dc.description.abstract India is the 14th largest treading partner country to Korea. India has shown steady economic growth for a last decade, and ranked world’s top economic growth in 2015. The export sector to India has been changed from the industrial industry in the past to the knowledge-based, cutting edge technology-oriented industry. Despite the remarkable economic growth, the environment status and infrastructure development is still under on-going progress. For the sustainable growth in economy and environment, India has initiated and implemented many environmental projects and programs such as defense of flood, water supply, and hygiene provision for human feces disposal by promoting environmental policy and infrastructure investment. Among many projects, the water management infrastructure demand is particularly high to develop a safe water facility including the sewage treatment, water supply system, water pollution monitoring, construction of water circulation city. The Indian government is expected to invest a continuing and large amount of budget to develop the water facilities. Despite a rising of the infrastructure demand for the development of the water facilities in India, A policy research of the water management policy to develop a sustainable market strategy has been barely conducted. For this study, reviewing related literature and interviewing the experts of India have been conducted. This report aims to provide a preliminary or basic policy study to establish a policy incubation for a sustainable cooperation of water management between Korea and India. The chapter 1 of this report has examined the current state of Indian water management infrastructure and has proposed the rationale and purpose of the study. In spite of the rapid economic growth in India, the environmental developments such as water supply and sanitation facilities have been depreciated in number of distribution from the past . Unfortunately, the analysis of water management situation and policy study of India in Korea is premature. In chapter two of this report, we have surveyed the geographical and climatic conditions in India. Also, we have analyzed the economic, social and environmental data from past to present through statistical analysis of Korea and India. Geographically, India is located on the continent of South Asia. India is actively promoting economic exchange through FTAs with neighboring countries including India and South Asia, India-ASEAN and India-Africa for economic cooperation. Not only Korea can expand the economical and environmental cooperation with India, but also Korea can secure a base for export between India. Unlike Korea, India is divided into the central government, the state government and the local government. Among the government organizations in India, the environmental sector is the Environment, Forest and Climate Change Department, the Drinking and Sanitation Department, and the Water Resources Department. Chapter two has presented the organizational structure, the main roles and objectives of each organization for environmental cooperation. In Chapter 3 of this report, we have conducted the studies on water management and analysis of current issues. First, we have looked at the progress of the water management project. India aims to supply a safe drinking water and connect water to rural areas by 2017 and is aiming to diminish the number of the outdoor defecation through the installation of sanitation facilities. To achieve this goal, World bank, the Asian Development Bank (ADB), and the Asian Infrastructure Investment Bank (AIIB) have invested in India. This chapter has discussed the strategies of each institution on cooperation including the policy building, and budget allocation. In addition, this chapter has presented the case-study of drinking water supply and sanitation facilities using WASH (Water, Sanitation and Hygiene) data, which is operated by WHO/UNICEF JMP (Joint Monitoring Programme for Water Supply). In Chapter 4 of the report, we have examined the transition process of the water management policies of the time to analyze the implications of the water management policy in India. The major mishap of water management policies in India was the flood damage in an area of about 40 million hectares in 1987. Since then, the “National Water Policy” has been introduced for the purpose of national level management and guidance on drought and flood. In 2002 and 2012, “National Water Policy” was revised in response to the demand from the local governments and provincial governments. In addition, the chapter has discussed the present status of international organization water management program development and financial support plans such as bilateral cooperation between countries for environmental cooperation and national?private business venture in India. In Chapter 5 of this report, we have examined at the trend of expanding environmental cooperation between Korea and India. By signing the ECDF Framework Agreement between India and Korea in 2017, Korea became the first non-G7 country to support India’s ODA. Korean government has agreed to support export financing worth about USD 10 billion(EDCF USD 1billion + export financing USD 9 billion). As a result of analyzing detailed measures for Korea-India environmental cooperation, we have found three environmental sectors to be strongly considered for a future cooperation (1) industrial waste reduction technology, (2) wastewater management and (3) air pollution monitoring equipment in the existing strategy of advancement into India. In order to establish the infrastructure, which has been addressed for its vulnerability, the national level of cooperation, and also the partnership among private sectors between Korea and India must be discussed. According to the ‘National Water Policy (2012)’of India, Indian policy priority is focused on rural areas. However, Korean corporations’ focuses are on the cities. The strategy for business incubation to the rural area should be developed for the Korean corporations in India. Korea’s experience in economic development, water management and environmental conservation is important element in exchange of meaningful policy knowledge with a rapidly developing country like India. However, Korea’s international environmental cooperation have challenges that the government sectors and organizations weak in coordination for project management, and overly technology oriented. In addition, Korea should build its own research capacity on collecting water profile and water market analysis data of India overcoming the oversea data dependency. With India’s heavy environmental issues and demands for a sustainable solution, Korea seek a sustainable environmental cooperation with India by developing a tangible policy strategy. For a robust cooperation between countries, it is critical to collect and process water related information and data of India to understand a comprehensive water management system and policy of India. Finally, we have proposed to build a task force (TF) organization such as a joint research team with government institutes, private sector, academia, and non-governmental organization to develop a strategy for Korea-India environmental cooperation. -
dc.description.abstract 인도는 근래 꾸준한 경제성장을 보이는 나라이자 한국의 14번째로 큰 무역 상대국이다. 또한 대 인도 수출 분야는 과거 경공업에서 최근 지식 기반의 최첨단 기술 위주의 산업으로 변화되고 있으므로 미래 상호협력의 기회가 매우 크다고 볼 수 있다. 그러나 인도는 2015년 기준 세계 1위의 경제성장률을 보이고 있지만 아직까지 물, 폐기물, 대기 등 도시 및 지역의 환경상태는 개선의 여지가 많아 환경분야 협력 기반 구축의 필요성과 시급성이 크다. 최근 인도는 국가 환경의 전반을 개선하기 위해 환경 인프라에 대폭적 투자를 계획·추진하고 있으며 특히 홍수 방어, 상수도 보급 그리고 분뇨처리를 위한 위생시설 보급 등 물관리와 연관된 많은 프로젝트 및 프로그램을 국제기구·사회의 원조를 포함하여 수행하고 있다. 따라서 인도 정부는 경제성장에 따라 물관리 발전의 초기단계에서부터 하수도 보급과 수질오염, 물순환도시 구축 등 물관리 정책 및 기술의 중고단계에 이르기까지 막대한 예산을 향후 수십년간 지속적으로 투자할 것으로 예상된다. 하지만 기존 문헌조사를 통해 인도 진출전략 등에 대한 연구가 꾸준히 이루어졌음에도 불구하고 물관리 기초현황과 정책을 분석하는 정책연구는 전무하고 특히 정책·예산집행에 핵심인 물관리 행정체계에 대한 이해는 매우 미비한 실정인 까닭에 기초연구의 시의성과 필요성이 매우 높다고 볼 수 있다. 따라서 이번 기초연구의 목적은 아시아 국가 중 가장 괄목할 만한 경제성장을 이루면서도 여전히 환경적 문제 혹은 환경적 수요가 큰 인도를 대상으로 자국의 물관리 정책에 관한 현황을 분석하고 환경협력을 지속적으로 확대할 수 있는 전략을 마련하는 것이다. 본 연구는 위와 같은 배경으로 보고서 1장에서는 인도의 환경·경제의 일반현황을 간략히 살펴보고 이에 대한 연구의 필요성과 목적을 나타내었다. 인도는 급격한 경제성장 대비 상수원 공급, 위생시설 등 환경 분야는 과거와 비교하여 오히려 악화 된 것으로 나타나고 있지만, 국내에서의 인도의 물관리 현황 분석 및 정책연구는 사실상 부족하다고 사료된다. 2장에서는 인도의 지리 및 기후 현황을 조사하였고, 한국-인도의 통계분석을 통해 과거부터 현재까지 경제, 사회, 환경 현황을 비교분석하였다. 지리학적으로 인도는 남아시아 대륙에 위치한 나라로, 중국, 방글라데시, 미얀마, 부탄, 네팔, 파키스탄 등 주변국들과 경제 협력을 위해 인도-남아시아, 인도-아세안, 인도-아프리카의 FTA를 통해 적극적인 경제교류를 추진하고 있다. 우리나라와 인도의 협력 확대뿐만 아니라 수출의 거점 확보에 대해 기대해볼 수 있는 부분이다. 인도는 열대 몬순형 기후로 우기와 건기로 나뉘지만 최근 기후변화의 영향으로 불규칙적인 강우가 발생하여 대비하지 못한 홍수 및 가뭄 등에 의하여 물공급의 어려움을 겪는 것으로 나타났다. 국내총생산(GDP)의 성장 추세를 살펴보면, 2007년 세계경제 위기 후 우리나라는 다소 완만한 성장을 보이나, 인도는 지속적으로 성장한 것으로 나타났다. 인도는 우리나라와 비교하여 1인당 국민총소득과 CO2방출량, 기대수명은 낮고, 인구 및 농업용 토지이용률이 훨씬 더 증가한 것으로 나타났다. 또한, 인도는 우리나라와 달리 중앙정부, 주정부, 지방정부로 구분되어 우리나라의 정부조직 및 체계와 차이가 있다. 인도의 정부조직 중 환경부문은 환경, 산림 및 기후변화부, 음용 및 위생부, 수자원부가 있으며, 환경협력을 위한 각 조직의 체계와 역할에 대한 이해를 위하여 조직체계와 주요 역할과 목적을 나타내었다. 3장에서는 인도의 물관리 과제 및 현안 분석을 수행하였고, 인도 물관리 과제의 추진 현황, 환경기초시설 및 보급률을 분석하였다. 인도의 주정부와 지방정부가 공동 운영하는 농촌수자원 진흥 프로그램(NRDWP: National Rural Development Water Programme)는 2017년까지 농촌 지역의 음용수 공급 및 상수도 연결에 목표를 두고 있으며, 위생시설 설치를 통해 야외배변(open defecation)으로부터 벗어나는 것을 주요 목표로 삼고 있다. 이 목표를 수행하기 위해 인도는 World bank, ADB(Asian Development Bank), AIIB(Asian Infrastructure Investment Bank) 등의 투자지원을 받고 있다. 특히 World bank로부터 Clean India Mission 프로그램을 통해 5년간 화장실 보급과 이용, 깨끗한 거리만들기 등에 상호적 협력과 투자를 이행하고 있다. 국내 석유화학업계도 이 프로그램의 일환으로 화장실 및 하수도관 설치에 필요한 폴리염화비닐과 폴리우레탄 파이프를 수출하고 있는 것으로 조사되었다. 이를 바탕으로 각 기관과 협력하여 수행하는 프로젝트와 예산 및 전략에 대해 나타내었다. 또한, 현재 인도의 환경기초시설 및 보급률을 확인하기 위해 WHO/UNICEF JMP(Joint Monitoring Programme)에서 운영하고 있는 WASH(Water, Sanitation and Hygiene) 데이터를 이용하여 음용수 공급 및 위생시설 현황을 나타내었다. 2000년과 2015년 음용수 평가 결과, 농촌 지역 기준으로 안전하게 관리된 음용수는 20.19% 증가되었고, 정화되지 않은 음용수 이용은 9% 감소되었다. 반면 도시 지역은 차이가 미비한 것으로 나타난 것으로 보아 음용수 개선 사업의 대부분이 농촌 지역에 투자된 것을 알 수 있다. 또한 하수관로 연결 평가를 살펴보면, 인도 전체(도시 및 농촌)에서 오히려 감소 추세를 나타내었다. 인도의 위생시설 평가 현황을 구체적으로 살펴보면, 농촌 지역과 도시 지역의 야외배변은 각각 26.59%, 16.08%가 감소하였고, 위생시설은 농촌 지역 23.26%, 도시 지역은 65.4%로 꾸준히 증가하였다. 과거 2010년에 비하여 현재 2015년의 음용수 공급 및 위생시설은 개선된 것으로 나타났으나, 농촌 지역의 안전하게 관리된 음용수 비율은 49.47%, 위생시설은 33.8%로 여전히 부족한 실정이다. 보고서 4장에서는 인도 물관리 정책의 시사점을 분석하기 위해 시대별 인도 물관리 정책의 변천과정을 살펴보았다. 인도의 중앙정부 차원에서 물은 국가자원으로, 중앙정부는 보전, 관리 및 개발에 대한 책임을 지며, 물의 용도와 계획 및 조정에 대한 방향성을 가지고 있다. 인도 물관리 정책의 가장 큰 전환점은 1987년 약 4,000만ha에 해당하는 면적에 홍수 피해를 당했을 때이다. 인도는 이후 가뭄과 홍수에 대한 국가 수준의 관리 및 지침에 목적을 두고 “국가물정책”을 처음 만들게 되었다. 이후 2002년, 2012년에 지방정부, 주정부로부터 의견을 수렴하여 개정된 “국가물정책”이 발간되었다. 이와 더불어 환경협력을 위한 국가 간 양자 협력, 국가-민간사업 진출 등 국제기구의 물관리 프로그램 개발 및 재정지원계획에 대한 현황에 대해 나타내었다. 보고서 5장에서는 한국-인도 간 환경협력 확대 방향에 대해 살펴보았다. 2017년 한국-인도 양국 대외경제협력기금(EDCF) 기본협정을 체결함으로써 우리나라는 비 G7국가로는 인도 ODA의 최초 지원국이 되었고 향후 우리 정부는 약 100억 달러(EDCF 10억 달러 + 수출금융 90억 달러)에 해당하는 정책금융을 지원할 예정으로 파악되었다. 앞으로의 환경 인프라 분야 개발 및 기업 지원 등에 앞서 기존에 인도에 진출했던 우리나라의 기업 사례들을 살펴보면, 대 인도 진출 기업 중 하수·폐기물 처리, 원료 재생 및 환경복원업의 법인이 1개로 전체의 0.2% 비중을 차지하고, 투자규모는 30만 달러(한화 약 3억 4천만 원)으로 환경 분야의 민간 진출은 미미하다고 볼 수 있다. 국내의 많은 인도 진출 기업의 실패 원인으로 인프라의 부족, 조달의 어려움 등으로 확인되었다. 또한, 한국-인도 간 환경협력 세부 방안을 분석한 결과, 기존 인도 진출 전략 시에 공해저감 기술, 폐수관리 및 재래식 대기오염 장비의 강세를 예측하였고, 이에 대한 발판 마련이 필요하다. 따라서 기존에 취약점으로 확인된 인프라 구축을 위해서는 국가적 협력, 즉 공공부문의 정책·기술 협력을 기반을 토대로 민간기업 진출의 방향을 제시하고 촉진하는 지혜가 필요할 것으로 판단된다. 인도의 ‘국가물정책(2012)’에 따르면 농촌 지역에 관심이 집중된 것을 알 수 있으며, 도시 지역에 집중되어 있는 우리나라 기업들이 농촌 지역으로의 접근이 가능한 전략이 필요하다고 판단된다. 한국의 경제개발과 물관리 및 환경보전의 경험은 인도와 같은 급속한 경제성장을 나타나는 국가에 의미 있는 정책지식의 교류 요소가 된다고 볼 수 있다. 그러나 국내 물관리 분야의 국제협력과 역량은 국내 기관별로 분산되어있거나 지나치게 대상국의 공정기술 혹은 제품판매 등 재정프로젝트 중심으로 추진되고 있어 민간부문의 진출확대가 이 한계점을 넘지 못하고 있다고 판단된다. 또한 타 국가의 기초정보와 물시장 분석은 거의 대부분 해외 자료에 의존적인 점들은 개선할 필요가 있다. 즉 한국-인도 간 환경협력 확대 방향을 모색하기 위해서는 보다 많은 정보의 축적, 인도의 물관리 특성의 충분한 이해가 요구되는 것으로 이해할 수 있는 것이다. 물관리 등 환경분야 정책적 산업적 수요가 큰 인도를 대상으로 수행한 본 연구의 분석과 결론이 양국간 상호호혜 속에서 발전하기를 기대한다. -
