국토개발정책의 변화와 공간환경정책의 발전방향

Abstract

우리나라의 국토공간정책은 국토 자연 자원 관리를 목적으로 할 뿐만 아니라, 국가경제 위기를 극복하거나, 지역 불균형을 해결하는 등의 다양한 수단으로 추진되어 왔다. 2008년 국가 비전으로 제기된 ‘저탄소 녹색성장’ 정책은 기후변화 대응과 글로벌 경제위기의 극복이라는 세기의 문제를 해결하기 위한 차원으로 발전하였다. 지속가능발전이라는 궁극적인 목표를 향한 정책이라 할 수 있는 저탄소 녹색성장정책은 녹색과 성장의 상생 추구에 대한 당위성 확보, 녹색성장 경험의 축적 등 긍정적인 평가를 받고 있지만, 동시에 과도한 규제 완화에 따른 자연훼손, ‘환경의제’위축 등 비판적 평가 또한 받고 있다. 특히, 기후변화에 대응한 국토종합계획 수정, 녹색교통체계 구축, 녹색성장을 위한 개발 규제 완화 등이 추진되었으며 이에 따라 국토공간의 변화도 지속적으로 일어나고 있다. 이러한 변화의 흐름 속에서 이제 지속가능한 국토공간 관리를 위한 공간환경정책의 역할 및 향후 방향 설정이 필요한 시점이다. 그동안 우리나라의 환경정책은 매체 중심의 관리와 규제적 차원의 정책이 주를 이루었다. 그로 인해 국토공간의 선제적 대응에 한계를 가지게 됨으로써 환경정책의 실효성에 많은 문제 제기가 있어 왔다. 이에 본 연구에서는 지속가능발전이라는 측면에서 그동안의 국토개발정책 특히 공간개발정책을 중심으로 심도 있게 검토하고 그에 대응한 공간환경정책의 문제점을 파악하고자 하였다. 또한, 미래 지속가능한 공간정책 추진을 위한 환경정책의 발전방향을 제시하고 앞으로 다루어져야 할 과제들을 발굴하였다. 이를 위하여 국토개발정책과 공간환경정책 관련 문헌 분석, 전문가 서면 의견 조사, 통계자료 분석, 국외 사례 조사 등을 실시하였다.

Korea has been promoting the policy that aims for sustainable growth under the motto of "Low Carbon Green Growth" in 2008. Low carbon green growth policies have been positively evaluated as to the securing of the appropriateness of pursuing green and win-win policies and the accumulation of green growth experiences. On the contrary, as to the damaged natural ecosystem due to excessive deregulation and incompleteness of the execution system, the policies have been evaluated negatively. In coping with climate change, modification of the comprehensive land development plan, development of the green traffic system, and mitigation of development regulation for green growth have been implemented. And, to that effect, geographical features are currently changing accordingly. In this current of changes, setting up proper role of and future direction for the environmental policies to manage the sustainable land space has never been more critical than now. So far in Korea, environmental policies have mainly focused on media-oriented management and policies for sole regulatory purpose. As a result, limitation on the pre-emptive response to the development of the land space has become unarguably evident, and many issues have been raised against the effectiveness of the environmental policy. Hence, from the perspective of sustainable growth development, this study attempted to review the land development policies, especially the spatial development policy, and understand problems of the spatial environment policy established in responding to such development policies. In addition, the study presented a direction for development of the environmental policies to promote the sustainable spatial policy in the future, and identified future tasks to be dealt with. In doing so, analysis of documents related to land development policies and spatial environment policies, expert document survey, analysis of statistical data, and overseas case study were carried out.
