기후변화에 관한 한국과 일본 신문의 인식 비교 : 사설을 중심으로

Abstract

기후변화 이슈는 국가의 경제？정치？외교 등과 얽혀있는 복잡한 방정식과 같다. 과거와 같이 수동적, 방어적인 대응을 유지하기는 어렵다. 한국은 국제적인 위상 및 경제 상황 등을 고려한 효과적인 대응방안을 찾아야 한다. 본고는 한국보다 선행한 일본의 지난 20여 년간 기후변화 대응에 관한 수용 태도 및 대응책의 변화를 확인하고, 이를 통해 시사점을 찾고자 하는데서 출발했다. 이러한 점에 초점을 두고, 1990년 1월1일부터 2015년 8월31일까지 25년간 한국과 일본 신문의 기후변화에 관한 사설의 흐름을 종합적으로 분석했다. 연구 결과, 한국과 일본은 신문 사설에서 기후변화 대응 및 수용 태도, 목적, 입장과 관점이 정치？경제적 이해관계에 따라 명확한 인식의 차이를 확인했다. 이는 양국 정부의 기후변화와 관련된 환경 정책과 대응 차이에 기인한다는 점에서 주목된다. 기후변화 이슈는 향후 무역규제와 같은 지구의 과제인 점에서 새로운 ‘기후질서’를 앞둔 한국의 환경정책 당국과 언론의 미래지향적인 접근이 요구된다.

This research was first launched to compare and examine how Korea and Japan have accepted and implemented policies to cope with climate change in the past two decades. An analysis of Korean and Japanese newspaper editorials from January 1990 to August 2015 was carried out to examine how the contents evolved over time. In both countries editorials showed a polarized difference in attitude to climate change and acceptance of policy depending on political and economic interest. The fact that these differences stem from how each government has responded to climate change is gaining attention. By studying there Japanese editorials Korea must learn to accept the climate change treaties in a rational way. It is important to achieve balance in securing continuous development, preservation of the global environment and leadership.
