생태계보전협력금 부과ㆍ징수 미시내역 행정자료를 이용한 징수율 제고 및 징수교부금 차등지급의 유인체계 분석

Abstract

환경부 소관 18개 국가 부담금 중 하나인 생태계보전협력금은 무분별한 개발사업으로 인한 생태계 훼손을 줄이고 생태계 보전과 국토의 효율적 이용을 장려하기 위해 2001년 도입되었으나 징수율이 상대적으로 낮다는 지적이 계속 제기되어 왔다. 그 주된 요인으로는 부과누락과 체납이 손꼽힌다. 하지만 환경부 부과징수내역 미시자료를 분석한 결과, 낮은 징수율은 과거 체납분을 중복 계상하기 때문이며, 그로 인해 공식 징수율 통계를 이용한 징수교부금 차등 지급이 지자체간 형평성과 징수노력의 제고에 적절하게 작용하지 않을 수 있음이 드러난다. 또한 협력금 징수 노력에 영향을 미치는 요인들로 지자체 범주별 부과건수의 비대칭적 분포와 과년도 체납 누적액의 분포 구조도 중요한 것으로 나타난다. 수정된 징수율 공식과 부과건수를 감안한 교부금 차등 지급의 효과에 시나리오 분석 결과도 함께 제시한다. The Ministry of Environment-administered Ecosystem Conservation Cooperation Charge System has been criticized for inefficient management, including a persistently low collection rate, even after the introduction of a differentiated collection grants system in 2013. The analysis in this paper finds that the official collection rate formula is flawed because it repeatedly counts past arrears into the calculation of the current rate. It also finds that the current collection grants system does not properly consider the categorical differences in levying and collection workloads and the distribution structure of cumulated arrears among local governments. Using the administrative data of levying and collection of the charge from the Ministry of Environment, this paper demonstrates how a newly-devised differentiated collection grants system, based on a new formula of collection rate as well as the differences in levying workload, would change the size of grants given to local governments.
