dc.description.abstract The United Nations (UN), in 2010, adopted the decision to improve access to safe drinking water in developing countries, in order to recognize the basic human right to water. Then in 2014, the Sustainable Development Goals (SDGs) were submitted to the UN General Assembly, including the 6th goal of universal access to water and sanitation. According to the World Health Organization and UNICEF report, as of 2012, about 0.7 billion people have no access to clean drinking water, most of them living in developing countries such as Sub-Saharan Africa and Southeast Asia. Hence, development and diffusion of appropriate technology for securing safe drinking water in developing countries are urgently required, and this is expected to contribute to sustainable provision of drinking water and its consequential improvement of quality of life. Thus, this study, based on the 2013 research, evaluated the performance of membrane distillation using solar energy at pilot scale, and diagnosed its possibility as sustainable appropriate technology by analyzing Mongolian water policy and local environment. It is proved that providing safe drinking water to rural areas coincides with the Mongolian national policy, and especially this technology is found to be appropriate for the Khatanbulag Soum region of Mongolia as it not only uses solar energy but also can be operated by the local residents. The Mongolian water policies, however, are mostly implemented around the cities, which resulted in the lack of water provision in rural areas. In addition, government financial supports for the management of wells and expertise of local human resources were found to be deficient. To be applied as appropriate technology in Khatanbulag Soum, following should be considered: development of an operation manual and optimization of a solar-based membrane distillation system; supports for capacity building of government officials and water providers; systematic water management, and establishment and operation of community-based water management organization for public participation; national government-led financial support and enhancement of public awareness and education; and integrated support with solar energy projects for the mid- and long-term provision of drinking water. -
dc.description.abstract 2010년 유엔은 물에 대한 인간의 기본적 권리를 인정하고자 개도국의 안전한 식수에 대한 접근성을 제고하기 위한 결의안을 채택하였다. 그 후 2014년 유엔총회에서 지속가능발전목표(SDGs)를 설정하고 여섯 번째에 물과 위생에 대한 보편적 접근성을 핵심으로 하는 목표를 포함시켰다. WHO/UNICEF 보고서에 따르면 2012년 기준 세계 인구 중 7억 명 이상이 안전하지 않은 식수 자원에 의존하고 있으며 이들 중 대부분은 사하라이남 아프리카, 동남아시아 등의 개도국에 거주하고 있다. 이에 따라 개도국의 안전한 식수 공급을 통한 삶의 질 개선에 기여할 대안으로 주목받고 있는 적정기술의 개발 및 보급이 시급하다. 이에 본 연구기관에서는 2012년 특허청 산하 R&D 특허센터, 한국과학기술연구원(KIST)과 공동으로 태양열 기반 막증류 정수처리 기술을 개발하였다. 2013년에는 식수원의 비소 오염이 심각한 몽골 동고비 지역 하탄블라그 솜에 소규모 시스템을 설치하여 시범운전을 시행한 결과 99%이상의 비소를 제거하는 결과를 얻었다. 본 연구에서는 2013년 연구결과를 토대로 현지 적정기술로 적용하기 위해 처리생산량 50L/d 규모의 막증류 시스템의 현지 성능평가를 수행하였다. 또한 몽골 국가 차원의 물 관련 정책현황 및 대상지역인 하탄블라그 솜에 안전한 식수를 공급하기 위한 적정기술의 선택요인을 분석하여 태양열 기반의 막증류 시스템이 지속가능한 적정기술로 적용될 가능성을 진단하고자 하였다. 농촌지역에 먹는 물 기준을 충족하는 안전한 식수공급은 몽골 국가정책과 부합하며 이에 대한 일환으로 본 기술은 태양열을 에너지원으로 이용함에 따라 전력이 부족한 하탄블라그 솜 지역에 적합하고 현지 주민이 운전 할 수 있음을 확인하였다. 그러나 몽골의 물 정책은 대부분 도시 중심으로 이행되고 있어 지방의 물 공급지원은 열악한 실정이다. 또한 하탄블라그 솜의 우물 관리에 대한 정부의 재정 지원 부족과 현지 인력의 전문성 부족 등의 한계점도 조사되었다. 본 기술이 향후 하탄블라그 솜의 적정 정수기술로 도입·운영되기 위해서는 첫째, 태양열 기반의 막증류 정수처리 시스템의 최적화 및 운전 매뉴얼 수립, 둘째, 정부 담당자와 물 제공자의 관리 역량강화 지원, 셋째, 체계적인 물관리 및 주민참여 제고를 위한 커뮤니티 기반의 물관리 조직 수립 및 운영 지원, 넷째, 중앙정부의 주도적 재정 지원과 주민 인식 강화 및 교육 제공, 다섯째, 중장기적 식수 공급을 위한 태양열 에너지 지원사업과의 통합적 지원을 고려하여야 한다. -
