지역별 친환경차 시장 활성화 방안 연구 : 인구밀집지역을 중심으로

Abstract

본 연구에서는 대도시와 같은 인구밀집지역을 대상으로 정부의 친환경차 보급 정책 중 주력 차종인 전기차의 시장 활성화 방안을 제시하였다. 이를 위하여 2장에서는 국내 및 주요 선도국의 전기차 시장 동향 및 관련 정책을 검토하였으며, 3장에서는 전기차 구매요인 설문조사(SP 조사 포함) 및 기술통계량 분석, 개별행태모형 기반의 전기차 선택모형을 추정하여 실제 자동차 보유자의 전기차 구매요인 및 관련 정책 선호도를 검토하였다. 마지막으로 4장에서는 앞서 검토한 내용을 바탕으로 인구밀집지역의 전기차 시장 활성화 방안을 다음과 같이 제시하였다. 1) 보조금체계 개선, 2) 직장 충전인프라 지원 확대, 3) 지속 가능 보급체계 마련, 4) 전기차 운행단계 혜택 강화. 위 방안을 세부적으로 살펴보면 1) 보조금체계 개선에서는 보조금 지원 유형, 지원시기, 지원대상, 지원기간, 지원수준을 고려한 보조금체계 개선의 필요성을 언급하였으며, 2) 직장 충전인프라 지원 확대에서는 자발적 충전인프라 설치를 위하여 공공 및 민간기업과의 업무협약 확대, 녹색기업지정제도 개선(안), 녹색건축인증제도 개선(안) 등을 제시하였다. 또한 3) 지속 가능 보급체계 마련에서는 전기차를 보급하기 위한 재정 마련을 위하여 오염자 부담원칙 개념의 저탄소차협력금제 시행, 저공해자동차 보급 및 구매의무제도 개선 등을 고려한 지속 가능 보급체계(안)을 제시하였으며, 4) 전기차 운행단계 혜택 강화에서는 저공해자동차 표지발급제도 개선(안), 전기차 통행우선지역(Green Mobility Zone) 및 미세먼지, 오존관리를 위한 운행제한지역 활성화, 노후경유차 조기폐차제도 개선(안) 등을 제시하였다.

This study suggests plans to vitalize the market of electric vehicles which is the main vehicle type of the governmental policy in order to disseminate the environmental friendly vehicles in the populated regions. In chapter 2, the domestic and international market trends and policies regarding the electric vehicles in the major advanced countries are reviewed. In Chapter 3, a survey on the electric vehicle buying factors (including SP survey), descriptive statistics analysis and actual vehicle owners' electric vehicle buying factors and related policy preference through estimating the selected electric vehicles based on the disaggregate behavioral model are reviewed. Finally in Chapter 4, based on the reviewed information earlier, the electric vehicle market vitalization plans in populated areas are suggested as follows: 1) improvement of subsidy program, 2) expansion of charging infrastructure at work, 3) sustainable supply system and 4) more benefits to operate the electric vehicles. In details, 1) Types of the subsidy support, timing of the support, duration of the support and level of the support are discussed as necessary factors for the improvement of subsidy program. 2) Expansion of business agreement with the public and private corporations, the improvement plan of assignment of green company systems and the green building certification are suggested in order to encourage voluntary installation of the charging station. 3) The sustainable supply systems that contemplate the implementation of low carbon vehicle cooperation charge with the 'polluters pay' principle, the dissemination of low polluting vehicles and the improvement of purchasing obligation system are suggested in order to finance the dissemination policy for the sustainable supply system. 4) More benefits for operating the electric vehicles such as the improvement of stickers for low pollution vehicle, activation of green mobility zones and limited driving zones to control fine dust and ozone level and the early disposal systems of old diesel vehicles are discussed.
