한ㆍ아세안 환경협력 전략 마련을 위한 사전연구

Abstract

This is a preliminary study to establish the mid- and long-term master plan for the Korea-ASEAN environmental cooperation. It analyzed the current aspect of environmental cooperations of Korea, China, and Japan to ASEAN and, based on the examination, illustrated basic strategies, agendas and specific tasks which are considerable for the environmental cooperation between Korea and ASEAN. In global terms, the cooperation with ASEAN has reciprocity in that Korea and ASEAN co-deal with global environmental problems. Furthermore, solving ASEAN's environmental problems through sharing our development experiences can provide an opportunity which makes it available to step forward the current relationship with ASEAN. In accordance with 'Trust politic' describing the necessity of strengthened network with around vital areas, Korea needs to apply the Korea-ASEAN environmental cooperation for 'extending the collaboration with ASEAN, working together to build trust in Korean peninsula and North-East Asia and securing the source of our economic growth'. Moreover, by collaborating in dealing with environmental problems of the developing countries, Korea can attain its prestige as a middle power responsible for the contribution to world peace and prosperity. In that sense, we need to consider about the Korea-ASEAN environmental cooperation with the med- and long-term view. As the future Korea’s environmental cooperation strategy to ASEAN, 'Green Saemaeul Initiative (temporarily named)' can be considered, which is the frame based on the trust and encouraging ASEAN to achieve their goal, constant economic growth, but ultimately leading them to achieve sustainable development. In addition to this, 'the Strategy for the Korea-ASEAN Environmental Cooperation (temporarily named)' for managing the cooperation systematically and 'the Action Plan for the Korea-ASEAN Environmental Cooperation(temporarily named)' including concrete programmes for realizing the strategy, should be organized. Based on this work, further study is required to build the mid- and long-term master plan of the Korea-ASEAN environmental cooperation including all the contents of the direction for the future systematic environmental cooperation, relevant policies and the establishment of promotion system.

본 연구는 우리나라의 대아세안 환경협력 중장기 종합계획 수립을 하기 이전의 사전 연구로 한·중·일의 대아세안 기존 환경협력 현황을 검토하고 이에 기초하여 한·아세안 간의 환경협력을 위해 고려할 수 있는 기본적인 전략과 아젠다 및 협력과제의 제안을 시도하였다. 아세안과의 환경협력은 글로벌차원에서 볼 때 전 지구적인 환경문제를 공동으로 대처한다는 점에서 호혜적이다. 그리고 아세안의 환경문제 해결에 있어 우리의 발전경험의 교류를 통해 기존 아세안과의 관계를 한 단계 도약할 수 있는 계기를 마련할 수 있다. 개도국의 환경문제에 공동 대응을 통해 세계평화와 발전에 기여하는 책임 있는 중견국 실현의 기반을 마련할 수 있다. 또한 우리나라는 주위 거점 지역과의 네트워크 강화 차원에서 신뢰외교에 기반을 두어 “아세안과의 협력을 확대하여 한반도와 동북아 신뢰 구축의 조력자 및 우리 경제의 성장 동력원으로 확보”를 위해 한·아세안 간 환경협력을 적극적으로 활용 할 필요가 있다. 이러한 점에서 아세안과의 환경협력을 중장기적인 관점에서 고민하는 것이 필요하다. 향후 우리나라의 대아세안 환경협력은 환경협력을 아세안 국가들의 목표인 경제발전과 융합하여 지속가능한 발전을 도모할 수 있는 프레임으로 신뢰에 기반한 “그린 새마을 이니셔티브(가칭)”의 전략적 기조 아래에 한·아세안간의 환경협력 추진을 검토할 수 있다. 한·아세안 환경협력을 체계적으로 운영하기 위해 과 전략 구현을 위해 구체적 사업을 담은 을 마련하도록 한다. 본 연구에 기초하여 향후 체계적인 환경협력의 방향, 정책, 추진체계 정립 등의 내용을 포함하는 한·아세안 환경협력 중장기 마스터플랜 수립을 위한 연구 진행이 요구된다.
