Abstract
□ 연구개발의 목적 및 필요성 해안은 해수면 상승뿐만 아니라 기후변화로 인한 태풍, 파랑, 강수 유형의 변화로 국제사회에서 사회?경제적 취약성이 가장 높은 지대로 평가되고 있으며, 이미 저지대 국가를 중심으로 해수면 상승 영향이 가시화되고 있다. 우리나라 해안은 주거 및 인구의 집중도가 높으며 국가항만 및 어항, 도로, 산업단지, 조선업, 발전소(원자력 및 화력), 수산업, 관광(해수욕장) 등 국가 GDP의 상당 부분을 창출하고 있다. 이러한 다양한 연안역의 개발은 기후변화로 점차 강해지고 있는 파랑과 태풍 등에 의하여 일차적인 피해가 가시화되고 있으며 기후변화 및 해수면 상승 가속화로 인한 피해 또한 크게 증가할 것으로 전망되고 있어 이에 대한 국가 차원의 대책 수립이 요구된다. 본 연구는 최근 산출된 기상청 RCP 기후시나리오를 사용하여 해안시스템의 ① 물리적 및 경제적 영향평가, ② 비용편익분석을 통한 해안부분 적응 전략 기술 개발을 목표로 한다. 주요 연구내용은 ① RCP 시나리오 기반 해수면 시나리오 비교 산출, ② 기후시나리오별 해안 자연시스템 영향함수 도출, ③ 기후시나리오별 해안 사회시스템 영향함수 도출, ④ 기후시나리오별 해안 경제적 영향평가, ⑤ 비용편익분석에 의한 해수면 상승 적응 전략 도출을 포함한다. □ 연구개발의 내용 및 범위 기상청 RCP 기후시나리오를 사용한 해안시스템의 물리적 및 경제적 영향평가, 비용편익분석을 통한 해안부분 적응 전략 기술 개발 목표를 달성하기 위한 세부 연구개발 범위는 아래 내용을 포함한다. ? RCP 시나리오 기반 해수면 시나리오 산출 및 검증 ? 기후시나리오별 해안 자연시스템(범람 면적, 산림, 초지, 습지) 영향함수 도출 ? 기후시나리오별 해안 사회시스템(주거지, 인구, 도로 및 철도) 영향함수 도출 ? 기후시나리오별 해안 경제적 영향평가 ? 해수면 상승 적응 전략 기술 개발 RCP 해수면 상승 시나리오는 총 4개 시나리오(RCP 2.6, RCP 4.5, RCP 6.0, RCP 8.5)를 사용한다. 본 연구의 시간적 범위는 2100년까지를 기준으로 하며, 총 4개 연도(2030년, 2050년, 2070년, 2100년)에 대한 영향평가 결과를 산출한다. 공간적 범위는 제주도를 포함한 우리나라 전체 육역을 대상으로 하며, 연안 시?도를 해역별로 구분하면 아래와 같다. ? 동해안 : 울산광역시, 강원도, 경상북도 ? 서해안 : 인천광역시, 경기도, 충청남도, 전라북도, 전라남도 ? 남해안 : 부산광역시, 경상남도, 제주특별자치도 □ 연구개발결과 해수면 시나리오는 RCP 4개 시나리오(RCP 2.6, RCP 4.5, RCP 6.0, RCP 8.5)를 적용하여 구해진 2100년까지의 대기온도 상승값을 반경험식법을 적용하여 해수면 상승치를 산출하였다. 2100년 기준 해수면 상승치는 RCP 2.6, RCP 4.5, RCP 6.0, RCP 8.5 시나리오에서 각각 0.87m, 1.21m, 1.02m, 1.36m이다. 해수면 상승과 태풍해일 및 조석을 반영하여 산출한 우리나라 전체 범람 면적은 2100년 기준 RCP 8.5 해수면 상승 시나리오에서 총 3,802.7㎢가 범람되는데, 이는 2013년 기준 국토 면적(100,266.2㎢)의 3.8%에 해당한다. 지역별로는 전남이 전국 범람 면적의 34.9%를 차지하고, 다음으로 충남 21.1%, 전북 14.5%, 인천 10.6%, 경기 10.2% 등으로 서해안을 중심으로 범람 비율이 높게 나타난다. 자연시스템 영향평가 요소인 산림, 초지, 습지의 해수면 상승 피해 면적은 2100년 기준 RCP 8.5 해수면 상승 시나리오에서 산림은 203.5㎢가 영향을 받고, 전남에서 총 피해의 약 47.8%가 예상된다. 초지의 경우는 2100년(RCP 8.5)에 87.5㎢가 영향을 받으며, 지역별로 전남과 인천이 각각 20.4%로 가장 높다. 습지는 2100년(RCP 8.5) 기준, 총 330.3㎢가 영향을 받으며, 지역별로 충남 29.3%, 전남 28.4%, 인천 22.5%로 이 세 지역의 습지가 총 80.2%를 차지한다. 사회시스템 영향평가는 해수면 상승에 대한 주거지 및 인구와 도로, 철도 등 교통시설의 피해 현황을 영향함수로 도출하였다. RCP 8.5 2100년 기준으로 주거지 피해 현황은 총 33.2㎢이고, 전남이 전국 피해의 30.0%, 전북 17.5%, 경남 11.8%를 나타낸다. 전체 범람지역 인구는 총 1,892,557명으로 경기 지역에 총 피해인구의 21.3%가 분포하며, 전남 17.4%, 인천 15.7%, 경남 10.6%이다. 도로의 경우는 총 도로 연장의 7.1%가 영향을 받으며, 철도는 총 철도 연장의 7.3%에 대한 피해가 예상된다. 특히 본 연구 결과, 빈곤계층의 거주가 많은 연안지역의 높은 취약성은 향후 기후변화 및 해수면 상승으로 우리 사회의 빈곤문제를 가중시킬 가능성이 높으며, 연안 도로망의 영향은 사회?경제적 연결망의 취약성을 통하여 연안의 지속발전을 저해할 가능성이 크다고 할 수 있다. 해수면 상승의 경제적 영향평가는 시?군 단위로 해수면 상승에 따른 경제적 피해비용을 추정한 후 광역 시?도별 최적해안방어비율을 추정하였다. 이를 위하여 2100년까지 1인당 개인소득 및 인구규모 추세를 설정하고 토지 감정가 자료를 이용하여 보다 구체적인 시?군 단위의 경제적 피해비용을 추정하였으며 이를 토대로 광역 시?도별 최적해안방어비율을 추정하였다. FUND 모형에 근거한 우리나라의 경제적 피해비용의 현재가치는 시나리오별로 약간의 차이가 있으나 약 151~156조 원으로 추정되었다. 대부분의 경제적 피해비용은 도서 지역이 많고 해안의 경제 활동이 활발한 인천, 경기 및 전남 지역에서 발생하는 것으로 추정되었다. 최적해안방어비율은 경제적 피해비용과 함께 해안 방어 비용을 함께 고려한다. 따라서 해안선의 길이가 짧은 반면에 경제적 활동이 활발한 광역시에서 방어 비율이 높게 나타나 부산, 울산 및 경기 지역 등이 높은 비율을 보였다. 반면에 해안선의 길이가 상대적으로 긴 강원이나 전남에서 최적해안방어비율이 낮게 추정되었다. 우리나라 해안의 높은 가치로 많은 해안에서 방어(protection) 적응 전략이 정당화되었으나 향후 해안의 생태적 기능을 고려한 적응 전략 연구가 추가 수행되어야 할 것으로 판단된다. □ 연구개발결과의 활용계획 본 연구에서 도출한 영향평가 및 적응 전략은 2015년 수립 예정인 제2차 국가기후변화적응 대책, 2016년 제2차 녹색성장 5개년계획 등에 활용될 것으로 전망되며, 더불어 기후변화 적응 역량이 부족한 지자체 적응 대책 수립 지원에 사용될 것으로 예상된다. 또한 IPCC 제6차보고서 및 기후변화협약에 의한 국가보고서 등 국제적으로 우리나라의 해안 취약성을 소개하는데 활용하고자 한다. 본 연구를 통한 해수면 적응기술개발은 UN GCF 사무국(인천 송도) 등을 통하여 동아시아 등 해수면 상승에 취약한 해안을 가지는 저개발국가의 효율적인 기후변화 역량강화 사업 지원이 가능하다. 본 연구는 국가 전체를 대상으로 잠재적(Potential) 영향평가 결과이며, 추가적인 연구를 통하여 기후변화로 인한 연안시스템의 취약성을 구체적으로(Likely 및 Site_specific) 평가하는 추가 연구를 수행할 예정이며, 동시에 기후변화의 불확실성을 감안한 5년 주기의 국가대책과 연계하여 “Potential→Likely→Site_specific” 평가를 주기적으로 수행하는 체계를 제안하고자 한다.


□ Necessity and Objectives of the Study The coast is being identified to the most socially and economically vulnerable areas in the international community due to the storm, wave and precipitation pattern changes as well as sea-level rise by climate change, and the sea level rise impacts are already visible especially in Low Countries. The coasts in Korea are the area with higher concentration of housing and population and are creating a substantial part of the national GDP such as ports, harbors, industrial parks, shipbuilding, nuclear and thermal power plants, fisheries and beach tourism. However, the primary damages in these areas are being exacerbated by the intensified wave climate and storms due to the climate change. Therefore, national level counterm-easures must be established to mitigate the possible damages from the climate change and sea level rise accelerations. For this reason, the present study was aimed (1) to assess physical and economic effects and (2) to develop the adaptation strategies through cost-benefit analysis for the coastal system based on the recently estimated RCP scenarios. This research mainly includes sea level rise scenario comparisons, the derivations of influence functions for coastal natural and social systems, and the derivations of coastal economic impact assessments and adaptation strategies for sea level rise in terms of cost-benefit analysis based on the RCP scenarios. □ General Scope of the Study To meet the goal for the technology development of the adaptation strategies in coastal area trough the physical and economic assessments and the cost-benefit analysis, we have included detailed research scope, including: ? Estimation and verification of the sea level rise based on the RCP scenarios ? Derivation of the influence functions of the coastal natural system such as inundation areas, forests, grasslands and wet lands ? Derivation of the influence functions of the coastal social system such as housing, population, roads and railroads ? Coastal economic assessments ? Technology development of adaptation strategies for sea level rise This study has derived assessment results of four different years(2030, 2050, 2070, 2100) by using four different sea level rise scenarios with RCP 2.6, 4.5, 6.0 and 8.5. The study area includes entire South Korean Peninsula with Jeju Island by dividing three different coastal areas including metropolitan cities as follows: ? East coast: Ulsan metropolitan city, Ganwon, Gyeongbuk ? West coast: Incheon metropolitan city, Gyeonggi, Chungnam, Jeonbuk, Jeonnam ? South coast: Busan metropolitan city, Gyeongnam, Jeju □ Results of the Study Sea level rise(SLR, hereinafter) scenarios were estimated by applying semi-empirical formula for atmospheric temperature rise by the year of 2100 based on the four different RCP scenarios(RCP 2.6, 4.5, 6.0 and 8.5). The amounts of SLR by 2100 are 0.87m, 1.21m, 1.02m and 1.36m from the RCP SLR scenarios(2.6, 4.5, 6.0 and 8.5) respectively. The inundation area of whole South Korean Peninsula by 2100 is estimated to 3,802.7㎢ according to the SLR, storm surge and tide based on the RCP 8.5 SLR scenario, which is the 3.8% of the total land area of South Korea. Regional proportions of inundated areas are 34.9% in Jeonnam, 21.1% in Chungnam, 14.5% in Jeonbuk, 10.6% in Incheon and 10.2% of whole area of South Korea so that the inundation rates are higher in the west coast of Korea. Among the SLR damage area of natural system assessment factors such as forests, grasslands and wetlands, 203.5㎢ of forests are affected by the SLR and the damaged area in Jeonnam is predicted as 47.8% of total damaged area by 2100 based on the RCP 8.5 SLR scenario. The damaged areas of grasslands are predicted up to 87.5㎢ total and most severe areas are Jeonnam and Incheon(20.4%). In case of wetlands, total 330.3㎢ of those are expected to be damaged and 80.2% of total damage occurs in Chungnam(29.3%), Jeonnam(28.4%) and Incheon(22.5%). In case of the social system assessment, the damages of housing, population and transportation facilities such as road and railroads were estimated through the influence function. The total damage status in the residential area is estimated to 33.2㎢ by 2100 and the regional damage percentages of total area are 30.0% in Jeonnam, 17.5% in Jeonbuk, and 11.8% in Gyeongnam. Population in the inundated region is 1,892,557 total and 21.3% of the total population in the damaged area reside in Gyeonggi region, 17.4% in Jeonnam, 15.7% in Incheon and 10.6% in Gyeongnam. The road damages are expected 7.1% of the total road and the railway damages are expected 7.3% of the total railway. This study suggests that coastal areas inhabited by low-income population are especially vulnerable to future climate change and sea-level rise, which is very likely to intensify poverty issues of Korea society and the impact on coastal roadworks is likely to impede continued development of the costal areas through the vulnerability of social and economic networks. For the economic assessment of SLR, the economic damage costs under the unit of city and county were primarily estimated and then the optimal coastal defense rates for each city and province were estimated. To this end, we set the per capita personal income and population trends by 2100, estimated the more concrete economic damage costs of city and county units by using land appraisal data, and then estimated the optimal coastal defense rate of each metropolitan city and province. FUND model estimates the economic damage cost of South Korea to be about 151 to 156 trillion won even if there are some differences between the scenarios. Most of the economic damage costs are higher in island areas and are estimated to occur in the areas of high coastal economic activities such as Incheon metropolitan city, Gyeonggi and Jeonnam. The optimal coastal defense rate considers both the economic damage costs and the coastal defense costs. Therefore, the rate shows higher value in the metropolitan cities with shorter shorelines and higher economic activities such as Busan and Ulsan metropolitan cities and Gyeonggi province. On the other hand, the optimal coastal defense rates in the area with longer shorelines such as Gangwon and Jeonnam provinces. □ Suggestions for Applications The assessment and adaptation strategies drawn from this study is expected to be utilized for (1) the second national climate change adaptation strategies which is supposed to be established by 2015; (2) the second five-year plan for green growth (2016); and (3) supporting the municipalities that are not capable of establishing the climate change adaptation measures. These results can also introduce the coastal vulnerability of South Korea internationally through 6th IPCC report and national report based on the climate change agreements. It is also possible that the SLR adaptation techniques developed by this study support the effective capacity building projects on climate change for the developing countries such as East Asian countries that are vulnerable to SLR. This study is a result of potential impact assessment carried out on the entire nation, and it is planned to conduct additional research to specifically assess coastal systems’vulnerability to climate change. At the same time, this study intends to suggest regular performance of “Potential→Likely→Site_specific assessment” in linkage with 5-year national measures against uncertainty of climate change.
