환경·위생분야 민원분석을 통한 정책우선순위 결정에 연구

Abstract

민원데이터의 환경·위생분야 텍스트마이닝 분석을 통해 연도별 주요 키워드를 도출하고 키워드들 간의 관계를 계량적으로 분석하여 이슈를 도출하였다. 이 연구는 국민이 주는 소중한 선물인 민원데이터를 활용하여 수요자 입장의 맞춤형 정책결정과정에 사용해야 함을 주장하고 있다. 클러스터 분석결과 환경·위생분야 민원데이터는 관리항목, 개선항목, 활용 및 설치항목으로 나누어진다. 이러한 분석결과는 연도별 키워드 빈도수와 연계하여 정책우선순위를 도출하여 의사결정과정에 참고자료로 사용할 수 있다. 핵심주제어 : 환경·위생분야, 민원, 정책우선순위결정, 텍스트마이닝

This study determined major keywords in the field of environment and sanitation using civil complaint data to examine priority criteria and extract issues using textmining analysis. In this paper it is argued that the civil complaint data utilized for demand-oriented policy decision making processes considered keyword networks through social network analysis. The study found that policy decision processes have steadily indicated the results of analysis divided into three groups: management, improvement, and utilization. This outcome suggests that the research result can be used for reference in decision making processes. Key Words: Environment and Sanitation, Civil Complaint, Priority Criteria, Textmining
