사후환경영향조사서 검토 업무 매뉴얼 개발 연구

Abstract

The Environmental impact assessment(EIA) follow-up can be simply defined as the monitoring and evaluation of the impacts of a project after Environmental impact assessment consultation. Thus, EIA follow-up comprises two elements which are the management of implementation status of EIA consultation and investigation of environmental change. EIA follow-up can be used as a means for verifying the practical effect of the uncertainty in the environmental impact assessment. And this will help clearly identify the accurate impact of the surrounding area due to the project and minimize the unexpected environmental impact at the EIA processes. The recent increasing attention in EIA follow-up has made revision of the "Environmental Impact Assessment Law" including adjustment of the submission period of EIA follow-up report and designation of new review agency, the distribution of guideline for EIA follow-up, etc. In addition to that, Improvement measures for EIA follow-up management systems such as EIA follow-up guideline distribution has been made. These circumstances has brought the great need for the life cycle EIA including the implementation of EIA follow-up process and feedback to the EIA itself. In this study, we developed the manual of EIA follow-up for professional reviewer by analysing the related previous research, EIA follow-up KEI reviews, EIA follow-up plan in response to changed environment. This manual includes review process, a common review of the contents and direction, itemized review of information, project type. The review process divided into two-step process which consists of basic requirements review step to evaluate EIA follow-up report itself and review step to identify the environmental impact by reviewing the monitering data and analysis. In addition, a checklist is presented to review the environmental impact on each area such as water, air, noise, etc. according to each type of project in order to increase the utilization of the manual.

환경영향평가 사후관리는 환경영향평가 협의 이후 사업으로 인한 환경의 변화와 그에 대한 영향 여부를 조사하기 위한 것으로 협의내용의 이행 여부 관리 및 환경변화에 대한 조사를 포함하는 개념이다. 환경영향평가 사후관리는 환경영향평가의 불확실성에 대한 실질적인 효과를 검증하기 위한 수단으로도 사용될 수 있으며, 이를 통해 사업으로 인한 주변지역의 영향정도를 명확히 파악하고 환경영향평가 과정에서 파악하지 못한 환경피해를 최소화할 수 있다. 최근 환경영향평가 사후관리에 대한 관심이 증가되면서 사후환경영향조사서 제출시기 조정, 사후환경영향조사서 검토 및 신규 검토기관 지정 등 ？환경영향평가법？의 개정과 사후환경영향조사서 작성 가이드라인 배포 등의 사후관리제도에 대한 개선 조치가 활발히 이루어지고 있다. 이에 따라 환경영향평가 사후관리의 철저한 이행과 환류과정(Feedback)을 포함한 전 과정 환경영향평가의 필요성이 강하게 대두되고 있다. 본 연구에서는 이와 같은 변화된 환경에 대응하기 위하여 환경영향평가 시 수립된 사후환경영향조사계획에 대한 사업유형별 분석, KEI 기 검토의견 분석, 선행연구 분석을 실시하였고 이를 통해 사후환경영향조사서의 전문적인 검토 업무 매뉴얼을 개발하였다. 매뉴얼은 검토 절차, 공통 검토 내용 및 방향, 항목별 검토 사항, 사업유형별 검토 사항 등으로 구성되어 있으며, 사후환경영향조사서의 검토 절차는 기본요건을 확인하는 ‘보고서 기본요건 검토’ 단계와 사업시행으로 인한 환경영향의 발생 여부를 검토하는 ‘보고서 내용평가’ 단계의 2단계 절차로 이원화되어 있다. 또한 매뉴얼의 활용도를 용이하게 할 수 있도록 항목별 및 사업유형별 검토 사항을 체크리스트로 제시하였다.
