Abstract
본 연구는 한국의 중장기 환경전망 연구를 수행할 수 있는 통합환경모형(Integrated Assessment Model, IAM)을 구축하는 로드맵을 설계하고, 통합환경모형을 활용한 환경전망 연구의 실례(實例)를 제시하는 연구이다. 본 연구는 기존 국제기구의 환경전망연구를 분석하여 통합환경모형의 필요성을 확인하고, 이를 충족할 수 있는 통합환경모형을 구축하는 로드맵을 설계하였다. 또한 로드맵의 일부를 수행하여 온실가스 및 대기오염물질 배출량 전망이 가능한 기초적인 통합환경모형을 구축하였으며, 이를 이용하여 2009∼30년 한국 환경전망 연구를 수행하였다. 제1장에서는 기존 환경전망연구에서 통합환경모형이 수행하는 역할을 파악하고, 이에 기반하여 한국형 통합환경모형이 필요함을 확인하였다. OECD를 비롯한 환경 관련 국제기구는 사회경제적 변화가 환경문제에 끼치는 영향을 전망하고, 이에 대응하는 대응책을 설계하는 환경전망연구를 주기적으로 수행하고 있다. 통합환경모형은 이러한 환경전망연구에서 미래의 환경문제에 대한 정량적인 전망을 제공하는 ‘전망(forecasting)’ 기능과 미래 환경문제 대응책의 성과에 대한 반사실적 실험을 수행하는 ‘정책평가(evaluation)’ 기능을 수행하는 분석도구로 활용하였다. 그런데 한국의 환경계획은 통합환경모형을 활용하지 않고 있어서 전망에 입각한 정책대응 설계 및 성과 예측에 한계가 있었다. 따라서 정책수요를 고려한 미래 환경정책 설계 및 객관적 평가를 위해서는 통합환경모형이 필요한 것으로 파악되었다. 제2장에서는 한국형 통합환경모형을 구축하는 로드맵을 작성하였다. 한국형 통합환경모형은 ‘전망’ 및 ‘정책평가’ 기능을 수행하는 모형으로 설계되었다. 한국형 통합환경모형은 기존 통합환경모형과 같이 배출-순환-기후변화-영향의 네 부문으로 구성하되. 정교한 전망에 적합한 거대모형과 정책평가를 위한 1차적 근사치(first approximation) 산출에 적합한 두 개의 단순모형을 유지하기로 하였다. 거대모형은 과학적 근거를 반영하는 구조형(structural form) 방정식으로 구성된 각 부문의 모형을 연성결합(soft-link)하여 구성하였으며, 단순모형은 ‘배출’ 부문이 거대모형과 동일하되 그 이외의 부분은 변수들 간의 관계만을 표현하는 축약형(reduced form)으로 표현하여 단일한 연립방정식 체계에 포괄하기로 하였다. 그리고 ‘영향’ 부문은 환경정책수요를 고려하여 수자원수급, 수질오염, 대기오염, 종 다양성, 폐기물배출량을 우선적으로 포괄하도록 하고, 향후 영향 부문 연구성과가 축적되면 포괄범위를 점차 확대하기로 하였다. 한국형 통합환경모형을 구축할 때 다음 네 가지 특성을 부여하였다. 첫째, 불확실성을 처리하기 위해서 주요 변수 및 모스를 확률변수로 간주하는 통계적 시뮬레이션(Stochastic Simulation) 방식을 사용하였다. 둘째, 기술의 선택은 기본적으로 하향식(Top-down) 모형을 사용하되, 에너지 부문에서는 상향식(bottom-up) 모형을 별도로 구성하여 기술선택의 폭을 확대하였다. 셋째, 공간해상도와 관련해서 단순모형은 국가모형과 광역지방자치단체 모형 두 개 판으로 구성하고, 거대모형을 이루는 부문별 모형은 거대모형에 포함되는 연계판(Linked version)과 독립적으로 운용되는 독자판(Stand Alone version)으로 구성하였다. 거대모형의 연계판은 광역지자체 수준의 분석기능을, 독자판은 정책수요에 따라 광역지자체 이하 소규모지역 수준 분석기능을 보유하도록 하였다. 넷째, 환류효과(Feedback)를 반영하는 ‘사회적 환경비용 함수’ 및 '손실함수‘를 포함한다. ’손실함수‘로는 환경의 변화에 따른 농업생산성의 변화, 에너지 수급 변화, 토지손실, 건강영향을 나타내는 네 함수를 포함하고, 그 외의 비용은 모두 ’사회적 환경비용 함수‘로 나타난다. 한국형 통합환경모형을 구축하는 로드맵은 다음과 같이 구성하였다. 단순모형 구축작업 중 ‘배출’ 부문 관련 과제는 기존에 본원이 보유한 일반균형모형의 변형 수준에 따라 3단계로 나누었다. 1단계는 2014년까지 진행하고, 모형의 변형이 적은 소득계층별 파급효과 분석, 산업별 환경오염물질 배출량 추정, 통계적 시뮬레이션 기능부여 작업을 수행한다. 2단계는 2014∼15년에 걸쳐 진행되고, 기존 모형의 변형과 새로운 자료 축적이 필요한 비산업 부문 환경오염물질 배출량 추정 및 토지이용변화 추정 기능 부여 작업을 수행한다. 3단계는 2016~17년에 걸쳐 진행되고, 신규 모형 구축이 필요한 광역지자체 모형 구축 및 상향식 에너지 부문 모형 구축 작업을 수행한다. 단순모형의 ‘배출’ 이외 부문은 거대모형의 부문별 모형 구축 작업을 완료하는 대로 이에 상응하는 축약형 방정식을 구성하여 단순모형에 부가한다. 거대모형은 기존에 사용되는 부문별 모형을 연성결합하여 구축한다. 우선 기존의 각 부문에서 모형연구를 수행하는 연구자를 중심으로 네트워크를 구성하고, 참여자의 의사를 수렴하여 부문별 모형 연결방식 및 개별 모형 조정방안을 포괄하는 청사진을 작성한다. 이 청사진을 바탕으로 연구진은 부문별 모형을 조정하고, 조정 작업을 완료하면 단순모형에 포함될 축약형 방정식을 완성한다. 청사진 작성은 2014년, 부문별 모형 중 ‘순환’ 및 ‘기후변화’ 부문 모형 조정은 2015~17년, ‘영향’ 부문 모형 조정 및 환류효과 포괄은 2020년에 달성한다. 제3장에서는 제2장의 로드맵 중 단순모형 구축 로드맵의 일부를 시행하고, 그 결과물을 활용하여 2030년까지 한국 환경전망 연구를 수행하였다. 구체적으로 강성원 외(2012b)는 환경전망모형에 대기오염물질 배출량 추정 기능 및 계층별 파급효과 분석 기능을 부가하고, 이를 이용해서 2009∼30년 온실가스 배출량 및 대기오염물질 배출량을 전망하였다. 그리고 2020년 이산화탄소 배출량을 BAU 대비 30% 감축하는 탄소세를 도입할 경우 환경, 경제, 재정, 소득 계층별 소비에 미치는 파급효과를 점검하는 정책평가를 수행하였다. 탄소세에 대한 평가는 탄소세 세수를 이전지출(TR), 정부소비(GE), 정부저축(GS), 노동소득과세 감세(LCUT) 재원으로 활용하는 네 가지 시나리오를 설정하여 수행하였다. 최용석 외(2012)는 성장률 가정을 적용한 전망 결과 정책적인 변화가 없다면(BAU) 2030년까지 이산화탄소 배출량은 연 1.8%, PM10·NOX·SOX·VOC 배출량은 연 3.0∼3.2% 증가한다고 전망하였다. 탄소세를 도입하여 경제적으로 탄소세수를 정부저축 혹은 노동소득과세 감세 재원으로 활용하면 이중배당효과가 발생하여 도입 이전보다 경제성장이 더 촉진되는 것으로 나타났다. 환경과 관련해서는 이중배당효과 발생 여부에 관계없이 2020년 이후 이산화탄소 배출량은 BAU 대비 70%로 유지되고, 2030년 GDP대비 대기오염물질 배출량은 3.1∼3.5% 하락하는 것으로 파악되었다. 재정과 관련해서는 탄소세수를 정부저축으로 활용할 경우 GDP 대비 정부수지가 BAU보다 0.35%p 상승하는 것으로 추정되었다. 탄소세 도입에 따른 소비지출의 변화는 세수 재활용 방식에 따라 큰 차이가 있었다. 탄소세수가 이전지출 재원으로 활용되면 저소득층의 소비가 증가하고, 노동소득과세 감세재원으로 활용되면 고소득층의 소비가 탄소세 도입 이전보다 증가한다. 반면 정부저축이나 정부소비 재원으로 활용되면 계층별 소비지출 손실에 큰 차이가 발생하지 않는다. 이는 요소소득이 감소하여 고소득층의 가처분소득이 하락하는 효과와 에너지가격이 상승하여 저소득층의 소비가 위축되는 효과가 서로 상쇄하기 때문에 나타나는 현상이다.


In this report, we planned a road-map to build up an IAM (Integrated Assessment Model) for a medium-long tern Environmental Outlook of Korea, and provided a case study using our IAM. Our IAM is designed to perform 'forecasting' and 'evaluation' function-two typical functions of IAM in Environmental Outlook literature. Also we constructed a preliminary version of our IAM following our road map, and put it into use to provide GHG and Air pollutant emission forcasts up to 2030. From environmental Outlook reasearch literature, we identified two typical functions of IAM in Environmental Outlook literature-'forecasting' and 'evaluation'. First, IAMs provide forecasts of future environmental variables considering the effect of socio-economic trend. These forecasts are used to identify future challenges for environmental policy. Second, IAMs preformed counter-factual experiments on the effect of possible environmental policies to face future challenges, which is essential for ex ante policy evaluation. Up to now, Korean environmental planning has not used this comprehensive IAM. We planned our road-map to build up Korean IAM capable of forecasting and ex ante policy evaluation. Our IAM consists of four main module-'Emission'-'Cycle'-'Climate Change'-'Effect'. We planed to build two models- A Large-size model for accurate for forecasting, and a Simple model for evaluation. In our large-size model, each module has structural form equations representing scientific foundations, and these modules are soft-linked. Our simple model shares 'Emission' module with Large-size model, but other modules are scaled down to reduced form equations. The 'Emission' module and reduced form equations of other module consists a whole nonlinear equation system. To meet the needs for policy evaluation, the 'effect' module consists of five sub-modules representing main environmental policy goals of Korea-Water demand & supply/Water Pollution/ Air Pollution/ Biodiversity/ Waste. Our Korean IAM has the following four characteristics. First, our IAM is capable of stochastic simulation representing uncertainties in Environmental Outlook research. Second, technology choice follows top-down model, but we would build a bottom-up model for energy technology choice to allow more diverse technology. Third, regarding regional analysis, our Simple model has two versions for national level analysis and large district level analysis. And each module in our Large-size model has two versions-Stand Alone version and Linked version. Liked version is the one actually linked to Large-size model. This version is capable of large-district level analysis. Stand Alone version shares the same structure with Linked version, but this version can perform smaller region level analysis proper to policy demands. Forth, to incorporate feedback effect, our model has one 'Social Environmental Cost' function and four 'damage function's. Each damage function describes the damage on agricultural productivity, the shock on energy supply, land loss, health loss due to environmental change. The 'Social Environmental Cost' covers all residual costs of environmental change not covered by four damage functions. The road-map to build up our IAM is planned as follows. The 'Emission' module of our Simple model is built up upon CGE model of KEI in three steps. In the first step, the current will be extended to estimate industry emission estimation, perform stochastic simulation, and evaluate class-specific effects of environmental policies. The first step will be completed by 2014. In the second step, non-industrial emission estimation will be added and endogenous land-use solution will be included in the model. This step will be completed in 2014~15. In the third step, energy technology choice bottom-up model and large-district model will be constructed. This step will be completed in 2016~17. The rest of Simple model, which are in reduced form, will be constructed when the corresponding Large-size model module is completed. Our Large-size model will be constructed as a bundle of soft-linked modules. At first, we are going to construct a network of researchers specialized in each module. And this network of researchers will come up with a blueprint of Large-size model containing the modification plan of each module and the linking strategy. With this blueprint, each researcher will simultaneously modify his/her model to fit into our Large-size model. Once the modification is done, each researcher will construct corresponding reduced form to fit into the Simple model. The blueprint will be completed by 2014, 'Cycle' and 'Climate Change' module modification will be completed within 2015~2017, 'Effect' module and feedback functions will be completed in 2020. Following this road-map, we build up part of 'Emission' module of Simple model using CGE model represented in Kang et al. (2012b). Specifically, we extended Kang et al. (2012b)'s model by adding four air pollutants emission estimation function and including three households representing three income classes. Using this model, we forecasted GHG emission and air pollutant emission up to 2030. Also we evaluated a carbon tax by analyzing the effect of carbon tax on economy, environment, fiscal balance, and consumption of each income class. This carbon tax is set to reduce CO2 emission by 30% of BAU emission in 2020. Applying growth estimates from Choi et al (2012), we found that CO2 emission will increase by 1.8% per year, PM10·NOX·SOX·VOC emission will increase by 3.0~3.2% per year under BAU. If the carbon tax revenue would be used in labor tax cut or government savings, then growth rate would be higher than that of BAU through double dividend effect. Also, carbon tax would create environment friendly economy by decreasing 30% of CO2 emission from 2020 to 2030 and cutting down 3.1~3.5% Air pollution per GDP in 2030. If the carbon tax revenue is used for government saving, the fiscal balance to GDP ratio would increase by 0.35%p compared to that of BAU. The effect of carbon tax on the consumption of each income class differed according to the revenue use. If the revenue would be used for transfer payment, the consumption level of lower income class would be higher than that of BAU. The same would be true of the consumption level of higher income class, if the revenue would be used for labor tax cut. If the revenue would be used for government consumption or government saving, then there wouldn't be much difference in consumption level change across income class. It appears that the backward effect on factor income, which affects the consumption of higher income class more, would cancel out the forward effect on the price of consumption goods, which affects the consumption of lower income class more.
