Abstract
본 연구사업은 개발사업 전후의 환경변화 등 개발예정지에 대한 시·공간적 환경변화 및 환경수용능력 분석을 토대로 보다 객관적이고 과학적인 환경평가를 수행하고, 이를 통해 지속가능한 국토개발을 유도하고 사회적 갈등을 예방하는 것을 목적으로 한다. 주변 환경요소(자연환경 및 생활환경)의 시·공간적 변화에 따른 영향, 지역별 환경용량 등의 차이에 따른 고려 사항 등을 반영한 과학적이고 종합적인 평가를 수행하기 위하여 환경평가에서 다루는 주요 매체별로 다양하게 개발되어온 정량적인 분석기법을 활용하여 지난 30여 년간 축적해온 환경평가 자료를 바탕으로 개발계획(사업)의 타당성을 검토할 수 있는 상시 분석 시스템을 마련하여 운영하고자 한다. 2권에서는 첫째, 사업유형 및 입지현황을 바탕으로 개발계획이 주요 능선축에 미치는 영향을 분석하는 것을 주 연구 과제로 수행하였다. 이를 통해 생태 단절 등 환경영향을 파악하고, 친환경적 개발 유도 및 저감방안 마련을 위한 기초자료를 제공하고자 한다. 능선축에 대한 체계적이고 과학적인 분석 정보는 자연환경 현황 파악, 환경영향평가 등에 활용될 수 있으며, 동물의 이동성 및 서식처 확보 등 생태적 기능의 변화를 파악하기 위한 자료로 사용될 수 있다. 능선축을 중심으로 좌우 300m 이격거리 이내에 포함되는 개발사업에 대하여 8개 권역별로 1,393건의 사업을 대상으로 공간자료를 이용하여 현황 분석을 수행하였다. 선형사업의 경우 한 사업이 두 개 이상의 능선축을 통과하는 경우도 있으므로 이를 고려하면 백두대간의 경우 총 45건의 개발사업이 능선축 300m 이내에서 이루어지고 있는 것으로 확인되며, 주요 정맥의 경우 393건, 기맥 68건, 지맥을 따라서는 1,200건의 개발사업이 능선축 300m 이내에 인접하여 입지하고 있는 것으로 나타난다. 수도권의 경우 능선축과 인접해서도 타 권역에 비해 두 배 이상의 개발사업이 진행된 것으로 파악되어 수도권에 개발사업이 집중됨을 알 수 있다. 권역별로 개발사업의 유형을 살펴보면 도로 및 철도 등 선형사업이 주요 산줄기에 가장 큰 영향을 미치는 것으로 나타났다. 다음으로 산업단지와 송전선로, 육상풍력발전 등 에너지개발 관련 사업, 그리고 골프장이 주를 이루는 체육시설이 능선축에 직접적으로 영향을 미치는 300m 이내에 많이 입지하는 것으로 파악된다. 주요 능선축에 대한 개발사업의 빈도는 대부분의 권역에서 산줄기 10km당 2건 이내로 이루어지고 있다. 그러므로 그 이상의 빈도를 보이는 주요 산줄기에 대해서는 상대적으로 개발에 따른 영향이 과중된 것으로 해석할 수 있어 이에 대한 적절한 대책을 마련하는 것이 필요하다. 주요 능선축 300m 이내에 면적 사업이 입지함에 따라 백두대간을 포함하여 정맥, 지맥, 기맥의 생태자연도 등급지역에 대한 영향 면적은 총 159.7km2에 이르러 여의도 면적(2.9km2)의 55배에 해당한다. 수도권의 경우에는 총 44.6km2에 해당하는 면적에 대하여 생태자연도 등급지역 내에서 개발사업이 이루어진 것으로 나타나고 있어 다른 권역에 비해 산줄기와 인접한 지역에서 두 배 이상의 면적이 개발로 인해 영향을 받는 것으로 나타나고 있다. 주요 능선축 300m 이내에 인접하여 위치하는 선형사업(도로 및 철도)을 대상으로 능선축에 대한 통과 유형을 분석한 결과, 이로 인해 완전히 단절이 되는 절토 형태가 도로 및 철도 각각에서 50.1%와 20.7%를 차지하고 있어 주요 능선축이 도로 통과에 따른 절토로 단절되고 있는 비율이 가장 높음을 알 수 있다. 도로의 경우 터널 및 생태통로 형태의 비율은 환경평가를 통한 노력의 일환으로 1990년대 후반부터는 크게 증가하여 현재는 60% 이상의 비율을 유지하고 있다. 하지만 대간을 제외한 주요 능선축에 대하여 도로가 절토로 통과하는 비율이 50%에 이르고 있어 이에 대한 국가 및 지자체 차원의 체계적인 대책이 필요하다. 개발사업의 빈도 등을 통해 확인된 환경적 영향이 과부하 상태인 능선축에 대해서는 지자체별로 해당 권역의 개발 현황을 확인하여 추가 개발 지양, 단절 및 훼손지역 복구 등의 체계적인 대책을 마련하여야 한다. 주요 능선축 중 광역생태축 기능을 하는 대간, 정맥은 원형을 최대한 유지하는 것을 원칙으로 하되, 기타 기맥 및 지맥도 그 지형의 연결성 및 생태적 보전가치를 고려하여 이를 단절하거나 심각하게 훼손하는 어떠한 개발행위도 최대한 지양하여야 한다. 다만 사업의 특성과 국토이용에 대한 현실적인 여건을 고려하여 연결성 및 원형을 최대한 유지할 수 있는 합리적인 이용 및 개발의 가이드라인이 마련될 필요가 있다. 8개 권역별로 주요 산줄기에 인접하여 입지하는 개발사업의 현황을 파악하고 이를 향후 지역개발계획 수립 시 활용할 수 있는 ‘산줄기에 인접한 개발계획 현황도’를 작성하였다(별도 인쇄 예정). 권역별 현황도는 주변 환경요소의 시·공간적 변화에 따른 영향 및 지역별 환경용량 등을 반영한 과학적이고 종합적인 평가를 수행하는 데 매우 유용한 자료가 될 수 있다. 해당 지자체, 환경부 등 협의기관, 환경평가 전문대행기관 등은 이를 활용하여 개발사업의 초기 계획 단계부터 그 동안 누적된 영향을 종합적으로 고려하여 최적의 계획을 마련할 수 있을 것으로 판단된다. 둘째, 2018년부터 본격적인 수행을 계획하고 있는 수환경 분야에서는 유역단위 수환경평가 지원 체계 마련을 위한 첫 단계로 유역환경, 물순환, 수질, 서식지/수생태 등 하천과 유역의 복합적 특성을 고려한 유역건전성지수(Watershed Health Index) 구축을 위한 시범연구(금강유역 대상)를 수행하여 수환경 분야의 현황 분석 시스템 구축의 사전 타당성 및 방향성을 점검하는 작업을 수행하였다. 환경평가에서 수환경 분야의 영향평가는 하천을 중심으로 한 선(line)적 개념의 접근방식으로 수행되어 수계가 발달하지 않은 지역에서 수환경의 누적 영향 및 광역적 규모의 평가에는 한계가 있다. 따라서 수환경 영향은 물의 이동을 고려한 복합적이고 광역적인 문제로 인식하여 수계시스템을 포괄하는 면(polygon)적 개념의 유역단위 평가가 필요하다고 할 수 있다. 즉, 개발로 인한 환경변화(토지이용, 지형, 시설물 등)는 궁극적으로 유역의 물순환 체계를 변화시켜 유역생태계를 통해 연결되는 자연자원과 수자원 간의 상호작용에 영향을 미치는 만큼 유역의 지형·수문·수질·생태계를 고려한 통합 수환경 현황 분석 시스템의 구축이 요구된다.


The purpose of this study is to provide valuable information and data by analyzing the environmental status and capacity of a target area including neighboring region for the development project (or plan) based on spatial and temporal environmental changes, so that more objective and scientific environmental assessment can be conducted. It is necessary to establish a comprehensive analysis system to examine the feasibility of the development project (or plan) based on the quantitative analysis techniques and the environmental assessment data accumulated over the past 30 years. In the second volume, first, the study analyzes the effect of the development project on the major mountain ridges based on the project type and its location. Through this, the study can identify environmental impacts such as ecological truncation and density of development, and provide basic data for inducing environmentally friendly development and mitigation measures. Systematic and scientific analysis of the mountain ridge axis can be used for environmental impact assessment and be used as a tool to identify changes in ecological functions such as animal mobility and habitat protection. A total of 1,393 development projects and plans located within 300m distance from the major mountain ridge axis in 8 regions are analyzed to investigate the present environmental situation and status. In the case of capital area, it can be shown that the development projects are concentrated more than twice as much as the other regions even near the mountain ridge axis. Looking at the types of development projects by the regions, it is found that the linear projects such as roads and railways are the most influential on the major mountain ranges by directly cross-cutting. In addition, the industrial complex, electric transmission line, onshore wind power generation and golf courses are also appeared to be heavily located within 300m, which can directly affect the mountain ridges. The frequency of development projects for major ridge axes is less than 2 per 10km of mountain ridges in most regions. Therefore, it can be interpreted that the influence of development is relatively heavy for the major mountain ridges with a frequency of 2 or more, and it is necessary to take appropriate measures for this. As a result of analyzing the passage type of the ridge axis for the road projects located within 300m of the major ridge, it can be understood that the cut type, which is completely disconnected by the road is the highest. The ratio of tunnel and eco-bridge type has been steadily increasing since the late 1990s as a part of efforts made through environmental assessment and currently maintains a ratio of over 60%. For the mountain ridge axis, where the environmental impact is overloaded by the frequency of development projects, systematic measures should be established such as restricting further development, and restoring and repairing damaged areas by considering the future development plan of local governments. The status of the development projects located adjacent to the major mountain ridges each of the eight regions is separately published as a name of “Development Status Map near the Major Mountain Ridges”. The present environmental status of a target area can be the most useful data to carry out the scientific and comprehensive assessment reflecting the influence of the environmental factors and capacity of each region. The map will be very helpful when the local government, the Ministry of Environment and the EIA agencies prepare an optimal plan considering the cumulative effects from the initial planning stage of development project. Second, in the field of water environment, a pilot study (the Geum River watershed) to establish a watershed-scaled water quality assessment is conducted for deriving a watershed health index by considering the complex characteristics of rivers and watersheds such as watershed environment, water circulation, water quality and ecological habitat. The current environmental assessment for the water environment, which is the approach of the linear concept centering on rivers, is limited in the cumulative impact of the water environment and in the assessment of the areas where the water system is not well developed. Therefore, the water environmental impact should be considered as a complex and wide-ranging problem considering the movement of water, and it is necessary to evaluate the watershed unit of the polygonal concept covering the water system. Environmental changes due to development (land use, topography, facilities, etc.) ultimately affect the interactions between natural resources and water resources linked through watershed ecosystems by changing water cycle systems. Therefore, it is required to construct a system for analyzing the status of integrated water environment with consideration of the topography, hydrology, water quality and ecosystem of the watershed.
