dc.description.abstract Environmental Impact Assessment is is being given increasing importance as the environmental degradation that has already taken place and each new development project are combined to have cumulative impacts on the environment. Yet, an understanding of the EIA process is generally limited among stakeholders, and as a result, some complain about the delays in the process resulting from the time-consuming data collection. To assess the current environmental status and to estimate environmental impacts from a development project, a thorough survey of environmental status at an appropriate time is required, which is a time-consuming process. Thus, it is important to plan a data survey carefully factoring in the time frame of the entire EIA process. In practice, however, EIA stakeholders usually do not aware of the time frame and start the EIA data survey late in time. Field data surveys are crucial for the EIA process, but pre-existing geospatial data is also of great importance, more of which is being generated and applied in the EIA process due to the development of GIS/Remote Sensing and the Internet. But there is a critical difference between the two types of data. Pre-existing geospatial data, especially GIS data, is easy to use and sophisticated, but it may not be an up-to-date data set and the time and spatial resolution of geospatial data might not be appropriate for certain EIA processes. But most people, especially some EIA stakeholders like planners and developers, are not aware of differences in the properties of the two data sets. Thus, EIA stakeholders need to be informed of the differences and the fact that field survey data cannot be replaced by pre-existing GIS data. A case in point is a GIS data based national map of ecological naturalness provided by the Korean Ministry of Environment that is widely applied in the EIA process at present, but its spatial and time resolution is not appropriate for most EIA cases whose spatial scales tend to be local or regional. Pre-existing environmental geospatial data, however, can be fruitfully utilized for Strategic Environmental Assessment which requires different data resolutions from those required by the EIA process. Thus, it is imperative to generate and maintain accurate national environmental geospatial data on an appropriate scale. Unlike other types of environmental data, ecological field surveys require huge human resources for processing and automation system is difficult to be used. Given this, it is of great significance for the government to train and manage a pool of ecological field survey experts . This study tries to clarify and inform the EIA stakeholders of the difference between field survey data and pre-existing environmental geospatial data ,and emphasizes the importance of field survey data, especially ecological one. In addition, this study suggests ways to improve the accuracy of national environmental geospatial data and its applicability in the SEA process. -
dc.description.abstract 개발로 인한 자연 환경 훼손과 주거 환경 영향은 경제개발과 함께 증가 추세에 있으며 이로 인한 사회적 갈등 역시 크게 증가하고 있다. 이러한 환경 훼손의 증가로 환경에 대한 관심이 높아지고 있으며, 더불어 환경영향평가에 대한 사회적 요구 역시 높아지고 있다. 하지만 아직까지 환경영향평가에 대한 사회적 인식은 높은 편이 아니며, 특히 정책 수립 기관이나 개발 계획 수립 당사자의 환경영향평가에 대한 이해는 개발 계획 승인 절차의 마지막에 해당하는 의례적인 통과사항으로 이해하고 있어, 사회적 갈등과 비용을 유발한다. 환경영향평가에 있어서 정책 및 계획 수립 대상 지역의 환경 현황을 사전에 파악하는 것은 적절한 입지 선택이나 친환경적인 토지 이용 계획 수립에 필수적인 단계이다. 환경영향평가에 준하는 상세한 환경 현황을 입지 선정 단계에서부터 다수의 후보 대상지를 대상으로 조사하는 것은 시간이나 비용 측면에서 상당한 부담이 되기 때문에 우선적으로 기존에 조사된 자료를 중심으로 해당 지역의 환경 현황을 파악하고 이를 토대로 전략적인 결정을 할 수 있다. 이때 가장 기본이 되는 것이 국가에서 작성?관리하고 있는 전국자연환경조사자료나 이를 토대로 작성되는 생태·자연도와 같은 환경 자료이다. 이와 같은 국가환경지리정보는 국토 전체를 대상지로 하기 때문에 조사 정밀도가 개별 개발 사업에 대한 환경 영향을 평가하기에 적합한 수준으로 조사될 수 없다. 따라서 국가환경지리정보는 입지 선정 단계에 적합한 정보를 제공하거나, 계획 대상지의 주변 지역 현황에 대한 정보를 제공하는 보조적인 자료로 이용하여야 한다. 하지만 정책이나 계획수립 당사자의 이해 부족으로 환경영향평가에 필요한 정확도를 제공하지 못하는 국가환경지리정보를 토대로 환경영향평가를 수행하지 못하는 점에 대한 불만이 높다. 환경영향평가는 정책 집행이나 개별 개발 사업의 실시로 인한 환경 영향을 구체적으로 예측하기 위하여 우선적으로 계획된 정책이나 개발 사업 대상지의 환경 현황을 정밀하게 조사하여야 하며, 이를 토대로 정책이나 개발 사업으로 인한 환경 영향을 모델링 등을 통하여 예측한 후, 입지 및 계획 적절성을 판단하고 가용한 최선의 저감 방안을 제시하는 것이다. 개발로 인한 환경 영향을 정확하게 예측하기 위해서는 우선 대상지의 환경현황을 최대한 정밀하게 조사하는 것이 우선이다. 하지만 국가환경지리정보는 전체 국토의 환경 현황을 조사하는 것이 목적이므로 환경영향평가에 필요한 정확도를 제공하기 어렵다. 본 연구에서는 앞서 기술한 바와 같이 국가환경지리정보가 환경영향평가에서 가지는 의미와 적용 범위를 보다 구체적으로 살펴 보았으며, 전략환경영향평가와 같은 상위 정책이나 계획 수립 단계에서의 국가환경지리정보 적용 방안을 제시하였다. 우선적으로 환경영향평가에서 인용되거나 사용되고 있는 국가환경지리정보를 살펴 보았으며, 국가환경지리정보의 조사방법과 환경영향평가에서 사용되고 있는 조사방법을 대비하여 국가환경지리정보가 제공하고 있는 시·공간적 정밀도와 환경영향평가가 요하는 시·공간적 정밀도간 차이점을 분석하였다. 해외 사례에서는 미국, 호주, 일본, 영국의 전략환경영향평가/환경영향평가 사례에서 국가환경지리정보가 어떻게 사용되고 있는지를 살펴보고, 이를 토대로 국내 국가환경지리정보의 적용 방향을 제시하였다. 해외 사례에서는 국가 환경 정보를 국내와 유사하게 지질 현황을 제시하거나, 전략 환경 평가 시 입지 적절성 분석에 적용하고 있는 것으로 나타났다. 국내 환경지리정보의 구축 수준을 고려할 때, 해외 사례에서 나타난 바와 같이 전략환경평가에서 국가환경지리정보를 활용하는 방안은 어렵지 않게 시행할 것으로 기대된다. 환경영향평가에 필요한 국가환경지리정보는 대부분 공개되고 있으며, 환경영향평가 정보지원시스템 등 인터넷을 통해 접근이 가능하다. 하지만 아직까지 저작권 등 여러 제도적 제한으로 인하여 환경영향평가 관련 자료의 이용에 제약이 따르는 것 역시 사실이다. 또한 국가환경지리정보의 특성상 부처별/기관별로 따로 관리되고 있어, 국가환경지리정보의 통합적 이용에는 한계가 있다. 따라서 국가환경지리정보의 일원화된 관리 체계 구축/관리와 공공의 목적으로 작성된 환경영향평가 자료의 공개와 같은 제도적인 보완이 필요할 것이다. 본 연구의 결론은 국가환경지리정보의 환경영향평가에의 적용은 국가환경지리정보의 작성 목적과 자료 수집 방법을 고려하여 제한적으로 적용되어야 하며, 개별 개발 사업의 환경영향평가보다는 전략환경영향평가와 같은 보다 상위 단계에서의 정책 및 개발 계획 수립시 개략적인 지역 환경을 파악하고 개발 적합성을 평가하는 부분에 적용하는 방안을 모색하여야 할 것이다. -
