea's total land area), and the total population of coastal regions is over 14.4 million, which is 29.67% of Korea's total population(48,580,293). Using satellite altimeter data from NASA's Topex/Poseidon between 1993-2011, Korea's sea level on average is investigated to have a rising trend of 3.57㎜/yr, which is 13% higher than the global average of 3.15㎜/yr. Based on the semi-empirical method of Vermeer and Rahmstorf(2009) and climate scenarios of Korea meteorological Administration, which uses IPCC's RCP scenario(4.5 and 8.5), the future sea level rise in 2100 was predicted to be 1.33m and 1.68m, respectively. Korea's socioeconomic impact assessment was conducted by amassing tides and storm surges in RCP 4.5 scenario. Korea's total flooded area is 4,149.3㎢(4.1% of total area), and the population of the flooded areas is 1,486,441 people, which is 3.06% of the total population. The total number of communal residential units in the flooding areas is 318,074, which is approximately 5% of Korea's total communal residential units(6,422,933). The total value of communal residential units in flooding areas is estimated to be 22.6 trillion won, which is 1.44% of Korea's total communal residential value. The total value of Korea’s individual housing in the flooded areas is around 6.9 trillion won, which is approximately 1.52% of Korea's total individual housing value. As a preliminary assessment of rising sea level's impact on port facilities, which will be conducted in the second year, this study conducted a simple assessment based on the research results of Ministry of Land, Transport and Maritime Affairs, which used IPCC AR4's maximum rising sea level(79㎝) for counter facilities. In terms of port's berth facilities, it was found that 62% of trading ports(18 out of 29) and 68% of coastal ports(17 out of 25) will overflow. In case of breakwaters, it was found that 81.9% of trading ports and 75.3% of coastal ports will overflow. As for estuary impact assessments of rising sea level, all estuary regions of Korea were classified to take into account the limitations of quantitative assessments, make preliminary impact assessments possible, and conduct qualitative assessments. The estuary classification system introduced in this study is EEC(Estuary Environment Classification) Level 2(7 units) developed by Hume et al.(2007). Korea's estuary regions were classified using EEC system, and the impact of rising sea level on each classification was investigated and assessed qualitatively, which includes formation of strong salt wedge and stratification, change of sedimentation process, inundation of tidal flat and wetland, coastal inundation and flooding, etc. -
