dc.description.abstract This is a policy-focused research for structuring a ‘recovery plan’ as a countermeasure for aftermath of a nuclear accident. It analyses the meta-data gathered from monitoring the Fukushima Daiichi nuclear accident and draws lessons from it. The report is the first-year research out of three and this year, it focuses on the analysis of the environmental and social meta-data from the monitoring data and corresponding actions of the Japanese government. The main findings are as follows. Environmental Impacts of the Fukushima Accident After the accident, all surroundings of Fukushima Nuclear Power Plant have been affected but are currently under recovery. First, as for the ‘atmosphere’, radioactive materials, such as Cs-137, have deposited un-proportionately by mountains, wind and precipitation. Second, in case of ‘forest’, the litter and the surface soil layer have absorbed high levels of Cs-137, resulting in slow discharge progress so far. On this account, it is hard to reduce the degree of the space dose in a way that the total radiation dose is equal to as hitherto. Third, when it comes to ‘soil’, especially in the case of uncultivated land, radioactive materials remain 5cm under the surface. As in the following, rivers and the lakes show no signs of radioactive detection at any monitoring posts, because the substances have subsided. Constant monitoring is carried out to detect changes in Cs-137 level caused by opaque water in the events of heavy rainfall. Next, ‘groundwater’ is intact for now, however, the real problem occurs when it passes the reactor building, which may lead to contamination. Various measures have been devised to prevent that from happening. Finally, in case of ‘ocean’, the accident affected not only the seawater but also aquatic products. The government consistently monitors seawater and aquatic products and regulates the product. Social Impacts of the Fukushima Accident Distinct from environmental impacts, social impacts are hard to predict and are consisted of a complex system, which means a countermeasure employed to address one impact may give rise to another impact. The report categorizes four different areas of social impact. First, a lot of social impacts have occurred during the ‘evacuation’ process. Incorrect assignment of evacuation areas, changes in designated evacuation areas in each stage and voluntary evacuation recommendation have been pointed out as the factors that tarnished the trust of the local people towards the government and led multitude of people to be exposed to high dose of radiation for a long time. Also, the highest number of casualties was during the evacuation of patients and senior citizens exacerbated as a result of lack of communication and insufficient preparedness for multi-risk disasters. The secondary effects of evacuation such as family separation, mental disorder and others must be monitored consistently due to their long-lasting nature. Second, ‘digital divide’, particularly the accessibility of social media was pointed out as a critical factor which affected the timing of evacuation. Third, regional industries have sustained both direct and indirect damages. In particular, ‘rumors’ and ‘stigma’ effects which are in fact not true also affect the region of Fukushima and its people. Although the Japanese government has legislated a compensation scheme for damages inflicted by rumors, it has created another side effect of leading people to sell products continuously for scrape value, generating a vicious cycle. As to the stigma effects, people from Fukushima have suffered social discrimination based on the stigma that radiation is contagious. Such an effect needs long-term management plan since it cannot be addressed in short-term. -
dc.description.abstract 본 연구는 원전사고 후 ‘재생계획 수립방안’을 마련하는 것을 목적으로 한다. 특히 후쿠시마 사고 이후 모니터링 메타데이터를 분석하고, 이를 통해 얻은 교훈을 통해 보다 효과적인 재생계획 수립방안을 제안하고자 한다. 본 보고서는 1차 연도 보고서로 국내외 선행연구와 후쿠시마 사고 후 환경·사회 모니터링 메타데이터 및 정부의 대응방안을 분석한다. 주요 연구 내용은 다음과 같다. ? 후쿠시마 사고 이후 자연환경의 영향 사고 직후 대기, 삼림, 토양, 하천·호수·지하수, 해양 등 모든 자연환경에 걸쳐 지대한 영향을 받았으나 현재는 회복 중에 있다. 대기의 경우 방사성물질의 확산 경로가 사고 당시의 산맥, 풍향, 강우 등에 영향을 받아 다르게 침착되었다는 점이 특징적이다. 산림은 방사성물질이 낙엽과 표층토양에 강하게 흡착된바, 유출량이 적어 더 큰 피해는 막을 수 있었지만 숲의 오염 총량은 같아 공간선량의 감소는 기대하기 어렵다. 토양 역시 산림과 마찬가지로, 미개간지의 경우는 표면층 깊이 5cm에 90% 이상의 방사성물질이 머물고 있는 것으로밝혀졌으며 이에 따라 주변 공간선량을 감소하는 것이 어렵다. 하천·호수의 경우 방사성물질이 바닥으로 가라앉아 대부분의 모니터링 지점에서 방사성물질이 검출되지 않고 있다. 하지만 강우로 인해 물이 혼탁해질 경우에는 방사성 세슘 검출량의 변화를 우려하여 지속적인 모니터링을 실시하고 있다. 지하수는 모든 지점에서 측정한 결과 방사성물질이 검출되지 않았으나, 지하수가 원자로 건물에 유입되어 오염수로 변해 배출되는 것에 대한 다양한 방안을 고안하여 취하고 있다. 해양은 원전으로부터 방사성물질이 대량으로 유출된 곳으로 고농도의 오염수 방출로 인해 해수는 물론 해양수산물에서도 기준치를 넘는 방사성물질이 검출되어 문제가 되었다. 현재는 이에 대한 지속적인 해수 및 수산물의 방사성물질에 대한 모니터링을 실시하고 있으며, 특히 강우로 인해 수위가 지표면까지 상승할 경우에는 발전소 방수구 부근의 모니터링을 강화하여 실시하고 있다. ? 후쿠시마 사고 이후 사회환경의 영향 사회환경은 자연환경과는 다르게 영향의 예측이 까다롭고, 영향을 저감하기 위한 대책이 또 다른 영향을 발생시키는 등 복합적 구조를 띠고 있는 것이 특징이다. 먼저, 피난은 사고 당시 가장 많은 사회적 영향을 가져온 항목이다. 잘못된 피난구역의 설정 및 단계적 피난구역의 변경과 자주적 피난의 권고는 정부에 대한 지역주민의 신뢰를 떨어뜨리고, 많은 주민들이 방사성물질에 오랫동안 노출되는 원인으로 작용하기도 하였다. 또한 사고의 발생과 피난 지시에 대한 커뮤니케이션의 부족과 정보에 대한 불충분한 제공은 피난을 떠나는 주민의 피해를 최소화하기에는 역부족했다. 또한 원전으로 인해 병원과 노인복지시설의 피난 과정에서 가장 많은 사상자가 남에 따라 피난계획 시 복합재난에 대한 상황 가정과 병원 등 시설의 피난대책 구축의 필요성을 상기시켰다. 마지막으로 피난은 가족붕괴, 정신적 영향 등 2차적 영향을 야기하는 만큼 지속적 모니터링 및 대책 구축이 필요하다. 또한 정보의 격차도 영향을 미치는 요인으로 밝혀졌는데, 소셜미디어에 대한 접근성이 피난의 시점에 영향을 미쳤던 점이 지적되었다. 지역 산업에는 농수산물의 출하제한 및 특정 식품의 섭취, 제품의 폐기처분과 같은 직접적 영향도 있지만 실제로는 사실이 아닌 ‘풍문피해’와 ‘낙인효과’로 인한 피해도 상당하다. 일본 정부는 풍문피해와 관련해서는 지침을 마련하여 보상을 실시하고 있으나, 이러한 보상을 근거로 헐값 판매를 지속하여 오히려 풍문피해가 계속 되고 있는 것이 문제가 되기도 한다. 마지막으로 낙인효과는 후쿠시마 사고 이후 원자력에 대한 인식변화와 피해지역 낙인화로 주민이 겪고 있는 사회적 차별이 있다. 특히 피해지역의 낙인화 경향은 장기적으로 지속될 가능성이 있기 때문에 지속적 관리방안이 필요하다. -
