dc.description.abstract 본 논문은 적절한 해법이 제시되지 못하고 있는 기후 변화 문제에 대해 접근방식을 새롭게 하자는 이론을 살펴본다. 이른바 합의의 신화를 거부하는 이러한 주장은 샹탈 무페의 근본적 민주주의론에 입각하여 기후변화의 문제에 대처하는 접근 방식을 전면적으로 재구성할 것을 주장한다. 즉 기후변화의 담론 은 물질적 현상 이상의 의미를 내포하고 있는 사회적 현상이므로 합의를 강조할 것이 아니라 오히려 차이에 주목하여 과학적이고 정치적인 이견의 존재를 통해 기후 변화에 대응할 수 있는 집합적 행동의 기회를 제고시킬 수 있다는 것이다. 기후 문제의 접근 방식을 둘러싼 합의 모델과 차이 모델 간의 논쟁을 분석하여 과연 후자의 방식이 더 이상적인 것인지 여부를 검토하기 위해서 우선 기후 변화 문제의 해결을 위한 개인주의적 접근법과 공동체주의적 접근법에 대해서 살펴본다. 그 후 보다 유력한 해법으로서 공동체주의적 접근법이 가정하는 공공선의 본질과 관련하여 권위주의적 도출 방식과 숙의민주주의적 도출 방식을 검토한다. 마지막으로 기후 변화에 대한 합의 모델의 전형으로서 녹색 숙의민주주의를 설정하고 이를 비판하는 근본적 민주주의의 도전을 분석한다. 핵심주제어: 기후변화, 녹색 근본민주주의, 녹색 숙의민주주의, 아만다 머친 -
dc.description.abstract This paper examines the democratic debate around climate change, focussing on the theory of climate change which suggests the renewal of the dominant approach, based on Chantal Mouffe's radical democracy. The radical democratic approach maintains that the myth of consensus is the biggest problem facing climate change politics today, and that disagreement should be celebrated and encouraged in a democratic forum: only through disagreement can climate change politics be invigorated and produce a clear decision. Such a radical democratic approach asserts to have more chance of producing the collective action needed to tackle climate change than current dominant approaches. To investigate which approach is preferable, the individual approach and the republican approach are examined first, followed by an examination of eco-authoritarianism and deliberative democratic approaches in connection with the concept of ‘the common good’ which the republican approach presupposes. Finally, the radical democratic approach which criticizes the deliberative democratic approach as a dominant consensus model on climate change is examined, leading to the conclusion that engaging with both deliberative and radical theories will be more fruitful than championing one or the other.
